Construction Contract for Tank Coatings – Plant 23-R23/1, Plant 21-R21/1, Plant 22-R22/2 – ARPA

RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District 1) award a construction contract for the Tank Coatings – Plant 23-R23/1, Plant 21-R21/1, Plant 22-R22/2 project to the responsive and responsible bidder, Polytech Industrial Incorporated., for the bid amount of $2,790,660, add Alternate A for the amount of $20,000, plus a 10% contingency for a not-to-exceed total of $3,091,726; 2) approve the project as represented by the specifications; and 3) authorize the City Manager or designee to execute the contract and any other necessary documents related to the project.

BACKGROUND
Preservation of City infrastructure is paramount to providing adequate services to the community. Water storage tanks are an integral part of the water production and distribution systems. Water storage tanks at Plant 23-R23/1, Plant 21-R21/1, and Plant 22-R22/2 are in need of recoating. The coating provides a protective barrier to prevent corrosion and deterioration to maintain the structural integrity of the storage tanks, ensure continued drinking water quality, and sustainable water supply to constituents.

The improvements are expected to increase the longevity of the storage tanks and offer continued protection for maintaining high water quality standards for drinking water.

ISSUES/ANALYSIS
This project was advertised for bids on October 24, 2024, through Public Purchase, the City’s online bidding platform. Bids were received November 22, 2024. The bid results for the project were as indicated in Attachment 1, Bid Results Summary. The project is awarded based on these base bid amounts.

Staff reviewed the bids, evaluating accuracy, costs, experience, and references. Staff recommends awarding the subject project to the lowest responsive and responsible bidder, Polytech Industrial Incorporated (Polytech). With 20 years of experience Polytech has delivered successful projects in Bakersfield, Five Points, Hemet and more. As specified in the bid documents, the contractor must execute and return the contract, along with other specified documents required within ten calendar days following receipt of this Notice of Award. Construction is anticipated to begin in early Spring 2025 assuming no complications with the weather.

In addition, there was an add Alternate Bid Item A to structurally inspect the interior of the tanks at Plant 21 and 23, which the City may award to the contractor at its discretion. Because the bids were low enough to remain within budget, staff recommends also including Alternate Bid Item A in the amount of $20,000 in the contract award. The total award is as follows:

Base Bid: $2,790,660
Add Alternate A: 20,000
Contingency: 281,066
Total Contract: $3,091,726
