on September 28, the City entered into a Memorandum of Understanding with Onward that allows for further negotiations of the terms of a design, build, and operations Master Services Agreement between the City and Onward for the Fiber to the Home network, allowing both parties to perform their due diligence and proceed on the next steps of the project; tonight, the City Council is addressing the Stage One, Design Engineering, which will include final working drawings, network requirements, and network pathway and will further assist the City in securing the necessary easements from the Hidden Hills Community Association, and provide a more detailed cost estimate for the project to be able to seek bids for construction.

C. Appointment of City Representative to the Calabasas Library Commission City Manager Kallman presented the following report:
City Council Minutes
November 14, 2022
in 2012, the City withdrew from the County of Los Angeles Public Library System; in 2013, the City entered into a Memorandum of Understanding (MOU) with the City of Calabasas to provide library services to the resident of Hidden Hills; in 2018, the MOU was extended for an additional five-year term and expires on June 30, 2023; a representative from the City is entitled to serve as an Ex Offico-Member of the Calabasas Library Commission if appointed by the City Council and is a resident of the City of Hidden Hills, and Britt Aaronson has served as the City representative (Ex Officio Member) since 2013; as the City's MOU with the City of Calabasas will expire on June 30, 2023, and the term of the City's representative recently expired, the City finds itself with the opportunity to take a closer look at its ten-year library relationship with the City of Calabasas, especially since the library property tax allocation has increased significantly in the last 10 years; for this reason, staff is recommending that a Council Member be appointed to serve as the City's representative to the Calabasas Library Commission to assist staff on review of and potential re-negotiation of the MOU and/or additional library programming opportunities, for which, Council Member Gold is willing to serve as the City's Ex Officio Member to the Calabasas Library Commission.
After a brief discussion between the Council Members, Mayor Pro Tem Freedland felt that the opportunity to serve should be opened up to the Community and disagrees with a Council Member serving in this capacity. Council Member Gold feels that her serving will be an asset.
Upon MOTION of Council Member Siegel, seconded by Mayor McCorkindale, and carried by roll call vote, 4-1-0 (Mayor Pro Tem Freedland voted no), it was resolved to appoint Council Member Gold as the City's representative to the Calabasas Library Commission.
ADJOURNMENT
There being no further business to come before the Council, the meeting was adjourned.
