A. PRESENTATION

1. 5 Star Senior Housing Project- Vista Park Hill Presentation City Manager Miller introduced the item. Tod duBois, 5 Star Senior Housing Project - Vista Park Hill, introduced his partners Matt Kelly and Steve Enos, all attending via Zoom. Mr.duBois gave the presentation, including a broad overview and some technical specifications. He proposed a land swap of the unusable right of ways for • usable right of ways. Steve Enos explained the need and advantages to making swap, saying that usable land would increase to 4 acres, rather than 3 acres, as well as providing a secondary access to the park. He asked for Council direction as to whether they are amenable to directing staff to work with their team on the right of

way "swaps". Mr. Enos said that if the Council could ultimately approve a plan that was worked out, they could go forward with development.

Council Member Resendiz voiced concerns about affordability, General Plan zoning, and asked why the existing right of ways would not be used. Mr. Enos explained why it would be impractical to use those right of ways.

Council Member Burns said his first question is about the right of ways, and he asked how much it would cost to build the new roads, price points, how this proposal would fit into our new General Plan.

Council Member Perez said that he looks forward to hearing from staff after they have been able analyze this. He voiced concerns regarding the right of way issues and privacy of homes on Monterey road. Mr. Enos explained the issues around costs and affordability. Mr. Perez said affordable senior housing is something that needs to be addressed in the community.

Council Member Resendiz asked for clarification on the level of services that are planned for the seniors, and the team explained that while this is still a conceptual plan, there are plans for active seniors, along with an area for additional services.

Mayor Velazquez received clarification that these will all be apartments and that there are operators who run them. He voiced concerns regarding the proposed intersection at Buena Vista and Monterey. He voiced safety concerns with the slope of the hillside, and the expense of City ownership of the street. He said he wants to _ make sure this is truly senior housing where there will be affordable housing and services. He requested input from staff on the easements and traffic impact.

City Manager Miller said that he wants to be sure Council is open to a land swap for the easements. The Mayor said he is not saying yes or no at this point.

Mayor Velazquez opened public comments on the item. Carson Kwuer explained that there is a need for Senior Care, and this is a good project for that purpose. He said that even if this gets built, it won't fill the need and noted that market rate is not a bad idea. He said that the easements are a big question. There were no further requests to speak, and the Mayor closed the floor.

On question, City Attorney Lerner explained that price and terms of any sale would be discussed in closed session, and abandonment of right of ways would be a topic for open session. 4
