Consolidated Annual Performance and Evaluation Report (CAPER)
RECOMMENDED ACTION
It is recommended that the City Council conduct a public hearing, and upon accepting public testimony: 1) Approve the 2025-2026 Consolidated Annual Performance Evaluation Report (“CAPER”); and 2) Authorize the City Manager or designee to submit the 2025-2026 CAPER to the U.S. Department of Housing and Urban Development (“HUD”), along with any public testimony and changes thereto as directed by the City Council.
BACKGROUND
HUD requires the City to prepare and submit a CAPER to describe the City’s progress in meeting the goals established in the 2025-2026 Action Plan that was approved by the City Council on April 15, 2025. The CAPER must be submitted to HUD on or before September 28, 2026, to comply with HUD regulations found at 24 Code of Federal Regulations 91.520. The 2025-2026 CAPER was prepared and made available for the 15-day public review and comment period, which began on August 31, 2026 and concluded on September 15, 2026.
During the 2025-2026 program year, the City received $946,179 in CDBG funds to be awarded to activities that meet the City’s Five-Year Consolidated Plan Strategic Plan goals. This was the first year of the City’s five-year 2025-2029 Consolidated Plan cycle. The 2025-2026 activities and their funding levels were as follow: 1) 2025-2026 Street Improvement Project $822,179, 2) Fair Housing $24,000, and 3) Administration of the program $100,000. The original Fair Housing allocation was $24,000; however, after Inland Fair Housing and Mediation Board terminated its contract with the City, the City contracted with Fair Housing Foundation for $10,000 to provide fair housing services from April through June 2026.
ISSUES/ANALYSIS
Prior to the commencement of the 15-day public review period, the City published a notice in the Victorville Daily Press in English and Spanish informing the public that the City had prepared the Draft 2025-2026 CAPER and that it was available for review and comment through September 15, 2026.
The accomplishments for this year include:
• Funding of fair housing and landlord tenant mediation services provided by the Fair Housing Foundation (FHF) who were able to assist 6 unduplicated City residents (April-June 2026); • Completion of the 2023-2024 Oakwood Street Improvement Project, assisting approximately 1,500 unduplicated City residents; • Completion of the 2024-2025 Live Oak Street Improvement Project, assisting approximately 7,440 unduplicated City residents; • Commencement of design and engineering on 25-26 Street Improvement Project; and • Funding of a total of 10 public service agencies (food banks, senior/disabled adult services, shelter and shelter services, veteran services, etc.) through the City’s Community Assistance Program (CAP) whom collectively were able to assist 6,382 City residents.
A more detailed explanation of accomplishments can be found in the attached Draft Program Year 2025-2026 CAPER.
