The Council discussed lower-than-budgeted building, safety and planning revenues under Item 5.D. Staff attributed the variance in part to reduced activity and changes in billing practices following the transition to a new service provider. A more detailed budget-to-actual analysis was being prepared for the Budget Committee, with fuller explanations of the variances expected the following month.
Regarding Item 5.I, the Council directed staff to use the stronger version of the letter to AT&T California concerning the five-week landline outage and resident credits, make the requested grammatical correction, transmit the letter and return it at the next Council meeting for public review.

City Manager Molleda presented the Council's existing goals and requested direction regarding priorities for the Fiscal Year 2026-2027 budget process. She stated that any new goals would be returned as a separately noticed item so the public could participate.
The Council discussed removing the proposed City holiday-tree-lighting ceremony if the Hidden Hills Community Association intended to continue its event; monitoring whether conversion to a charter city could provide legal advantages; evaluating private firefighting services and emerging fire-prevention technologies; continuing City Hall, library and branding projects; improving cellular coverage; implementing the Housing Element; updating the General Plan; and removing completed goals.
Mayor Pro Tem Siegel requested that staff revisit a previously proposed utility-undergrounding project on Jed Smith Road. Council Member Gold requested a survey of remaining utility poles and identification of areas ready for undergrounding. Staff agreed to retrieve the prior project and conduct the survey. Council Members also discussed assessment-district opportunities, additional home-hardening reach codes, and potential coordination with the Las Virgenes-Malibu Council of Governments and its future private operator to expand the Smart Cities fiber network within Hidden Hills.
