American Rescue Plan Act (ARPA) Replace Roofing – Plants 5, 18, 24 & 25
RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to enter into an agreement with Best Contracting Services, Inc. to repair or replace roofing at four Plant locations in the amount of $287,243 which includes a 10% contingency.
BACKGROUND
The Hesperia Water District (District) has multiple plant sites that house pump stations and other operating facilities. These buildings contain sensitive electrical and electronic equipment that are costly to replace, and the City’s water system is dependent on these facilities to deliver drinking water to the citizens. The City recently hired a consultant to inspect all of the roofs at the District’s plant sites and the report identified many roofs in need of repair ranging from minor to major repairs.
Staff will be using the report to prioritize the work to be done in order to get all roofs at the plant sites repaired or replaced as recommended. In the meantime, the roofs at plant sites 5, 18, 24 and 25 were identified as a priority in need of complete removal and replacement.
This project will utilize American Rescue Plan Act (ARPA) funding.
ISSUES/ANALYSIS
This project was advertised for bids on October 23, 2024. Contractors were notified about the project through Public Purchase, the City’s online bidding platform. On November 18, 2024, bids were received from two contractors. The bid results for the project were as follows:
Best Contracting Services, Inc. - Gardena, CA: $261,130 Rite-Way Roof Corporation – Fontana, CA: $287,500
Staff reviewed the bids, evaluating accuracy, costs, experience, and references. Staff recommends awarding the subject project to the responsive and responsible bidder, Best Contracting Services, Inc., based on their respective pricing, scope of work, and qualifications. Best Contracting Services, Inc. has over 40 years of experience and has delivered successful projects in Santa Monica, Calabasas, Malibu, and more. As specified in the bid documents, the contractor must execute and return the contract, along with other specified documents required, within ten calendar days following receipt of this Notice to Award. Construction is anticipated to begin in early January 2024, assuming no complications with the contract execution processes.

FISCAL IMPACT
The City has identified American Rescue Plan Act (ARPA) grant funds for this project. If approved, an amendment to the Fiscal Year (FY) 2024-25 Budget will be presented at the Mid-Year Budget Review to appropriate the necessary funds.
