SUBJECT:
First Amendment to Professional Services Agreement with Willdan Engineering for Building Inspection Services
RECOMMENDED ACTION
It is recommended that the City Council authorize an amendment to the Professional Services Agreement with Willdan Engineering and to increase the contract amount by $208,000, for a total not-to-exceed amount of $258,000 for an additional year of full-time building inspection services.
BACKGROUND
In January of 2024, the City entered into a Professional Services Agreement (PSA), in the amount of $50,000, with Willdan Engineering to provide supplemental staffing to the Building and Safety Division. The supplemental staffing has assisted in providing Building Official and building inspection services (amongst other things) to meet the needs of ongoing development and construction projects throughout the City. However, after a thorough review of current and upcoming development projects, staff is anticipating a substantial increase in residential and industrial development activity that necessitates the proposed amendment, which will provide a full-time contract building inspector for an additional year in the added amount of $208,000.
The full-time contract building inspector will serve in the same capacity as the building inspectors employed by the City and will inspect a combination of residential, commercial, and industrial projects.
To outline the workload increase to support this request, the following projects were taken into consideration: the Silverwood Master-Planned development will soon begin constructing between 200-500 homes per year, with each new home requiring multiple inspections. Additionally, there is also over 5 million square feet of upcoming industrial development, including the Hesperia Commerce Center II project, that will require numerous inspections to meet necessary project schedules.
ISSUES/ANALYSIS
The proposed amendment will create a staff augmentation that will allow the City to be more responsive to the needs of the development community. It is anticipated that the cost associated with the proposed amendment will be offset by revenue from permit fees associated with the Silverwood Master-Planned development and the various upcoming industrial projects. Permit revenue associated with these projects (and others) will provide a sufficient funding source, which limits the financial impact to the General Fund.
CITY GOAL SUPPORTED BY THIS ITEM
Future Development: Facilitate balanced growth to ensure cohesive community development and pursue economic development.
FISCAL IMPACT
The proposed amendment is not anticipated to negatively impact the General Fund as the City collects fees from project proponents, based on the City’s adopted fee schedule, which are anticipated to be sufficient to cover the costs associated with this request.
