3. Sunnyslope Water District Presentation
Drew Lander, General Manager of Sunnyslope Water District, gave the presentation and answered Council Members' questions. He asked the Council to give the City Manager direction to develop a Sewer Capacity Purchase Agreement between SSWD and the City, and reviewed the issues that would be solved by such an agreement.

On question City Manager Miller said that Hollister's is a regional plant, but it is preferable to annex properties into the City before providing these services.

Council Member Burns said that he would like to see a win-win, but he has some concerns that would need to be worked out.

Mayor Velazquez said that this is more about providing sewer services to thousands of homes than it is about Gavilan College, and it is not fair to the current residents — who have already paid down half of the costs of the plant. Mr. Lander responded that development impact fees could be set to address the costs.

Council Member Morales said that she has done research on this matter, interviewing 12 people about the issues. She said that we need Gavilan College in the community, and having a septic tank for the college will create environmental problems. Saying that the college will help reduce traffic, she supported the proposal.
