Extension of the Hesperia Lake Operating Agreement
RECOMMENDED ACTION
It is recommended that the City Council receive and file this report regarding the extension of the Hesperia Lake Operating Agreement.
BACKGROUND
Hesperia Lake Park is owned by the City of Hesperia/Hesperia Water District and is operated by the Hesperia Recreation and Park District (HRPD) under an existing 25-year Operating Agreement approved in 2001 (Attachment 1) and scheduled to expire on September 30, 2026.
In alignment with ongoing interagency collaboration and to ensure uninterrupted public access, programming, and facility operations, the City and HRPD find it mutually beneficial to extend the term of the agreement. HRPD has formally acknowledged and approved a fiveyear extension (Attachment 2), establishing a new expiration date of September 30, 2031. The extension maintains all existing terms and conditions, including the 120day termination provision, and does not modify operational responsibilities or financial obligations for either agency.
ISSUES/ANALYSIS
The extension provides operational continuity for both agencies and ensures that Hesperia Lake Park remains open and programmed for residents and visitors. The extended term also allows the City and HRPD to continue longrange planning discussions regarding the future of the park. Because the extension does not alter the structure of the agreement and requires no new commitments from the City, this update is provided for public information purposes only.
