SUPPORT OF HILLSBOROUGH CITY SCHOOL DISTRICT SCHOOL

IMPROVEMENT BOND MEASURE H
WHEREAS, the Town of Hillsborough (“Town”) and Hillsborough City School District (“District”) work closely in collaboration to provide outstanding educational opportunities for local students and protect the quality of life for local residents; and
WHEREAS, the Hillsborough City School District passed Resolution No. 2022-1 ordering a local school improvement bond measure (“Measure H”) election in Hillsborough on June 7, 2022; and
WHEREAS, while the Town is proud of the award-winning schools and academic performance overall, the quality and condition of local school facilities have not kept pace with current academic and safety standards; and WHEREAS, many of the District schools and classrooms are over 60 years old and require extensive repair and upgrades to continue to provide a safe and modern learning environment for local students as well as serve the community well for the decades to come; and

WHEREAS, voter approval of Measure H will benefit local schools and no funds can be taken away by the State or other school districts, and by law, no money can be used for administrator salaries or pensions; and WHEREAS, passage of Measure H could qualify Hillsborough schools for State matching funds that would otherwise go to other school districts; and WHEREAS, Measure H requires strict fiscal accountability protections including mandatory annual audits and an independent citizens’ oversight committee comprised of local residents to ensure funds are managed and spent properly; and

CITY COUNCIL MEETING
MAY 09, 2022

AGENDA STAFF REPORT
ITEM SUBJECT: RESOLUTION APPROVING AMENDMENT NO. 1 TO THE CITY MANAGER

EMPLOYMENT AGREEMENT
SUMMARY: Ann Ritzma has been serving as the City Manager for the Town of Hillsborough since March 25, 2019.

On January 10, 2022 the City Council met with Ms. Ritzma in closed session to review her performance after her third year of employment.

Following their evaluation of her performance, the City Council discussed Ms. Ritzma’s compensation in closed sessions on February 14, March 14 and April 11, 2022. In recognition of her positive performance evaluation, the City Council discussed increasing the City Manager’s salary by 6.09%. Ms. Ritzma has not received a salary increase in two years, choosing to waive any salary increase she may have been eligible for in January 2021 following a positive performance evaluation in recognition of the unknown budget impacts of the COVID-19 pandemic.

The City Council also determined to increase the Town’s contributions to Ms. Ritzma’s 401(a) account by 2%, and to increase the Town’s contributions to the Town’s Retirement Health Savings Plan commensurate with her years of local government service.

In order to increase her salary, section 3.1 of the employment agreement must be amended to increase the salary from $248,196 annually to $263,311 annually effective the first full pay period in January 2022. In order to increase the Town’s contributions to the 401(a) plan, section 4.5 of the employment agreement must be amended to increase the contribution rate from 3% to 5%. In order to increase the Town’s contributions to the Retirement Health Savings plan, section 4.1 must be amended to read “contributions to a Retirement Health Savings Plan that is consistent with her 37 years of local government service which, per City Council adopted Resolution No. 22-26, equates to a 4% contribution.”
FISCAL IMPACT: The fiscal impact of this increase for the remainder of the Fiscal Year is approximately $7,680. The City Manager’s budget can accommodate the increase using existing funds for the remainder of the current fiscal year.

ENVIRONMENTAL ISSUES: The proposed action is exempt from environmental review pursuant to the California Environmental Quality Act (CEQA) Guidelines sections 15378(b)(2) and 15378(b)(5) as ongoing administrative or organizational activities that will not result in direct or indirect physical changes in the environment.

CITY COUNCIL MEETING
MAY 09, 2022

AGENDA STAFF REPORT
ITEM SUBJECT: INFORMATIONAL UPDATE ON THE TOWN’S 2022 DROUGHT

COMMUNICATIONS PLAN
SUMMARY: The State of California remains in a drought and the Town of Hillsborough has developed a communications workplan which outlines the efforts undertaken and planned to communicate the importance of water conservation as well as offer tools to help the community reach a water use reduction goal of 15%.

BACKGROUND
On March 28, 2022, Governor Newsom issued an Executive Order reaffirming the State’s call for 15% voluntary water use reduction from all Californians and directing State and local water agencies to consider enacting shortage response actions consistent with local drought contingency plans. On November 23, 2021, the San Francisco Public Utilities Commission (SFPUC) declared a water shortage emergency and a request for 10% system-wide reductions by its water customers compared to 2019-20 water use levels.

In January 2022, Hillsborough exceeded the goal of 15% water reduction with an overall reduction of 28% less water than the base year. However, in February and March 2022, the Town used 48% and 10% more water, respectively, than the base year used for comparison. Ongoing messaging on the importance of water conservation, as well as the tools available to reduce water usage, is critical to meeting the 15% reduction target.

Attachment 1 shows a preliminary communications work plan that outlines an exhaustive effort to work with the community in promoting a public education campaign, entitled “Drought Is Here: Is Your Yard Drought Ready?” As 70% of Hillsborough’s water usage is outside (e.g., landscaping, pools, etc.), the focus on outdoor water conservation will yield the biggest water savings. As part of the communications plan, there will also be communications materials on indoor water conservation as well, but it will not be the main focus of the campaign.

FISCAL IMPACT: The fiscal impact of the implementation of the drought communications plan will be absorbed into the operating budget of the departments (City Manager’s Office, Finance, and Public Works).
