3.A)
Presentation by Judge David Rosenberg on Rosenberg Rules of Order Mayor Gold introduced Judge David Rosenberg, who was appointed to the bench by Governor Gray Davis in 2003. Judge Rosenberg gave a brief overview of Rosenberg's Rules of Order and then had an informative question and answer session with the City Council and audience members.
3.B)
Presentation by ReThinking Libraries Regarding City Library Services and City Council Discussion and Brainstorming Session Rob Cullin, Managing PrincipalJanet Nelson, Senior Consultant/Principal Managing Principal Rob Cullin, Senior Consultant/Principal Janet Nelson, and Associate Tracy Herald introduced this item, stating that there are to be no decisions to be made or conclusions reached tonight. Mr. Cullin explained that this is an informal discussion between the consultant and the Council and between Council Members to explore numerous library service possibilities. The consultants presented a slide show to stimulate conversation, engage in information sharing, and generate questions. Finally, the consultants requested opinions from the Council on how the community should be engaged. Resident Britt Aaronson thanked them for their presentation. She stated that she was Library Commissioner for over 20 years in the area. She also mentioned that there was an MOU with the City of Calabasas and was wondering if they had reviewed it. She also asked them If they understood the scope of services and what the restrictions are. Interim City Manager Marlowe said the Calabasas MOU wasn't discussed since the consulting firm was engaged to help the council envision future library possibilities. Dr. Marlowe added that the Council should dream big tonight and the team would determine at a later stage which ideas would not be possible. Resident Mathy Wasserman questioned whether a survey would be sent to the community to ask for what services they may be looking for, and she asked where the funds go that the City receives. Mayor Gold replied that the library funds are being held in a dedicated account until the City Council decides what is the best use for them and shared that there will be plenty of community engagement. Resident Kashka Bryson thanked the consultants for their ideation and conversation. Ms. Bryson said the City could use space imaginatively for activities like story time and music time that don't need a dedicated location. Council Member McCorkindale stated that this is an exciting opportunity for any city in this country since most cities have to deal with preexisting physical spaces. Council Member McCorkindale further noted that the goal is to create a project tailored to the needs of Hidden Hills residents, ensuring that they value and enjoy it which emphasizes the importance of highlighting the educational element and fostering community unity uniquely. Mayor Gold concurred with Council Member McCorkindale in recognizing the project as an excellent opportunity for our residents and our city. Council Member Loggia stated that the City has too broad of an audience to do an effective survey and too many options, whereas focus groups may be a better way to develop some of those options. He asked the consultants if they have any experience in utilizing focus groups to help shape surveys, to which Mr. Cullin said they do. Interim City Manager Marlowe stated that staff has gotten good direction from the Council tonight and will come back at a later meeting to revisit what the next steps are. 4)
