Consideration of Annual Update of the City Council Procedures Manual
RECOMMENDED ACTION
It is recommended that the City Council review and approve updates to the City Council Procedures Manual for 2025, adding two references to specifics set by California Government Code for campaign contributions and meeting attendance.
BACKGROUND
The City Council Procedures Manual, first adopted in 2010 includes basic information on the City’s structure, statutory requirements, City Council Policies, and information regarding the City’s Planning Commission, Advisory Committees, and public appointments. The Procedures Manual is reviewed annually and updated as needed.
In December, the Procedures Manual was distributed to the City Council via interoffice memo for review in preparation for the 2025 update.
ISSUES/ANALYSIS
The attached draft 2025 Procedures Manual contains suggested language additions in red font. Suggested revisions consist largely of housekeeping items including; Reference CA Gov Codes where they are subject to change in Statutory Guidelines (pages 8 and 9).
Removed – “Remote participation for each member is limited to three consecutive months or 20 percent of the regular meetings for the local agency within a calendar year.” Replaced with – “CA Gov. Code limits the number of times a Council Member may attend remotely in a calendar year depending on the quantity of regular meetings the body holds. Hesperia City Council members are limited to participating remotely in five (5) meetings per year.” Removed – “for more than $250.”
Replaced with “above an amount set by CA Gov. Code.”
