SUBJECT:

D&H Water Systems - New Contract

RECOMMENDED ACTION
It is recommended that the City Council and Board Members of the Hesperia Water District authorize the City Manager to enter into a one (1) year agreement with D&H Water Systems for the purchase of calcium hypochlorite chlorine in the not-to-exceed amount of $86,405, which includes a 10% contingency.

BACKGROUND
The Hesperia Water District disinfects the water that is pumped from the ground to control microbial contaminants and comply with State and Federal water quality regulations, which are set by the State Water Resources Control Board (SWRCB) and the Environmental Protection Agency (EPA). Chlorine is used to disinfect the groundwater and is treated at each well site. The required chlorine residual is 0.2 to 4.0 parts per million (ppm), and the District has continued to meet these standards with an average of 0.7 ppm as stated in the District’s 2024 Annual Water Quality Report.

ISSUES/ANALYSIS
The chlorinators at each well site are designed to use a specific chlorine tablet, known as Constant Chlor Plus Briquettes. These are supplied by D&H Water Systems, Inc., who is the sole distributor of this product.
