Purchasing Authorization Limits Update
RECOMMENDED ACTION
It is recommended that the City Council adopt Joint Resolution No. 2026-46, HHA 2026-07, HCDC 2026-02, HFPD 2026-06, and HWD 2026-18, amending the City's purchasing authorization limits.
BACKGROUND
On June 5, 2014, the City Council adopted Joint Resolution No. 2014-22, HHA 2014-03, CDC 2014-03, HFPD 2014-02, and HWD 2014-06, establishing purchasing authorization limits for the City and its subsidiary districts.
The Resolution established purchasing authorization limits based upon position and purchasing process. Under the current authorization limits, the City Manager may approve purchases up to $50,000, while purchases exceeding $50,000 require approval by the City Council, Commissioners, or applicable Board of Directors.
Purchasing authorization limits provide internal controls over the expenditure of public funds while also providing staff with the authority necessary to efficiently conduct City business. Authorization limits should be periodically reviewed to ensure they remain appropriate based upon the City's current operational needs.
ISSUES/ANALYSIS
Staff recommends revising the purchasing authorization limits established in 2014. The proposed Joint Resolution provides the City Manager with additional purchasing authority for certain purchases, subject to the limitations established in the Resolution.
The proposed change does not modify the City's existing purchasing or procurement requirements. All purchases made under the revised authorization limits will remain subject to applicable competitive bidding, contracting, procurement, and other purchasing requirements established by the Hesperia Municipal Code, applicable law, and City purchasing policies.
