Vice Mayor Perez commented that he does not want to see the City have speed cushions on every road, we have a lot already. Council Member Burns asked to clarify the process for requesting speed cushions. Mr. Falgout confirmed that there is a process for deciding which streets and areas get the speed cushions, they aren't placed in every area by request, there are studies done by Engineering when a request is made via the public to the City, or via the Council to the City Manager, and there is no guarantee that the speed cushions will be placed in that area it will be assessed for need.
Council Member Burns voiced support of authorizing additional speed cushions to be placed where needed, beginning with the highest priority areas. Mayor Velazquez said that the process is for speed cushions to be prioritized near schools first, and then Council Members can email the City Manager to request speed cushions if they receive feedback from residents who want them in certain areas, however, residents may contact the City directly as well. He would like to confirm that all City offices are now open and fully operational, and Mr. Miller responded that they are. He would like to see Hollister purchase items with the City logo on them to begin advertise and promote the 150th Celebration. He said that he would like to discuss adding a position in the City of a Historical Officer, perhaps added to the Building Department. He said he made a social media post and he said that he wants to clarify that when he made reference to illegal signage, he was referring to garage sale signs that are posted which should be taken down when the event is over, and that they not be posted on public property or in the public right of way. He would like to consider renaming Union Rd to "Cesar Chavez Way" and there City Council Monday, March 21, 2022 Page 13 of 17

She added that it would be an outdoor food market outside the Kmart area. She requested that before adding a ballot measure regarding the Rally, to invite subject matter experts to host a public information meeting on all of the aspects of holding a Rally, such as cost analysis, safety measures, and resources required so that the public can be informed before voting on whether they support it.
She voiced agreement to discuss the Fire Services Contract and receive an update.
Mayor Velazquez - Said that the City has had discussions with the other agencies in regards to the Fire Services Contract, and the City has the ability to make a change to the contract as he has suggested for several years but hasn't received Council support in the past. He said that the Council now is willing to listen other ideas, such as changing to a Fire District which he recommended 2 years ago, and that it takes the Council as a whole to make these decisions or change the contract terms. He voiced support of creating a technology ad hoc committee. He reported that Hollister was voted one of the top 150 safest Cities in California, and thanked the Police Chief for helping keeping our City safe. He would like to create a Police ad hoc committee as well, to discuss safety concerns. 5. 2022 Independence Day Motorcycle Rally
City Manager Miller gave a brief summary of the item and asked Council for direction. Mr. Miller said they did discuss with the promoter their request to have two- way traffic on San Benito Street for the Rally. Council Member Burns asked if their are enough Public Safety resources to staff an event similar to the size of previous Rallies. Chief Reynoso said that keeping the Rally the same "footprint" size as previous Rallies, there is still no control of how many people will attend the event. He also reported that it will be very hard to find enough public safety staff to make the Rally a safe event, due to nearby agencies not having the adequate staff to provide for the event, and the concern of workers compensation coverage for outside agency public safety staff. He also reported there are 4-9 Hollister Police Officers out on medical leave, and 4 position vacancies, and is not sure when the officers who are City Council Monday, March 21, 2022 Page 15 of 17
on medical leave will be able to return to work. He reported that the department may have 1-2 Officer trainees by July.

Council Member Burns said it's a very difficult decision to make, and is a reason why he wants to put the Rally on the ballot for the voters to decide if they support the Rally. He said we need to get more information to provide the community so they can vote with the adequate information. He asked if there is any available data from past Rallies.
Council gave consensus to ask the promoter what his out of pocket costs for this year have been, so Council can reimburse for those costs.

Ms. Romero asked Council if they would provide the City Clerk's office feedback on the log of Council requests. Council gave consensus that the list is very helpful, but would like to see any duplicate requests consolidated, and to separate items which simply need a status update from staff versus being brought back formally on a future agenda.
Council requested, as was done at tonight's evening, that the City Manager go through the list of Council requests made during the meeting during informational reports (G2) and confirm if Council gives consensus for an agenda item, or if it is an update. City Manager Miller asked if the completed items should remain on the list, and Council said they would like it to remain on the list, but moved to the bottom if completed. Council also gave direction to add the names of Council Members who requested the item in one column, the date requested, and then if the request was completed and if so, when.
