SUBJECT:
Public Works Asset Management Software License and Maintenance Agreement
RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District (District) authorize the City Manager to:
Enter into a one-year software license and maintenance agreement with Azteca Systems, Inc. for the Public Works Asset Management Software (Cityworks), for a total not-to-exceed amount of $64,182; and Enter into a three-year agreement with Trimble Inc. to migrate Cityworks to Trimble Unity Maintain for a total not-to-exceed amount of $310,881, consisting of $300,881 for subscription, licensing, and maintenance costs and $10,000 for staff training.
BACKGROUND
The City and District have contracted with Azteca Systems, Inc. for the use of Cityworks since 2007. Cityworks is a GIS-based platform that supports management of City and District infrastructure, provides field and office staff with access to asset locations and specifications, assists with work-order and project-cost tracking, and supports identification of future capital improvement needs.
Trimble Inc. acquired Cityworks in October 2019 and subsequently introduced Trimble Unity Maintain as the successor to Cityworks, a GIS-centric enterprise asset management platform powered in part by Cityworks technology.
ISSUES/ANALYSIS
The current agreement with Azteca Systems, Inc. for Cityworks will expire on November 14, 2026, and the new agreement would maintain access to Cityworks while the City prepares to migrate to Trimble Unity Maintain ahead of Cityworks' end of support on June 30, 2027. The proposed Trimble Inc. agreement is a three-year subscription, with prorated year-one cost from the City’s agreement with Azteca Systems, Inc.
Under the proposed agreement, Trimble Unity Maintain would retain the functionality available in Cityworks while providing upgraded features, such as cloud scalability, automatic updates, enhanced data security, reduced technology overhead, and updated integration capabilities. The agreement also includes unlimited user licenses, annual software subscription and maintenance, software updates, technical and customer support. These services would continue the City and District's existing management of work orders, infrastructure assets, inspections, maintenance history, project costs, and field activities.
CITY GOAL SUPPORTED BY THIS ITEM
Organizational Health – Foster a high-performing organization that provides opportunities for professional growth.
FISCAL IMPACT
The adopted FY 2026–27 Budget includes $95,839 for the continuation of Cityworks licensing and maintenance and migration to Trimble Unity Maintain under year one of the agreement. The remaining first-year cost of $25,536 will be funded through available District budgetary savings. Funding for subsequent years will be included in the corresponding fiscal year budgets and appropriated through the City’s annual budget adoption process.
