6. NEW BUSINESS

6.A / Resolution No. 1055 Expressing Solidarity with the Iranian People in Their Pursuit for Freedom, Human Rights and Economic Justice
City Manager Molleda presented the proposed resolution, which condemned the Iranian regime's systematic human-rights violations and violent suppression of peaceful protests and expressed the City's support for the Iranian people's pursuit of freedom, human rights and economic justice. She summarized the nationwide protests that began in late December 2025 amid inflation, currency devaluation and rising costs for basic goods, as well as reports of live ammunition, mass arrests, communications shutdowns and civilian deaths. The resolution also called upon the United States government to continue supporting the Iranian people and maintaining diplomatic and economic pressure on the regime. She noted that Hidden Hills is home to Iranian-American and Persian-Jewish residents with family and loved ones affected by the events.

The action had no fiscal impact.

Council Member Gold explained that she requested the resolution because many friends, neighbors and their families had been affected, and she emphasized how meaningful the resolution was to her and the community. No members of the public or Zoom participants commented.

OLD BUSINESS
7A Approval of Agreement with Disco Inc. for Implementation of the City's Al-Powered Library Platform
City Manager Molleda presented a proposed agreement with Disco Inc. for implementation of the City's next-generation digital library. The platform would provide licensed digital books, videos, databases, training courses and Al-assisted tools. The initial 18-month agreement included implementation and licensing costs, with annual renewals thereafter unless timely notice of termination was provided.

Performance and utilization measures and periodic progress reports before a renewal deadline were also discussed.

The Council discussed the 18-month initial term, automatic annual renewals, termination notice, contract monitoring, expected usage and licensing costs. During discussion, it was explained that the agreement included a minimum license commitment and allowed additional licenses up to the approved maximum; licenses assigned to inactive users could be cancelled. The Council requested progress reporting sufficiently in advance of the renewal deadline.

In response to questions from the Council and public, project representatives explained that the platform differed from general-purpose Al products because it would provide access to fully licensed books, videos and databases; enable the City to create and host training programs; and provide an Al agent trained on the City's selected content. The tool could answer questions and direct users to relevant courses, webinars and other licensed resources. Representatives characterized the project as a next-generation library enabled by Al rather than merely an Al chatbot.

MOTION
Council Member Gold moved and Council Member Weber seconded a motion to approve the professional services agreement with Disco Inc. and authorize the City Manager to execute the agreement. The question was called and the motion carried 4-0 on a roll call vote, with Council Member McCorkindale absent.

3.B Los Angeles County Sheriff's Department Report - January Because Captain Carr remained delayed, Deputy Baldi presented the January report. He reported one residential burglary on John Muir Road and provided updates on prior burglaries on Long Valley, Eldorado Meadow, Bridle Trail and John Muir. Electronic and other investigative warrants had been served in several cases, but no suspects had been identified in the Long Valley, Eldorado Meadow or earlier John Muir matters. An arrest had been made in the October 21, 2025 Bridle Trail burglary, and the case was proceeding toward trial. Three suspects arrested during an October 29 burglary in Calabasas were identified as a South American burglary crew, but investigators had not linked them to the Hidden Hills burglaries.

The representative also discussed a February 3 trespassing incident in which a Florida resident entered an occupied home through an unlocked front door. Nothing was taken and the individual left without a physical confrontation. Covered 6 personnel stopped and identified him at the gate, but he left before deputies arrived. The investigation remained ongoing. Residents were again encouraged to lock doors and promptly report suspicious activity.

The representative announced that Lost Hills Station personnel would participate in the 120-mile Baker to Vegas relay, which is divided among 20 runners and promotes fitness, teamwork and morale. Mayor Loggia -
thanked the Sheriff's Department and reiterated that, although Hidden Hills experiences little crime, the City treats every incident seriously and considers public safety a continuing priority.
