B. City Council Diseussion on the Prioritization of City Council Goals City Manager Kallman presented the following report:
The City Council Goals list includes twenty-three goals dating back to 2017. Of those goals, eleven were adopted in 2023. Goals are in various stages with some (7) taking multiple years to complete, others completed, and lastly, some goals not underway. Staff has spoken to several other cities on their process to prioritize City Council Goals. There is not one definitive process used. Instead, staff has learned that some cities simply discuss the goals and during a City Council Meeting and agree upon the priority of goals.
Others have used a ranking system. Staff is looking for direction from the City Council.
Council Member Weber suggested that perhaps their should be two lists, one for priorities already in motion and a second list for those not and then rank those in order.
Council Member McCorkindale stated that she feels the Council Member can rate the goals from 1 to 23 while giving a tremendous amount of discretion to staff to make nuances to the priorities.
Mayor Pro Tem Gold agreed with Council Member Weber regarding the creation of two lists, but also agreed with Council Member McCorkindale with giving discretion to staff. Staff realizes that some of the goals have layers and they work on these daily. She also added maybe a third list that lists those projects on hold be created
After all the comments from Council Members, staff surmised that staff will have discretion to create three lists and bring those back to the Council for continued discussion and review of how staff prioritized the goals. Staff did ask that the goals for the creation of a dog park and development of a parking plan for contractors be deleted from the goals, for which the Council agreed.

City Council Discussion on Presenting City Updates to the Hidden Hills Community Association (HHCA) Board of Directors Meetings
City Manager Kallman presented the following report:
City Council Minutes
June 26, 2023
historically a member of the Hidden Hills Community Association Board of Directors has provided the Board an update on City Council meetings at their monthly meeting; staff was asked to agendize a discussion about this item; if the City Council wishes to designate a City representative some options to consider are: 1) designate the Mayor or other City Council Member to make presentations, 2) rotate responsibility between each City Council Member, 3) designate the City Manager to make the monthly presentation, 4) direct stafi to provide a written monthly update that could be presented by a Board designee or included in the HHCA Board meeting agenda, or 5) keep it as is.
The City Council discussed several options for providing City updates at HHCA meetings. One of the concerns of the City Council was the perception a Council Member may give off while speaking at an HHCA meeting. It may be perceived that they are speaking on behalf of the City. The City Council agreed that any member of the City Council can attend an HHCA meeting as a member of the Association but should not speak on behalf of the City. Ultimately, the City Council agreed to not make any changes, to continue with the practice of staff providing copies of the minutes to HHCA representatives and be available for any questions or clarifications.
