Councilmember McCorkindale offered to speak with Mr. Antin tomorrow if he would like.

Resident Britt Aaronson stated that she sent an email with attachments to staff to be dispersed to the City Council asking for a letter to be sent regarding Boeing is looking to revise its water discharge permit for the Santa Susanna Field Lab, and it will be heard by the Los Angeles Regional Water Quality Control Board next month in Ventura and after the Woolsey fire, they found 20 times the legal limit of lead in rainwater coming from the Santa Susanna Field Lab, which is directly adjacent to our community. She just wants to assure that the City Council gets a copy of it, for which staff agreed
Councilmember McCorkindale commented that in 2021 the City of Hidden Hills did write an official letter on this topic which is available in our archives, and last year the City was asked to speak about the water issue, and the City's lobbyist was sent to speak on this issue.

Resident Barbara Lipkin voiced a complaint about trash service from Waste Management regarding trash cans being left out on the streets, no notification of holiday service ours, and their customer service hasn't been very reliable.

Resident Marsha Weidman stated her concerns regarding the flight patterns over Hidden Hills and how she has noticed over the past few years that there is an increase in aircraft flying over Hidden Hills, and if the City Council has plans to address the issue at an upcoming City Council meeting.

STAFF COMMENTS
City Manager Kallman provided an update regarding library services, such as staff, Mayor Pro Tem Gold and the consultant that the City Council hired at the beginning of the summer, Rethinking Libraries, met today on ZOOM talking about the next steps, which included having the consultant provide a detailed and in depth presentation to seek input from the City Council and the public on library ideas at an upcoming City Council meeting, For the public's information there was a comprehensive staff report at the February 13"h City Council meeting, that is available online.

But by way of history, about 10 years ago the City entered into an MOU with the City of Calabasas City Council Minutes

and the LVUSD. Prior to this MOU, the Los Angeles County Library was keeping the City of Hidden Hills' share of property tax money dedicated to library services, and in return Los Angeles County provided a bookmobile on occasion. The City, City of Calabasas and LVUSD entered an agreement, where the City of Hidden Hills residents were given resident status at the Calabasas Library, which, on further review really meant that they could rent the meeting rooms for free and interlibrary loans were also free. The MOU also provided funding to the library to expand, and also provided funding to the LVUSD, and that funding was used for online databases. The MOU was up for renewal and the City Council asked staff to provide some concepts and some ideas.

The City Council elected to let the MOU expire and hire a consultant to come up with a concept to keep those restricted fund monies in our community.

City Attorney Diaz reported that at the last City Council meeting on August 28, 2023 there was one item on the closed session, of which there is no reportable action.

Upon MOTION by Council Member Weber, seconded by Councilmember Loggia, and unanimously carried by roll call vote, it was resolved to approve an amendment to the Agreement with Willdan Engineering in the amount of $49,700 for the extra tasks for Civil Engineering Design Services for the Long Valley Road/Valley Circle Boulevard/US-101 On-Ramp Improvements Project and authorize staff an additional $10,000 contingency for unforeseen design costs.
