Consideration of Resolution No. 2026-07 approving Conditional Use Permit CUP24-00012 to construct a 5,915 square foot convenience store with off-sale of alcohol along with a 4,080 square foot fueling station canopy and 1,968 square foot drive thru carwash in conjunction with adoption of mitigated negative declaration pursuant to the provisions of CEQA on a 2.36 acre site within the Neighborhood Commercial (NC) zone of the Main Street and Freeway Corridor Specific Plan located on the northwest corner of Phelan Road and HWY 395 (Applicant: AUE Energy LLC; APNs: 3064- 401-10)

The Consolidated Plan establishes the priority housing, community and economic development needs of the City and provides a strategy for the types of projects that will receive CDBG and HOME funds during the five- year period to address specific goals related to the provision of decent housing, a suitable living environment and expanded economic opportunity for low- and moderate-income residents. The goals included in the 2025-2029 Consolidated Plan include Public Facilities and Infrastructure and Fair Housing Services. The Draft Substantial Amendment to the 2025-2029 Consolidated Plan will add the goal of Preservation of Affordable Housing and subsequent housing activities utilizing HOME funds.
SUMMARY OF CHANGES TO THE ACTION PLANS:
The Action Plan establishes the programs and activities to be undertaken using CDBG and HOME funds during the 2026-2027 program year beginning July 1, 2026, and ending June 30, 2027. The City anticipates receiving $946,179 of CDBG funds and $366,017 of HOME funds for the 2026-2027 program year and anticipates receiving similar allocations for the subsequent three program years covered by the 2025-2029 Consolidated Plan. Annual allocations of CDBG and HOME funds are subject to change based on federal appropriations and any changes to the HUD grant allocation formulas or data used in the formulas.
PUBLIC COMMENT
Copies of the draft documents will be available to the public for review and comment for 30 days. Individuals wishing to express their views concerning the Draft Substantial Amendment to the 2025-2029 Consolidated Plan and the Draft 2026-2027 Action Plan and proposed activities may provide written comments to the City on or before 4:30 p.m. on Tuesday, April 21, 2026, by emailing those comments to Eydee Jimenez, Economic Development Supervisor at [email protected].

El Plan Consolidado establece las necesidades prioritarias de vivienda, desarrollo comunitario y económico de la Ciudad y proporciona una estrategia para los tipos de proyectos que recibirán fondos CDBG y HOME durante el período de cinco años, con el fin de abordar objetivos específicos relacionados con la provisión de vivienda digna, un entorno de vida adecuado y la ampliación de las oportunidades económicas para los residentes de ingresos bajos y moderados.
