City Clerk Black read Council Member Morales requested amendments to be made on the January 8, 2022 Minutes to her comments as follows:

Council Member Morales - understands that we want to move forward in terms of trying to meet various deadlines, for complete transparency, community input, we need to have the four public meetings, analyze the maps, and bring it to Council so it does not seem like we are rushing or pushing through something without fully involving our community for clearly following the rules that were set forth. There is a lot of effort to push it forward.

Council Member Burns stated we have community members WHO ARE thinking about submitting maps. COVID HAS IMPACTED lot of families this holiday season and people HAD SEVERAL DEATHS lN THEIR FAMILY Redistricting isn't really on peoples minds right now. We need to follow the process and allow our community to deal with community issues but also have an opportunity to fully participate in the process Council Member Resendiz motioned to adopt as amended by staff. PUBLIC HEARINGS

1. Public Hearing il14 - Lapkoff & Gobalet Demographer Census Redistricting Process, tabling the first reading of Ordinance No. 1206 to adopt a new district map to February 7 , 2022, per City Council's direction - Public Noticed for time certain of 6:30 p.m' This item was moved up after Verification of Agenda Posting to be heard at a time certain of 6:30 p.m. in compliance with the Fair Maps Act.

City Clerk Black introduced Jeanne Gobalet who provided the City Council a presentation at the 4th Public hearing for Redistricting.

Vice Mayor Perez stated Plan #4 was the best one that he had seen. Has the best lines, and allows for the growth that is coming up.

Mayor Velazquez stated that Vice Mayor's comment is that we are expecting to see quiie a bit of growth in District 4, and that is why the numbers cunently are lower, but are expected to be equal if not surpass the other Districts within a year or two. council Member Bums questioned the presenters if they would confirm that we only have four (4) maps as a result of the council's action and interaction and that we did not receive any maps from anyone in the community.

Jeanne Gobalet confirmed that is conect.

Council Member Burns stated for the community's benefit, would you reaffirm the number of meetings we have had and the community engagement that was a part of this process please.

Shelley Lapkoff confirmed that this (tonight) is the fourth (4th) public hearing and befora these four public hearings there was one meeting by the City Council to discuss the process which at that meeting council decided to have an online mapping program, and discussed the availability of that, so that the public could creaie iheir own plans if they so chose. You also decided to have meetings on saturday to make it easier for the public to attend. This is the fourth of the four required Public Hearings that we need to have for this process, under the Fair Maps Act.

Council Member Burns thanked Shelley and he appreciates the clarification.

Questioned if Lapkoff & Gobalet or the City Clerk received any expressed concerns about any of these four maps or any preferences from any members of the community up to this point.

City Clerk Black stated we have not. We have only received one email and that was from Vice Mayor Perez.

Council Member Burns would like to make sure that the community recognizes that this is a community based process, and it is critical for the community to be engaged.

The decisions that this Council makes in reference to the Redistricting that is a process that will have a ten (10) year life, conect. Whatever we do now for the next 10 years is going to have significant consequences potentially.

Shelley Lapkoff confirmed yes.

Council Member Morales heard from her community in District 3 and received emails and phone calls and some of her members did their own analysis of the maps. They preferred Plan #1, and was willing to read the analysis, but does not want to take up additional time, and offered to, if there is discussion, but will be supporting Plan #1.

Opened Public Hearing at 6:53 p.m.

Closed Public Hearing at 6:53 p.m.

Council Member Resendiz agreed with Vice Mayor Perez. To Council Member Burn's point, we have had several public meetings, we created the last two maps, two meetings ago. He liked Plan #3, but likes Plan lA even more because we worked on that collaboratively to draw very clear lines, we planned for future growlh, the numbers are relatively even. He agrees with the Vice Mayor and believes we should adopt Plan #4 tonight.

Mayor Velazquez stated as Council Member Burns pointed out, we made an effort to be sure the public could be involved in this process. He received zero emails, zero calls, on this process. Which tells him that those that are watching on line or viewed in different ways like the process that we are going through. He agreed with both Vice Mayor Perez and Council Member Resendiz that (Plan) #4, seemed to really take into consideration growth that is going to happen in that area, has clean lines, did not disrupt the cunent configuration of the different Districts, it was a well done job by this Council. We all took a lot of time and he appreciates the process, and all the work that (Lapkoff & Gobalet) did to make this so much easier to understand' lt is difficult at times, but they did make it clean and very clear- He enjoyed the process and thanked Lapkoff & Gobalet. We will see you again in 10 years, or somebody will see you again in 10 years. This was very transparent which is the most important part, and it did not disrupt the current Districts as they stand. The new line of District Map Plan tA rcally makes it clear and easy to understand for the public.

Vice Mayor Perez - requested to see Plan #'l again please. Would like to see what they were looking at.

Jeanne Gobalet presented Plan #1, and restated the boundaries.

City Council Tuesday, January 18, 2022 Page 7 ol 24

City Council Tuesday, January 18, 2022 Page I of 24
Vice Mayor Perez stated he liked these lines, these are clean also. When he spoke about Plan #4 how it was more taking into consideration for future growth, which is a consideration but is not necessary for him a major factor. Now that he looked at this, he liked these lines and would like to change to Plan #1.

Council Member Burns requested to see the numbers, and is fine with Plan #1 or Plan #4 and liked the idea that Plan #4 seemed to factor in more the potential future growth in District 4 and we know that area o11 of Fairview is already under development and construction phase and we know that area is going to increase.

For him, it is comparing Plan #1 and Plan lA in proportionality like the CVAP.

Questioned which (plan) Plan #1 or Plan lA allows for greater capacity of future growth.

Jeanne Gobalet stated Plan #4 has the greater capacity- Council Member Burns stated from a layperson's perspective in his mind that would allow for the Districts as they continue to grow out would be more consistent over the time so that ten years from now, hopefully, we are in a better position and consistent growth, although there are no guarantees. Based on that he supported Plan #4- Mayor Velazquez requested from Council Member Morales who received emails' for transparency if she would please forward those emails to the City Clerk. Would that be appropriate to make sure that we have that information for the record' for anyone that responded regarding this. He agreed with Council Member Burns, one of the reasons that Plan #4 seemed to work out well is because of the anticipated future growth. The lines were very clean it did not disrupt the current Districts. Thought it was a well done job.

Council Member Morales stated that unless the City Attorney tells me to do so, the emails that she received actually state that they wanted to respond to me because she reached out to the community through a variety of different meetings and at least one of the persons that have sent something to her in writing did not feel comfortable speaking openly because of some of the ways that certain City Council Members interact.- That was the point that was made as part of the email and she did not wish to forward that. she could read to you the information (analysis) that was relayed to her. First they wanted to thank the consultants for doing a really great job. Plan #1 is the most clean and avoids going into each others Districts. lt is more equitable in terms of population mix, it supports the growth through annexation to the south, east and west, and the north would expand with future planning. Thanked Council' council Member Resendiz stated he would like to state that he had received zero correspondence from anybody, as well, through out the entire process.

Mayor Velazquez stated that what we do not want is in the future for someone to claim that an email was sent to a council Member regarding their concerns about the Districts and nothing was done or acted upon that information. He thinks it should be a part of this publiCrecord. He does not know if by law it is required but thinks it is important thai if someone is going to make a recommendatlon, that they stand by it. one of the other issues with Plan #1 is that it does disrupt one of the Dislricts. one of the things we tried to do in this process is make sure it was not political, and based on -numbers, and future groMh. He hopes council Member Morales can foMard those emails to the city clerk. lf not, he guesses nobody will require her to do that.

City Attorney Epperson stated this is an opportune time to remind the public that when they communicate with a Council Member those communications become a public document, subject to disclosure through a public records act request and they are by law no longer private or confidential and can be disclosed.

Council Member Resendiz stated just so we are clear, and transparent Plan #1 would take him out of his District. He had not made mention of it up until this point, and requested the consultants to speak on that, and knows that it is not a priority and not law, but is it not common practice to not disrupt the Districts if at all possible? Shelley Lapkoff stated with the Fair Maps Act they do not mention incumbency, for Cities and Counties and are very clear about what criteria to take into account so it is sort of a gtay arca, because the Fair Maps Act is so new, and this is the first Redistricting period that it (Fair Maps Act) is taken into account. Would like to comment that if we are serious about Plan #1, we could use Westside the whole way to make it a cleaner line. lt increases the deviation but it is still below 10 percent. lt is late to mention this, but as long as a map is published seven (7) days before adoption, we would be okay. Questioned if Council would like them to develop a Plan #1 Revised with the border change along Westside.

Mayor Velazquez stated that one of the things we did as a Council was give a timeline, and then we even gave more time, so that those who wanted to submit plans could do so. To go back now, we are stepping back based on an email that is out there somewhere from somebody that did not submit it properly to the City Clerk- He thinks we work well as a Council, we did everything we could to be transparent' not make it political, politics never entered any of these conversations, the lines are very clean on Plan #4 considers well the growth in that area. He believes we did a good job and now is not the time to go back. We did a time line.

Council Member Burns thanked Council Member Resendiz for disclosing that information. He wanted to assure people that this is the first that he was aware of it, and it had absolutely nothing to do with his decision to select Plan 144. At the end of the day, if it were to take us out of our district, so be it, but he thinks that this was rationally and logically done and not done half hazardly. There was a lot of work that went into this. ln this case it worked out, but if it didn't because another map would have been a better choice, he is convinced that this Council would have made that decision regardless of any inconvenience of a Council Member not living in a new Council District as they were drawn.
city council by simple majority was to move fonrvard with Plan #4 for introduction at the February 7 ,2022, City Council Meeting.

2. Public Hearing-Community Development Block Grant (CDBG) Received report on Notice of Funds Availability (NOFA) from Capital lmprovement Program Manager Perales.

Opened Public Hearing al7:44 P.m.

Nancy Frusetta, addressed the Council
Lorie Adams, addressed the Council.

City Council Tuesday, January 18, 2022 Page I ol 24

Closed Public Hearing at 7:49 p.m.

Council Member Resendiz questioned Capital lmprovement Program Manager Perales what our options are, are we able to do just one of these, may we do a couple? What does staff recommend?
City Manager Miller stated that we may do a basket of them, we may do two or three of them, recommendations so far would be to probably do some funding for the local agencies like we have done in the past and it is great that we receive Federal Funds to be able to start working on our alleys, and that is what we are recommending.

Council Member Resendiz confirmed that we may do a little bit for the agencies requesting funds and the bulk of it would go to infrastructure.

Capital lmprovement Program Manager Perales stated that under this grant we will be able to apply to two public services, a planning grant and there are other ones that we are unable to apply for. She does not have the parameters as they have not actually released the NOFA yet.

Council Member Burns supported this and would like to see money earmarked for areas of our city that are in desperate need of sidewalks. Would like to see the focus and emphasis in areas where schools are. Questioned if this is also an opportunity for our County, because we have some shared roadways that would benefit from sidewalks and understands there may be a reluctance from us to spend our money in County areas. lf public safety is the concern it would be nice to see if there is a way to partner with the County to achieve a mutual need and goal.

Capital lmprovement Program Manager Perales stated that in order for anything to qualify for CDBG (Community Development Block Grant), if we were to do a sidewalk project it may not be done citywide it has to meet one or more of the three National objectives in the CDBG Federal Statutes at that is benefit to low and moderate income, prevention or elimination of summer blight, or it has to meet an urgent community need. A citywide project would not qualify for CDBG funding.

City Manager Miller stated there are projects in the city that would qualify.

Mayor Velazquez questioned if the pedestrian bridge along the side of the existing 4th Street bridge over the river was a possibility to build an extension on to that bridge using these funds. That area does meet the requirements, and also the proposed soccer fields in that area to provide incentive for businesses to come into that area.

Lorie Adams stated that the City is eligible for funding and that it will be based on the criteria of low to moderate income areas, and the city has some specific areas that are eligible and those are the areas that we have to focus the funding on. When we are talking about projects, they will fall under the over the counter component which is not eligible under this cycle, that will be in 2023. Having those conversations now and identifying priorities is perfect timing. We have to be project ready at that application cycle. Questioned Capital lmprovement Program Manager Perales if the areas that they are speaking of in zones that meet that criteria? Capital lmprovement Program Manager Perales answered yes, but is unsure of the soccer fields.

City Council Tuesday, January 18, 2022 Page 10 ol24

F
Mayor Velazquez clarified the soccer fields at Brigantino Park.

Lorie Adams stated that when we talk about parks and soccer fields we have to first determine if that park or field is going to be regionally used, community wide or if we are looking at a specific local area that we may carve out. ln general terms they consider a park a neighborhood park, but if you are going to build a soccer field and there are no other soccer fields in the community then we are not able to address it as a neighborhood but would have to look at it as a community wide. Community wide is not going to meet the low moderate income requirements for this city but if we can call it a neighborhood park, and that is within a jurisdiction that meets the low moderate income, then it would be an eligible project.

Council Member Resendiz stated that D Street does nol have a sidewalk, and a lot of kids have to cross there to go to High School and has received complaints about that over the years. He is not sure if it qualifies, Ms. Perales, and would appreciate if staff would look into lhat.

Capital lmprovement Program Manager Perales stated that for this round we are unable to do over the counter, which this project would be. lt would be potentially for the next round.

Lorie Adams stated to Ms. Perales that might be a sidewalk gap planning study to identify where sidewalks gaps might be existing within the city.

Received a request from the applicant earlier today to withdrawal this item based on staffs recommendation and recommends that we open the public hearing based on the staff report. Staff recommends denial of the initiation request because this property is located in our special planning area for the Buena Vista area in the cities 2040 General Plan update. The direction that we received was to change the designation on this property potentially to high density residential whereas it is currently medium density residential. The applicant understands that process. They are doing this for financial planning, there is pro.iect that they are proposing at this time. They are willing to wait for the general plan to be in place and then come back and with that, would recommend we open the public hearing in case there is anyone online who would like to speak.

Mayor Velazquez stated that this item is not a public hearing. As in the past, we may deny it and then they may bring it back in the future.

Council Member Resendiz questioned at the cunent density and acreage, how many houses would be built there, if this project were to be built out.

Senior Planner Kelly stated there is no project but 30 acres at medium density allows 8-12 units per acre, quick math, that would be about 360 at the max.

Superintendent Shawn Tennanbaum & Jeff Small, the Districts Financial Advisor jointly addressed the Council, in favor of delaying to allow the (School) District time to hear the presentation the District made to the lntergovernmental Committee on December 2,2021.

Mayor Velazquez stated that part of what we have been doing as a council as part of oui traffic caiming projects is making sure that there are bike lanes some of the larger roads are protected bike lanes. Part of the plan of the future of the city in future development is making sure that is drawn in at the time rather than as an afterthought. There are a lot of good things coming up, you will see a presentation here preti'y soon, on an item for San Felipe Road that incorporates exactly that. This is part of ihe goal now to make ourselves a community where you may-eventually walk or bit<e to work in a safe manner and allow our kids to bike to school if they want to in a safe manner. We are working on that.
council Member Resendiz stated that the General Plan Advisory committee is working on new regulations to promote pedestrian and bike friendly roads, that has not offLially been idopted but can speak that it has been a priority of this Council and if the deneral Plan is adopted it will forever be a priority of our city' Robin Lucas, an owner of off the chain Bicycles in Hollister, addressed the council.

City Clerk Black called the vote with the following results. Council Member Resendiz voted Yes, Council Member Morales voted as Abstained, Council Member Burns voted Yes, Vice Mayor Perez voted Yes, and Mayor Velazquez voted Yes. Motion carried by a 4-0-1-0 vote.

Council Member Morales - stated that she Abstained not due to conflict, and agreed with the community in terms of a 99 year agreement is long and technology is changing very quickly. lt is a large amount for the City of Hollister, and it is a relatively small amount. Technology changes, property values are increasing dramatically, and while she understands the Council will probably move forward with this recommendation, she will not say no, because she needs to study it more, and that is why she abstained.

REPORTS OF CITY COUNCIL, OFFICERS, BOARDS AND COMMITTEES

1. Reports from City Gouncil Members regarding Committees on which they serve
Council Member Burns - Attended the Water Resources Agency Meeting last week, where the hard message was that we are in drought, and he is looking forward to a future (council Meeting) presentation to discuss this more in depth as it relates to operational needs for our community. Encouraged the community to remember that even though we received some rain that does not eliminate the drought we may do things as iimple as when you brush your teeth to not leave the water running, the little things that seem insignificant add up to a savings of water. council Member Resendiz - Attended lntergovernmental where city streets were discussed and requested a report that specifies which streets are city owned and what streets are shared/overlap with the county. Broadband was discussed and if we are tearing up roads and fix them for any reason we need to insure that the cost is covered by both parties, us and the county and there is cooperation and interest on their side from what he gathers at lntergovernmental. Enjoys attending, good things are happening and it is a pleasure to serve on that committee They discussed homelessness and there is an interest from the lntergovernmental committee members which exists of two from the city of Hollister, two from the city of San Juan Bautista, two from the County of San Benito- There are superintendents that attend regularly, all three of them, a voting member is the county superintendent, and a school board member. what they would like to see is for us to siart a new Homelessness Committee, not an Ad Hoc Committee but an official committee, like lntergovernmental and council of Governments. They want representation from the different entities to tackle our homeless problem. Yes, there is a lot of work being done and there could be more, as we are all interested in that topic and in getting that done. lf we could place that on an agenda for a future meeting. HJ felieves all the other entities are looking to do the same They discusJed the San Juan Bautista Water project, and if we are going to open up to give access to San Juan Bautista, would also Iike to place in broadband lines to be installed at the same time. Looking at grants to help out. At the Council of GovernmentsMeeting(coc)theydiscussedthe(RegionalHousingN^eeds Allocation) RHNA numbers. coG is not happy with the requirements from the. state for a num'ber of different reasons, and as this is something the Mayor is passionate about, he will let him discuss it more. They are not happy with the state giving us mandates, telling us what to do and not helping us with infrastructure. Not helping widen Highway 25, not helping with impacts on the school.

City Council Tuesday, January 1 8, 2022 Page '16 oI 24

Council Member Morales - Attened an introductory meeting with Central Coast Community Energy (3CE), and looks forward to working with them. She looks fonrvard to serving on all of her committees.

Vice Mayor Perez - Nothing to report.

Mayor Velazquez - As Council Member Resendiz pointed out' at our Council of Governments (COG) Committee, the big issue is the discussion of the State trying to require/force us to build more homes. Basically the number has more than doubled from the previous numbers it is about 5000 homes over the next eight (8) years.

What the State tells us it is not that you have to do it, they just want to make sure we are planning to do it. ln other words the minute we start following their guidelines, is the minute we have to do it, otherwise we are able to be sued by developers' lt is very frustrating, and a letter has been sent out by COG to the State voicing our concerns. Hopefully, we may have that letter from the City, the County' and San Juan Bautista because all agencies are very frustrated by it. The way it looks now, 4300 of those homes would have to be in the City, 700 would be in the County, 60 or so in San Juan Bautista. Communities throughout the state are very upset about what is going on because as you know we are suffering from the impact of too much growth ind it is no where near 5000 units, it has only been a couple of thousand that we heard earlier. This would have a devastating impact on our community. lt is part of the states effort to tell communities what to do and never fund them. That means our schools won,t be able to keep up, our roads and all the infrastructure it would be a major issue on them. The interesting part is as much as they like to make- threats they'hold very little behind that other than they will hold some grant funding from us. some of that grant funding is actually through Federal sources and legally the state is unable to do that. we are looking at what else we may do. To just accept threats from the state is going to cost us. lt might reach a point were it is more beneficial, once we check the numbers and go through this, we may be better off not accepting some grants, rather than paying hundreds or millions more dollars on infrastructure to try and keep up with the state mandate. The community should know that we are taking this very serious, we are being very clear to the state, that this is unfair.

Ther6 are poliiies that we may implement to help protect our community and we have to be aware of that, finish the General Plan and put those into play sooner rather than later. we will keep you updated as the information comes through. This is one of the biggest things we have dealt with in the past several years. we want the community io Oe awaie and are hoping for public support. Hopefully, our State Assembly Member and our State Senator will back us up on this. we have not heard anything (from them) at this point. All of us have to speak out about this, it is not rigfit- ni lntergovernmental Committee there was a conversation about the homeless ai Council Mlmber Resendiz spoke about. The history of the homeless in our community, our shelter became a reality for us as a team, between lhe County and the city in abou 1201412015 when we joined forces. .we -created a group at the time io g"t i y"".. round shelter built. The people at that time felt it would not happen and wai not'needed. That model ended up being followed by Monterey county as an exampte of something to do to make right and other agencies in the state looked at our model and asked, "Wow!. How did you pull this together?" The problem has been since that time, it hasn't worked so well, as a group of agencies it has been more in the hands of the county. And it is not just their fault it is the way things started happening. We talked about maybe creating a joint powers group -
lt would
consist of o repiesentatives from the County, two from the City, two from San Juan Bautista and one from the county of Education, because there are several hundred young people in High School that are homeless and they are couch surfing This is a City Council Tuesday, Janvary 1 8, 2022 Page 17 ot 24

2 problem. The goal is to get a larger facility and work more as a team together to make sure we are making decisions that not only benefit the County or the City' but to benefit the community. What we are seeing now is this more encampments going further north along the river. Now they are passing Highway"156 to set up camps.

The goal is to create a facility that will house 100 plus people, including kids, families, men and women would have their own wings. Tiny homes sunounding it, for those that are looking to move their life forward by getting a stable job and helping them build the savings they need to get their own residential apartments.

This was received well at the lntergovernmental meeting' but as Council and agencies we have to decide that we want to do this together so we may have the impact we really need. Every community in the state is being hit hard, and if we move early and move fast, we may make a good positive impact on our homeless situation.
lnformational Reports from City Council, City Manager' City Attorney' City Glerk and Staff
Council Member Burns - Commended Samantha Slykas for her Safety Fair, and questioned Police chief Reynoso if there might be an opportunity for us to participate or at least attend; a lot of the things that she expressed actually falls under your agency as a subject matter experts, and ask that you at least consider that- He oetieves that this is amazing and it really speaks to our Youth in this community. congratulations to Samantha and hopes that this is a successful event and he believes it should be. Requested Council consensus to bring back Mr. Gomez's prcjecl2021-147 to be placed on a future regular meeting agenda. Encouraged the bity Man"ger to really look at the Central Coast Community Energy (3CE) Grant' Where he presently works they have gone all in, on electric and have seen good results. There ls notning better than grant money which makes it stronger and when it comes to vehicles, there is a constant overhead and why not lead that way' Requested a report in the relatively near future on the Bird scooters to see where we are at with the revenue it is generating, and any problems that are being created.

Requested an updale on where we stand on placing ceilings, roofs, covers, on the parklets downtown. Requested report or update on the Executive recruitment process and where we are at for those positions. He has visited Klauer Park, which has kind of been the bane of his existence, since he has been on Council and appreciates that he saw the cushions and or the tiles that were delivered today, and is cautiously optimistic that the playground will be open in the near future. Residents of District 4 particularly, please be patient, we are almost to the finish line on that.

Requested an update on the American Rescue Plan and knows that we have talked about it, and it was tabled during the christmas council Meeting, there was preliminary discussion about awarding staff some sort of a recognition payment and would like to talk about it in the near future, and would also like to talk about what the division is with the city council and the city Administration to spend those monies moving forward.
city Manager Miller stated that the American Rescue Plan monies is scheduled to be disiussed -saturday, January 22, 2022, at a City Council Special meeting' Council Member Resendiz - A couple of meetings ago, he brought up the high scnoots in particular are being heaviiy impacted by the amount of development and they are realizing now that they need a new school and there is not enough impact fees to finance inat. WoutO like to have them come to Council and provide the presentation that they provided to the lntergovernmental committee and for us to City Council Tuesday, January 18, 2022 Page 18 ol24

move forward exploring the option to help them. We are unable to do it ourselves, but we can help them to come up with a plan to implement (Community Facilities Districts) cFD,s to receive more revenue from future building and further impacts to the school. He is happy to say that a couple of years ago we wanted to insure that all schools met with developers to insure that there was some type of process moving forward and for some reason COVID happened and we could not get to it.

We ar! including that language in the GPAC and he is excited. For schools in general, one thing that was brought up mostly from lntergovernmental, personal 6xperience and passion too, is schools are heavily impacted by COVID. lt is insane' we need substitute teachers due to staff shortage. lf you have a Bachelors Degree or higher there are waivers as far as fees, and tests. They really need substitutes.

He e-ncouraged everybody, if you are able, to sign up to be a substitute teacher.

There are more incentives as far as financially too. He is most concerned about and heard this from a school board member. I may not really be our jurisdiction but believes we may possibly help a little bit. The question: is there actual legislation to change the way'schools are being funded during COVID? The way it used to work is scho6ls are reimbursed by the number of students in attendance everyday. What is happening now, is half the kids are oul and there are all these other things that teachers need to do to ensure that there is funding, more work for the teachers on the back end. Due to the times we are living in, he has reached out to Assembly man, and is hoping to hear back, and questioned if we may we look into if there is actual state legislition to change the way schools are being funded. This. will be problematic th[ughout the entire state, it needs to change from being based on the number of children enrolled, not actually in attendance that day. There are teachers that teach half the day in person, and teaching the kids who are not there virtually as well. There is a lot of paperwork that goes with that and we have to do it, because that is how they are funded. lf we can find out if something is being done on a state level, where is lt at in the process and may we provide letters of support, advocate or lobby for the state to change the way they are paying the schools' council Member Morales - would like to have council Members create or submit memos for the agenda. she notices that when we bring an issue forward, we do not have the ability io document or create to provide the background information, any type of analysis, any impact whether positive or negative in terms of what is in the ciiies lurisaiction to Oo. bne would like to be able to that, which may require bringing back the ordinance that governs how we do business for city council. lf we do that, she would like council to consider changing the meeting time earlier. ln her brief iime here, she has noticed our meetings go really late, and our staff who are in ferson, *nen it is really late at night, and if it is raining, and it is dark and our roads are not safe, it does impact our siaff and their safety. She would like a proposal for electric vehicles and to make sure that we maximize that opportunity, and all -the
trant opportunities that are available, that she mentioned at the December 20,2Q21 ireeting.' She requested a report back on the status of all of those grants.

Requeited a status report on what we are doing with broadband, which has been an iri'.j" tot orr cormunity, a lot of our communily members are working from home' and a lot of their childien are doing school whether hybrid or solely being home schooled. lt would also benefit our Lusiness(s). She requested to see if we could ;;;; -" siudy analysis of the safety on San Benito Road near 7/1 1 Several lon1munitv members' have shared that area is not very safe. lf there is an opportunity to do that and if we have consensus, she would like that to occur' ViceMayorPerez-Shoutouttotwoofourlocals,LindaandPatrickLampewho received the Martin Luther King Award, and Edwardo from the Los Prado City Council Tuesday. Foundation, congratulations, and well deserved. Requested an update on the tree program. Requ-sted an update on Central Avenue traffic calming project if it is complete. For him lo be approving anything forward, single family homes, he is not happy with all of those. We need some more affordable housing for our residents' Speai<ing of affordable, he questioned the pay scale for City Council and when.the last time it was reviewed. lt has been real tough for him to bring this up, and he thinks it is an appropriate time. $100.00 per week, you know' he knows we are not supposed to spend it all in one place, he would like to see what is going on with that.

Higher density definitety. He believes it would be good for us to check out the electric vehicles (EV) it would be a great start for our city.

Mayor Velazquez - Thanked samantha for coming back out, she did an incredible job and is an impressive young lady. Mr Burns and he are looking forward to you coming back and doing this again, obviously all of us helping to promote Th.e last time s[e brought Brian Stow and it was really impressive, this young lady is making a difference in our community. one of the things we need to be working on in our community is setting the standards, the state is trying to force growth, but we can do certain things to protect it, education, making sure developers are paying their fees correcfly, and not put us into debt, beautifying and making sure everything is written down as a General Plan before we move to discuss any projects, or annex any poects, that is how we got into trouble in the past' We need to be very clear, about set backs, homeowner associations, community Facility Districts (cFD's), bike trails, and so on. We can do this right, we know what to do now. We know the games the state is playing, making sure we implement the affordable housing which we will talk about again, ionight. He wanted to be sure that we start having the conversation about c-orrect paiking fees in the parking structure. ln the past there was a conversation about bisically giving it away as our residents need that parking. We need to discuss the fair and iorrect parking fees to maintain it conectly if it will be used 24 hours a day. Lastly, he would like to request that we adjourn the meeting tonight in the memory of Mjrvin Jones. He was a very active person in the past in ouriommunity. He unfortunately passed away in a terrible accident in Arizona and he is hoping with consensus from the Council to adjourn in his memory tonight' city Manager Miller - Requested consensus from council on the following items:

1. Have the high school bring back their lntergovernmental presentation they gave to Council. Consensus received.

2.CFD.sfortheSchools.TheschoolswillprovideapresentationtoCouncil.-. pay increase for Council. We have discussed this in the past, and it was bad timing, but there is formula to raise Council's pay if that is so desired' Couniil Member Burns was in favor, Council Member Resendiz did not agree, we are not nere for financial gain, and he is good with where it is at. Mayor velazquez stated we have had this Conversation in the past and it is interesting. At that time, there were people who were against it, and now they are for us doing it lt is tough to get that $1OO.ob a week, but at the end of the day, he can't go there We do our part Ind it would not be fair to talk about that at this point. We have some projects to do, in few more years, once we get the roads done' and all of these other items are taken care of, ihen we could dJit in the future. At this point, we need to stay focused withourdollars.HeknowsitiSnotverymuchmoney,butitistheprinciple.Vice Mayor Perez is in support of it, the amount of hours, meetings' emails and phone calls'lfhedoesnotgotowork'hedoesnotmakemoney.Hedoesnothavesick p"V, o|. ,ff of these olher things. So a couple of-hundred bucks, it is not enough' boJncil Member Morales would like to see if staff would provide a report and we City Council Tuesday, January 18, 2022 Page 20 of 24

would want to make sure that we recruit representatives of the community that have the heart and the special abilities to contribute to the city, and that does not exclude anybody. She stated a few of us (Council Members) are in a position where our employer allows us to take time off, and we are fully compensated, even when away from work because of our benefits, but others are not. We have to be conscientious of that. At the minimum, she would like to see staff provide a report and bring that back to see how other cities our size compensate their City Councils.4. Look into the conect parking fees for our parking garage- Council Member Resendiz supports this. Council Member Burns supports this.

5. Bring back Mr. Gomez's project Resolution No.2021-147 - The Mayor requested if we could wait until we finish the General Plan, as we did on the other item, so we may be sure that all the items are covered in that. Part of the issue with state mandates will be a density issue. lf the state forces us to go by their plan, it is going to be a density issue and if we don't address that we will be in big trouble. Council Member Burns is willing to hold off. Council Member Morales is in support of bringing this back. Council Member Burns is not sure he wants to wait until the General Plan Update happens, but would like to hear what happens tonight, and may bring it back at the next meeting.

City Attorney Epperson - Nothing to report
Police Chief Reynoso - replied to Council Member Burns that Ms. Slykas had already reached out to the Police Department and they have scheduled two police officers to attend the safety training. He thinks it is fantastic and agrees with everything you said about her. ln 2O14, we had a beautiful young lady here in Hollister that was murdered, senselessly by a suspect who thought nothing about his actions and shot into a moving vehicle where she was the passenger, not the intended victim, but you would imagine anyone shooting into a vehicle it is not a good intention. He promptly fled the country and in 2018, thanks to a great part to Sargent Bo Leland and working with the FBl, they located him in Mexico and extradited him here to the United States. On January 14, he was convicted of her murder. There are a lot of people to thank, including District Attorney Candice Hooper, our detectives at the time, Stacey Escueda, Chris Wells, and Lieutenant Dan Winn worked on that case as well. There are so many people and it takes so long for justice to finally take place. He has not been sentenced yet. But he has been convicted. He has not mentioned his name and the only name he will menlion is Ariana Zendejas. lt is justice for her family and he hopes that this brings a little closure for her- lt is a lot of work, by a lot of people, to get to this point. He just wanted to mention that and thank those individuals.

An Update on the San Felipe Road Precise Line & Beautification Study and Request for Direction.

Received report from Senior Planner Kelly.

Frederik Venter from Kimley Horn gave a presentation to the Council. council Member Burns thanked Mr. Venter for the presentation; questioned the current posted speed limit on that roadway, concerned with protecting bicyclist and pedestrians. lt has the potential to be a speedway. concerned about the cost of maintenance on the trails. Questioned what the annual cost would be to maintain the trails.

Mr. Venter stated the maintenance cost would be the same as the roadways, without the damage from the trucks, per square foot the cost would be similar to roadways. council Member Burns questioned if there was any more structural protection we would factor in to better protect bicyclist and pedestrians and was concerned about lighting which is a critical element, and wondered if the lighting would be affected due t;the;irport. For safety, there is a benefit to enhancing the lighting out there' council Member Perez stated the center of san Felipe Road has a big dip, it is not flat ground, questioned if we will be filling that in.

Mr. Venter stated that this would be a complete green design with water trealment, creating run off, and presently are considering a curve. on the inside, we will review during ihe design process to see that it is adequate within this little shoulder where the tr6es are to have drainage, and if not we will use the median for drainage' lnformation and Technology Director Dasilva requested confirmation that the utilities that are underground in that area were taken into consideration, we have fiber that runs atong San-Felipe, and if we are talking about planting trees, that may effect it.

Mr. Venter stated that currently they are developing traffic volumes for the future and what the intersections would look like. Also, the topical graphic survey and as a part oi ttrat tney will determine what the underground issues are and that is when the design will start, we will plan around those.
