REMOTE PARTICIPATION DURING THE COVID-19 EMERGENCY
**Public Comment is limited to items on the Special Meeting Agenda**
This meeting is conducted in compliance with substantive and procedural requirements of AB 361 to conduct a remote teleconference meeting without adhering to the requirements of Government Code section 54953 allowing for a deviation of teleconference rules required by the Brown Act. The purpose of this is to provide a safe environment for staff and the public to conduct city business, while allowing for public participation during the COVID-19 global emergency. The hybrid meeting will be held by teleconference, and the public may attend in person. The public may watch the meeting via live stream at:

1. PUBLIC HEARING: Lapkoff & Gobalet Demographer Census Redistricting Process Public Hearing #3 (City Clerk)
BRIEF DESCRIPTION: Redistricting occurs every 10 years after each U.S.
Census. Federal, state and local laws require the City to revise Council districts after each census. Typically, census data is released by April 1 st of the year following the census and was delayed due to COVID -19.
California State Law AB 849 requires that the governing body of each city adopt new district boundaries after each Federal Decennial Census.
California State Law AB 1276 requires that general law cities finish redistricting and adopt a new district map by Ordinance no later than April 17, 2022, which will then be implemented by the County Registrar of Voters in time for the 2022 Council Elections.
RECOMMENDATION: Staff recommends City Council hold the third Public Hearing, receive the presentation, receive public comment and review acceptable submitted maps.
