SUBJECT:
Consideration of Animal Shelter Services, LLC Agreement
RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to enter into a sole source Professional Services Agreement (PSA) with Animal Shelter Services, LLC in the not-to-exceed amount of $40,000 for an on-site animal shelter evaluation.
BACKGROUND
In 2015, Animal Services, LLC performed an on-site evaluation on the state and function of the City’s animal shelter. In September 2023, Animal Shelter Services, LLC performed a follow-up on-site evaluation on the state and function of the City’s animal shelter noting various areas of progress and areas for improvement in contrast to the 2015 evaluation. An overview of the evaluation results was later provided to the City Council in November 2023.
ISSUES/ANALYSIS
Animal Services, LLC has specific knowledge related to the City’s animal shelter having previously conducted two on-site evaluations of the City’s animal shelter operations. Contracting with Animal Shelter Services, LLC for a third evaluation of the City’s animal shelter will aide staff in providing optimal levels of service to our community’s homeless pet population and aide the City Council and public in a better understanding of operations past and present.
Aspects of the proposed evaluation will include:
An on-site shelter evaluation observing and documenting shelter operations, staffing and animal care.
Interviews with staff to assess employee morale, workplace environment and external stress factors.
Meetings with City Council Members with a focus on discussing findings and addressing concerns.
Meeting opportunity for shelter advocates to discuss concerns and perceptions.
Presentation of findings at a City Council Meeting.
Going forward, and to further enhance service to Hesperia’s homeless animals and residents, staff will request funding to coordinate on-site evaluations at regular intervals in new fiscal year budget requests.
CITY GOAL SUPPORTED BY THIS ITEM
Organizational Health – Foster a high performing organization that provides opportunities for professional growth.
FISCAL IMPACT
Should Council approve the contract, and since an evaluation was not included in the FY 2024-25 Budget, an appropriation authority of $40,000 will be requested during the mid-year budget review.
