at the City Council meeting on June 13, the Council approved this electronic plan check and permit services and entered into a contract with Charles Abbott Associates to establish that software; it was also recommended that the City charge a technology fee to offset the cost of the software and the services that provided by the City; based on staff's calculations and research, the Council establishes four percent (4%) technology fee, and asked staff to come back to the Council with a resolution t City Council Minutes

adopt that fee; again, this fee is based on calculations on historic data and revenues that the City has taken in over the years; at the end of the year, staff will revisit this subject to see if the percentage is enough to offset the costs, and if not, bring it back to the City Council.

At this point, Mayor McCorkindale opened the public hearing.

As there were no more comments or objections, Mayor McCorkindale then closed the hearing.

As there was no further discussion, upon MOTION of Council Member Siegel, seconded by Council Member Gold and unanimously carried on roll call vote, it was resolved to approve Resolution No. 1001 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HIDDEN HILLS, CALIFORNIA, ESTABLISHING A NEW INFORMATION TECHNOLOGY FEE.

Resolution No. 1002 Establishing A Convenience Fee for Credit Card Transactions and Authorize the City Manager to execute an Agreement with Atlantic Pacific Processing System for Credit Card Merchant Account

TRANSACTIONS
City Engineer Lovett presented the following report:
one of the requirements of this plan check service is that builders need to be able to pay fees online, utilizing credit cards, for which the City of Hidden Hills does not currently accept credit card payments for any City services; the City Council also authorized staff to research and establish credit card services with Atlantic Pacific Processing System (APPS); staff reached out to APPS to provide a proposal for credit card processing and concluded that APPS offers the most competitive pricing; at the June 13 Council meeting, it was discussed that the City establish a convenience fee to cover the cost of credit card processing; staff is proposing an initial 3% convenience fee to recover the cost of credit card processing; after one year, staff will evaluate the fees collected, in order to ensure that the fees do not exceed the cost of the service.

At this point, Mayor McCorkindale opened the public hearing.

As there were no more comments or objections, Mayor McCorkindale then closed the hearing.

City Manager Kallman presented the following report:
in the fall of 2021, the Board of Supervisors directed LA County Counsel to research how the Los Angeles County Sheriff could be impeached or removed citing eroding community trust and their ongoing battles with Sheriff Villanueva over transparency, accountability, deputy misconduct an other issues; in January 2022, County Counsel outlined four possibilities to the Board of Supervisors, one of them amending the County Charter and giving authority to the Board of Supervisors to remove the elected Sheriff from office; At the request of the City's Ad-hoc Legislative Committee, staff has drafted the attached letter of opposition of the Board of Supervisors decision to place the Charter Amendment on the November 8 clection; the City's opposition to this Charter Amendment should not be seen as an endorsement of a candidate for Sheriff in the upcoming election, but instead, the City is stressing the constitutional independence of the elected sheriff and all elected officials; it is the City's position that voter accountability and constitutional independence of all future Sheriff's of Los Angeles County should not be permanently impaired by the Charter Amendment.

Upon MOTION of Council Member Siegel, seconded by Council Member Gold, and carried unanimously on roll call vote, it was resolved to authorize to the Mayor to sign and send a letter of opposition to the Los Angeles County Board of Supervisors Decision to place a Charter Amendment on the November 8, 2022 Election that would allow the Board to remove the Elected Sheriff from office by a Four-Fifths Vote.

B. Consideration of Ordinance No. 382 Amending the Hidden Hills Municipal Code to Add a New Section Regarding Rules of Order (Parliamentary Procedures) for City Council Meetings

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HIDDEN HILLS AMENDING CHAPTER 6 OF TITLE 1 OF THE HIDDEN HILLS MUNICIPAL

CODE ADDING A NEW SECTION REGARDING RULES OF ORDER FOR CITY

COUNCIL MEETINGS
City Attorney Diaz presented the following report:
as the adoption of parliamentary procedures for the conduct of city council meetings is customary, many cities may adopt their own procedures, but more than likely cities adopt already established rules of procedure such as Roberts Rules of Order; however, even though Robert's Rules of Order is the most commonly referenced authority on parliamentary procedure, many cities are instead adopting Rosenberg's Rules of Order, as a simplified alternative to Robert's Rules of Order; proposed Ordinance No. 382 adds a new section to Chapter 6 of Title 1 of the City's Municipal Code Chapter that pertains to the proceedings of the City Council will be governed by procedures adopted by City Council resolution, which allows flexibility in City Council Minutes

adopting rules of procedure for future councils. Staff also confirms that use of parliamentary procedure was adopted by the City Council by Resolution in 1961. However, it was never included in the Municipal Code.

Council Member Gold confirmed with City Attorney Diaz that Rosenberg is a much simpler, cleaner version that helps public and Council to conduct business efficiently, for which she agreed.

Council Member Freedland asked Mayor McCorkindale why she thought this was important to bring to the Council and make the change from Robert's Rules to Rosenberg's Rules. He also wanted to make sure that the City Council can tailor the Rosenberg's Rules to their preference, for which City Attorney Diaz confirmed
Mayor McCorkindale stated that she believes it makes for a more casual but efficient meeting and it's more friendly for the public. Also, Robert's Rules are a 179 page document versus Rosenberg's which is a 10 page document and much more user friendly.

Upon MOTION of Council Member Gold, seconded by Council Member Siegel, and carried unanimously on roll call vote, it was resolved to waive the full reading of Ordinance No. 382, introduce Ordinance No. 382 entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HIDDEN HILLS AMENDING CHAPTER 6 OF TITLE 1 OF THE HIDDEN HILLS
