city Manager Miller - stated we looked at oracle which was a million plus for one yeir. All the firms had the same sales pitch, change the name, same presentation' Accela asked questions of staff and appeared to have good answers and solutions. lf Council would like us to take a quick pause to look at others we may do lhat. council Member Morales - will support this and trusts staff did their due diligence and our lnformation Systems and Technology Director Da Silva recommends this. council Member Resendiz - requested if we could bring this back and ask Accela for some different terms. He trusts staff and their hard work. council Member Resendiz motioned to wITHDRAW Resolution No. 2022-30.

Mayor Velazquez - stated we all agree a software system is needed. Requested that staif conduct a survey, step back and talk to other organizations that use sofhvare.
Talk to other Planners, Building, and lnformation Technology, and see what are they using, what do they like, if they had to do over, what would they choose, and come back.
Council Member Burns - stated he would like to see lnformation Systems and Technology Director Da Silva drive this project. He will own it, good, bad or indifferent.' He would like him to reach out and contact lnformation systems and Technology at other cities that use Accela and have a clear and direct conversation. lf he is abie to come back and say he has contacted them, and he is good with it (Accela), then Council Member Burns would agree. Perhaps we do purchase this with an $8OO,OOO.OO start up and we hope that it works. He is interested in the lnformation Systems and Technology Director Da Silva's thoughts on a broader scale. We may purchase the product, but if we do not have the mechanics to service it, that is the real concern. other places he has worked has an lT staff of several people, 1 0 - 15 people, and if they are not able to maintain it, without spending more money, then it is a concern. He is not versed in lT, that is not his specialty. He will trust in Paul's judgment, will support staff, and he needs to be clear, that he does not see this aS a ihree year investment, and then we made a choice that was not good.
When you talk only to sales people, that is what you will hear. He can say this progrrm is anything but perfect, from personal experience on a daily basis He is abti to provide coniact with Planners, Code Enforcement, Fire Department, that will tell you ihings you may not want to hear, but they will be honest with you. lt is not all it is built uplo
-Oe.
He agrees that 20 years without a system is a shame, and shame on the city for not finding a way to move fonrard. we will move forward, and he needs that clarity.

held by the entire City Council, not individuals- Our Hollister Municipal code is pretty specific on our rules. lf someone is being rude, boisterous, personal, insulting, offensive or something along those lines, then it is the job of whomever is chairing the meeting, typically the Mayor or the Vice Mayor, or in their absence, another member of the council to make a decision about that, and to halt that type of speech. Because those terms may be somewhat vague and everyone migni have a different opinion on them. How our Municipal Code, and honestly, mo.-st cities Municipal codes deal with it, is that if a council Member disagrees with (the chai/s) decision then they may call a point of order, and make a motion to ieach a different conclusion. lf there is a second to that, and a vote taken and a majority have a different opinion, then that is what governs the situation' council Member Burns - stated for future clarity, one council Member may call for a point of order, make a motion and the council would take a vote on it, to determine whether or not the commenvbehavior would continue. ln regards to the code of conduct, he requested the city clerk to give a progress report on that, he sits on a committee with ihe City Clerk and City Attorney and outside Council and it would be nice to have a report it the next Council Meeting as to the status. There is a lot of work and research going into it for elements to make our code of conduct more consistent with a process of enforcing it on ourselves and for any violations' city clerk Black - stated that outside council is currently working on language,.and obiaining administrative hearing officers. The delay was due to redistricting and we are hoping for an update from him in a couple of week:. City Clerk will hold another Zoom 'melting to hear the updates, and for Council Member Burns to be briefed before bringing to Council.
council Member Burns - requested city council consider having on our community/unity pole to raise the ukrainian Flag. The time is now and if it will take two months we will lose a sense of urgency.
city Attorney Epperson - His original interpretation of the Municipal code was too "rutiors.
on a broaoer reading we may fly the flag of a foreign nation so long as we compty with certain Federal Standards, and that may easily be done. lf that iS "orlrt'ning
that Council would like to do, it may be agendized for the next meeting. lt would ne6d to agendized, however, if there is consensus from the Council, you may give direction to the City Manager.
council Member Burns - time is of the essence, and requested council consensus to fly the flag.
City Council Monday,March7,2022 Page 12 of 16
Council Membet Percz - requested an Ad Hoc committee for the San Benito County Library. Requested an AdHoc for the Recreation Building renovations for the future in combined efforts with the San Benito County. The t 50th Celebration will be providing an update. Thanked Boy Scout Troupe 2455 for their work at the Veteran's ivlemorial Building, as they removed shrubbery, installed new irrigation, and planted new shrubs it looks really nice. Samantha did a wonderful job at the Safety Fair. council Member Morales - Ditto on the kudos to the Parks and the various activities done over the weekend. Requested we place on our website information to be able to delineate the process to access speed bumps for our residents. lnstead of requests being forwarded to the City Manager provide a process for (the public) to request them. Requested Term Limits and when that will be brought back. Supports a Ad Hoc for the San Benito County Library. She has received reports on abandoned buildings, and graffiti and will send an email out to code Enforcement. council Member Resendiz - council Member Burns covered well the events for the weekend and he thanks him for that. supports council Member Burns request for Ukrianian Flag and would like to take care of that tonight, if we have to add an action item or how may we resolve it tonight.
Mayor Velazquez - Council Member Burns covered (the weekend events) well He supports flying the Ukrainian Flag, and would like to have a Resolution brought forward. we may hold a Virtual Special Meeting in a week or so with a Resolution approving the flying of the flag. we need to put the order in for another set of speed cushionJand would like to see us focus on placing them around the parks and the schools where people are speeding still. Once those are done we may see what requests council Members have and fairly distribute speed cushions throughout the community.
city Manager Miller - stated we have consensus on the ukraine Flag, and for library subcommi[ee, Senior Community Center subcommittee, bring back another set of 100 speed cushions on the agenda.
Vice Mayor Perez - requested as part ofthat item to be brought to include for council a list of where the speed humps are located, how many we have used and where they are going to be installed.
city Manager Miller - stated when a request is received by council or the public, the request isliven to the City Manager, a traffic study is performed, and if warranted, they go in.-He echoed everyone else on the Klauer Park Reopening and the safety Fair, they were excellent and he appreciated the turn out.
City Attorney Epperson - nothing to report.
Police chief Reynoso - stated that they received their 1soth commemorative Badge, which he showed to Council, each officer had the opportunity to purchase and- are authorized to wear them for the remainder of this calendar year in recognition of our i|ity of Holliste4 150th Anniversary. He would like to schedule the first meeting with ihe'AdHo" Committee for Communications with Council Member Resendiz and Council Member Burns, we may do this through Zoom or a meeting al the-Police Department. Mr. Mayor and Members of the City Council on February 25, Salinas Foiice Omcer Jorga David Alvarado made a car stop and immediately received gunfire from a sus[ect, he returned fire and was able to injure the suspect which led City Council Monday, March 7, 2022 Page 13 of '16
to his arrest. Unfortunately, Officer Alvarado past away that night, and if possible he would like to adjourn tonight's meeting in his memory.
city clerk Black - council has requested a special meeting to discuss the initiation of prezone on the Stewart Fahmy property and to possibly bring back the Gavilan College for discussion. Would like to request March 28, for that meeting, knowing that the City Attorney Epperson would not be able to attend, or have Council schedule another date.
Council Member Burns - requested if we may schedule that on a Saturday. city clerk Black - received consensus for a special meeting for developments on Aprn 2, 2022, if the presenters are available. For the Ukraine Flag, consensus received to hold a Special Meeting on Friday, March 11' 2Q22-

Vice Mayor Perez supports bringing this item back, without Charter City.

Elia Salinas, addressed the Council.
5. City Council Vision and Goals Workshop
Received report from City Clerk Black.
council Member Morales offered to assist the city clerk, off line, if appropriate. she has specifications and is happy to help out.
council Member Resendiz - supports a workshop. lf we use the information to set goals for the future, he would look foMard to it. He is concerned because in the past ie had people misconstrue information and said that we were not getting along, and it was a'goal setting workshop. we need to be clear to the public and the goals we create we need to bring that back, and implement them'
council Member Burns - to answer the city clerk's questions directly, He is thinking a weekend retreat, we could hold it at the Veteran's Memorial Building, to save money'haveitopentothepublic, andnottakepubliccomment.HeagreesitShould begoalbased.ltshouldalsobeateambuildingworkshop.ltmakesnosenseto moie forward until we have the Executive staff onboard, things may change, and City Council Page 14 of 16Monday,March7,2022
they may have valuable input. He questioned the Cily Manager on how many Executive positions are needing to be filled.
City Manager Miller - stated it we have four (4) Executives and one (1) Mid- Management.
council Member Burns - stated it would be helpful to have Mid-Manager levels participate as well. He is willing to commit to a saturday, sunday and would be okay with it kicking off on a Friday night, based on what the facilitator proposes, and based on what we are looking for.
city clerk Black - stated we may call it the Annual Goal setting workshop to help inform the public the reason we hold it, and that it is done every year. council Member Burns - stated it is important to hold it. lf we are bringing on five (5) new Executives to the city, and we have a council that three of the members have been here for two years or less, it is important to become refocused and for people to be comfortable to iay what they want. He likes the idea of having goals as a result of it, and then holding ourselves accountable to those goals.
Mayor Velazquez - stated he agrees, and personally, one day is his preference. lt is goil setting and Council Member Resendiz is conect, that is what the other one was, ind then ihere *as misinformation that it was something else. He believes it is important to have management there because they need to hear the commitment of those goals. We have done a lot this year.
council Member Morales - stated normally it is a year in review of accomplishments, to receive information where staff informs us of department issues, priorities, forecast of the next 5 years and their anticipations. lt is like a study session where we.look.at what have wL done, take information in, what is going on in our community, the country, financial impacts, anticipated costs, eveMhing coming down in J".*: ol tunaing, and then prioritize them. A lot of that information is utilized as thear budget for thelear, so it may be a lot of different things. We need to provide more direction to help determine wirat we are asking the facilitator to do, and the facilitator then designs the workshop, based on how many will be in attendance, how to break it up, infor-mational interviews with key staff, and what the end product is we want to walk away with. Every single module requires a certain amount of time to do it effectively.
We may not be able to provide the City Clerk with answers tonight Mayor Velazquez - stated we need to first get management on board, then goal setting or whatever it will be.
