Acceptance of the FY 2023-24 CDBG Street Improvements, C.O. No. 7172
RECOMMENDED ACTION
It is recommended that the City Council:
Accept the completed FY 2023-24 CDBG Street Improvements project, Construction Order No. (C.O.) 7172; Authorize staff to record a Notice of Completion; and
Authorize the release of all withheld retention amounts no sooner than thirty (30) calendar days following the date of recordation.
BACKGROUND
On October 7, 2025, the City Council awarded the FY 2023-24 CDBG Street Improvements (Project) construction contract to LCR Earthwork & Engineering, Corp. in the amount of $1,391,016, including contingency. The Project consisted of the reconstruction of the existing roadway along Oakwood Avenue, between Main Street and Mojave Street. The project utilized Full Depth Reclamation (FDR), which includes pulverization of the existing asphalt pavement for reuse as base material and placement of new asphalt concrete to restore the roadway surface.
ISSUES/ANALYSIS
Construction is complete and the project is ready for acceptance with a total expenditure amount of $1,307,325. Upon acceptance of the Project, a Notice of Completion will be recorded, and the retention held by the City will be released after a minimum of thirty (30) days from the date of recordation. Upon City Council acceptance, the project will be under a one-year warranty.
