SUBJECT:

Land Management System Maintenance and Licensing Contract Authority

RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to approve a contract amendment with Superion, LLC in the amount of $69,026, for a total not-to-exceed amount of $417,036, to provide an additional year of licensing support and maintenance of the City's current land management system (TRAKiT).

BACKGROUND
TRAKiT has been the City's land management system software since 2011. Critical functions that the application supports include processing submittals, plan reviews, and inspections for the Building and Safety, Engineering, and Planning divisions. Additionally, TRAKiT supports automated phone scheduling for inspections, tracking Code Enforcement cases, business license issuance, and certificates of occupancy.

In January 2025, the city awarded an agreement to implement a new Land Management System which would include an 18-month implementation/transition period.

ISSUES/ANALYSIS
The TRAKiT software contains significant historical data related to Development Services and the Code Enforcement Division. Staff's institutional knowledge of the existing system further contributes to the complexity of transitioning to a new system as well as ensuring the data from TRAKIT is migrated into the new system and validated prior to the use of the new system. Staff is currently in the middle of implementation and will need to maintain both systems during final transition stages.

CITY GOAL SUPPORTED BY THIS ITEM

Future Development - Facilitate balanced growth to ensure cohesive community development and pursue economic development.

FISCAL IMPACT
Funding for this agreement exists within the Fiscal Year (FY) 2026-27 budget.

ALTERNATIVE(S)
