revenue continues to be the City's second highest revenue generator; Public Safety and Building and Safety make up over half of the expenditures; the City continues to remain conservative, which has been beneficial to ensure the continued strength of the City's finance.

Ad hoc Committee Member Loggia explained the concept behind some changes that were made this year to the budget including, 1) the Capital Improvement Project sheet; 2) changes in the contingency reserve; 3) and an update to the general fund reserve policy, among other changes.

Ad hoc Committee Member Gold thanked fellow Committee Member Loggia for working on this Committee with her and bringing his finance expertise, which was invaluable. She also added that in regards to reserve policy, we wanted more flexibility and simplification of where the City keeps its monies.

Council Member McCorkindale asked the City Manager for an explanation about the Liability Trust Fund and why this surcharge on out law enforcement keeps increasing, for which Mr.

Kallman responded that the liability costs and coverage are automatically added to the service rates, with those funds being transferred into the Contract Cities Liability Trust Fund. This fund is managed by the County of Los Angeles in conjunction with the Liability Trust Fund Oversight Committee. The Liability Trust Fund Oversight Committee consists of representatives from various contract cities, who oversee the management of the fund. The Liability Trust Fund Claims Committee is responsible for reviewing all claims and lawsuits arising from Sheriff contract city services, and makes recommendations to the Los Angeles County Board of Supervisors regarding claims against the fund. Council Member McCorkindale also inquired as to where the number for the City's population came from and staff answered that it was from the Bureau of the Census.

Mayor Freedland asked about the $90,000 amount for legislation and he felt that number was too high and suggested it be lowered to $60,000. After deliberation by the City Council, it was agreed to leave that amount at $90,000.

of Library Services
Administrative Analyst Limón presented the following report:

Since 2013, the City has provided library services to Hidden Hills residents by way of a Memorandum of Understanding (MOU) with the City of Calabasas and the Las Virgenes Unified School District (School District); at the February 13 City Council Meeting, the City Council resolved to allow the MOU with Calabasas and the School District to sunset on June 30, 2023; the City Council directed staff to work with the Library Commissioner, Mayor Pro Tem Gold, to find a library consultant (or library consulting firm) who could guide the City in new approaches to library services to benefit Hidden Hills residents and to bring a recommendation back to the City Council for approval; Mayor Tem Gold, along with City staff, researched and held virtual meetings with four consulting firms, asking the top two firms to submit proposals; after consideration of both proposals, ReThinking Libraries was selected; staff anticipates the project will kick off this summer; the cost estimate from ReThinking Libraries ranges from $14,000 to $39,450 plus related expenses such as travel or supplies.

After much discussion and upon MOTION of Council Member Loggia, seconded by Council Member Weber, and carried unanimously on roll call vote, it was resolved to approve the Professional services agreement with ReThinking Libraries to provide consulting services to assist with the planning and development of library services in an amount not to exceed $48,895, and add to the agreement that travel expenses are approved by the City in advance.

City Council Discussion and Direction on City Council Meeting Frequency and City Council Meeting Efficiency Regarding Placement and/or Handling of Business Items on the Agenda

In January, the City Council gave direction to staff to place an item on an upcoming agenda that would consider changing the frequency of City Council meetings to one meeting per City Council Minutes

month rather than the current two meetings per month; if the City Council would like to move forward with changing the City Council meeting schedule to one meeting per month, staff would bring back an item to the City Council with the appropriate Municipal Code updates; in addition, individual members of the City Council have discussed with staff strategies to make City Council meetings more efficient by: more use of the Consent Calendar when appropriate; discontinue from requiring a representative from the Sheriff and Fire Departments to attend City Council meetings in person or by zoom to provide the monthly Sheriff/Fire Reports unless there is something specific to discuss and the monthly reports could instead be placed on the Consent Calendar; and placement of certain Building and Safety/Planning Items on Consent to allow for staff to approve administratively; also noted that staff had expressed concerns with moving to one meeting per month because of the timing related to processing the Building and Safety items; however allowing for more administrative decisions on some items would remove these concerns.

After deliberation by the City Council, they directed staff to: 1) amend the Municipal Code to set City Council Meetings at one time per month (the second Monday of the month at 5:30 p.m.), 2) use the Consent Calendar for routine items, including the monthly Sheriff and Fire Departments reports (asking them to still attend either in person or on ZOOM in case the City Council or the residents have questions or something came up after the reports were received by the City; City Engineer's report quarterly on the Consent Calendar, and amend the Municipal Code to allow for administrative approval for Minor Accommodations and Lot Line Adjustments.

ADJOURNMENT
There being no further business to come before the Council, the meeting was adjourned.
