BACKGROUND
On December 23, 2025, a significant storm event brought unprecedented rainfall to the City of Hesperia and the surrounding High Desert region, with some areas receiving over 7.5 inches of rain. This event resulted in widespread flooding and extensive damage throughout the City.
Unpaved roadway shoulders require routine maintenance to preserve safe travel conditions, maintain adequate drainage, and minimize deterioration caused by weather, traffic, and erosion. The December 2025 storm event accelerated deterioration of roadway shoulders throughout the City and created a need for timely maintenance and rehabilitation to restore drainage functionality and maintain safe roadway conditions.
The December 2025 Adverse Weather Emergency Shoulder Repairs included removing excess sand and debris; placing clean fill material along roadway shoulders; establishing and restoring drainage flow lines; adjusting and raising sunken water valve cans, as necessary; and cleaning driveways and roadways within the project areas. The project included work along more than 20 streets throughout the City, including Caliente Road, Cottonwood Avenue, Hesperia Road, Oakwood Road, Walnut Street, Eleventh Avenue, among others.
On April 7, 2026, the City Council approved the award of the Dirt Shoulder Repairs contract to Roadway Engineering & Construction, Corporation for a total authorized contract amount of $323,840.
