5. PRESENTATIONS
A. Los Angeles County Fire Department Reports - September and October Fire Chief Smith was scheduled to provide a report but was unable to attend due to an emergency meeting and conveyed his apologies. No fire department report was given.
B. Los Angeles County Sheriff's Department Report - October -
Deputy Baldi reported that the formal sheriff's report was not yet available. He highlighted a residential burglary in the 24300 block of Bridle Trail for the month of October whereas an unknown suspect entered through an unlocked door. Resident video footage, coordinated with Covered Six, led to the suspect's identification, arrest, and initial court appearance.
Deputy Baldi also reported that the Fiesta was successful, with no major issues. A few lost children were reunited with their families. He also noted only minor concerns about children riding electric motorcycles and bicycles, which those concerns will be addressed next year. He added that Halloween was also successful, with secured streets, multiple patrol walk-throughs, well-behaved crowds, and no reports of missing children or other significant incidents.
C. Michael Grant, Public Safety and Emergency Services Manager Mike Grant reported that motor officers provided 116% of contracted hours, patrol was at 97%, and the special deputy was at 131% of contracted hours for October, with citation statistics not yet available. He also noted that subjects who fled a freeway hit-and-run were captured on a perimeter camera, with Covered Six and deputies responding and taking all suspects into custody. For emergency services/CERT, the team was activated on October 18 to assist with the Fiesta, successfully reuniting two lost children with their parents and otherwise experiencing an uneventful event, aside from high ice cream consumption. On Halloween, CERT was again activated, interacting with hundreds of visitors and residents, distributing candy and glow-in-the- dark glasses, and reporting no incidents.

6. PUBLIC HEARING
A. Approval of Resolution No. V-387 for a new residential home to encroach 21'4" into the front yard setback of 28'8" in lieu of the required 50' front yard setback, and for an existing retaining wall to encroach 25' into the side yard setback, in lieu of the required 25' side yard setback (5808 Hilltop Road) (continued from October 9, 2025)
The City Council conducted a continued public hearing on Variance No. 387 for 5808 Hilltop Road. Staff summarized the previously discussed conditions, including establishment of a minimum 35'6* front yard setback, relocation of the trash enclosure out of the front yard setback, removal of existing side yard encroachments except existing property line retaining walls, prohibition of second-story encroachments into setbacks, and a construction management plan requiring on-site storage of materials and equipment and prohibiting parking on Hilltop Road. Staff also noted the standard indemnification conditions requiring the property owner to indemnify the City against legal challenges to the approval. The applicant inquired about the indemnification provision, and the City Attorney confirmed it is a standard condition and was included in the prior resolution. Council Members asked clarifying questions regarding the relationship between the - approved setback and building height ratio and whether plan modifications staying within the approved envelope would need to return to the City Council; staff and the City Attorney confirmed that as long as the project remains within the approved parameters and receives HHCA approval, it would not need further City Council action. There being no further public or Council comments, the public hearing was closed.
Upon MOTION by Council Member Gold, seconded by Council Member Siegel, the City Council adopted Resolution No. 1046 approving Variance No. 387, subject to the stated conditions of approval. The motion passed by roll call vote (3-1-1), after which the Mayor Pro Tem returned to the dais.

With no further public testimony, the Mayor closed the public hearing.
