STAFF REPORT

HOLLISTER CITY COUNCIL
MEETING DATE: January 7, 2025
REPORT # City Clerk-2025-01

AGENDA ITEM: ESTABLISH AN AD HOC COMMITTEE FOR FIRE SERVICES

CONTRACT NEGOTIATIONS

DEPARTMENT: City Clerk
DEPARTMENT HEAD: Jennifer Woodworth, City Clerk
STAFF CONTACT: Jennifer Woodworth, City Clerk

RECOMMENDED ACTION: Create a new ad hoc committee to negotiate with the County of San Benito and City of San Juan Bautista for the Fire Services Contract and authorize the Mayor to make appointments to the committee.

DISCUSSION: At the December 17, 2024 City Council meeting, the City Council directed staff to agendize a future item to create an ad hoc committee to negotiate with the County of San Benito and City of San Juan Bautista for the Fire Services Contract and authorize the Mayor to make appointments to the committee.

Brown Act definition of an Ad Hoc Committee:

“The Brown Act does not apply to ad hoc committees consisting solely of less than a quorum of the legislative body, provided they are composed solely of members of the legislative body and provided that these ad hoc committees do not have some “continuing subject matter jurisdiction,” and do not have a meeting schedule fixed by formal action of a legislative body. Thus, ad hoc committees would generally serve only a limited or single purpose, they are not perpetual and they are dissolved when their specific task is completed.”

If approved by the City Council, the Mayor will appoint two members of the Council to serve on the ad hoc committee, which will meet periodically with the assistance of City staff.

FISCAL IMPACT: N/A

PREVIOUS COUNCIL OR COMMISSION ACTION: At the December 17, 2024 City Council meeting, the City Council directed staff to return with an agenda item on this topic.

HOLLISTER CITY COUNCIL
MEETING DATE: January 7, 2025
REPORT # Human Resources-2025-01

AGENDA ITEM: A RESOLUTION AUTHORIZING THE CITY MANAGER TO

TEMPORARILY DOUBLE-FILL THE MANAGEMENT ANALYST POSITION ASSIGNED TO THE PUBLIC WORKS DEPARTMENT IN FISCAL YEAR 2024-25

DEPARTMENT: Adminstrative Services
DEPARTMENT HEAD: Casey Estorga, Administrative Services Director STAFF CONTACT: Casey Estorga, Administrative Services Director

RECOMMENDED ACTION: Adopt a resolution authorizing the City Manager to temporarily double-fill the Management Analyst position assigned to the Public Works Department during Fiscal Year 2024-25 for a period not to exceed four months.

DISCUSSION: The City’s longtime Management Analyst assigned to the Public Works Department is planning to retire in June 2025, roughly six months from now. This individual has over sixteen years of experience with the City of Hollister and is an integral part of the Public Works team, helping the department’s operations run smoothly and ensuring the Hollister community receives services without delay or interruption.

It is important for the City to plan for a smooth transition while the existing Management Analyst approaches retirement. Temporarily double-filling the position will allow the City Manager and the Public Works Director to ensure cross-training happens in a timely and comprehensive manner while concurrently ensuring institutional knowledge is also recorded and shared with other staff. Staff is confident that double-filling the position for a period of four months is adequate time to complete this transition.

The four-month period will be measured as a total of eight biweekly pay periods (or 16 weeks). If the double-fill is approved by the City Council, staff will aim to fill the position as quickly as possible to maximize the opportunities for cross-training and the transfer of institutional knowledge.

FISCAL IMPACT: The City will only incur additional costs for the duration in which the Management Analyst position in Public Works is actually double-filled. If the position is double-filled for the entire four-month period, salary and benefit costs for the position are estimated to be seventy-eight thousand dollars ($78,000).

Costs for the Public Works Management Analyst position are split between several different Funds. If approved, the $78,000 is scheduled to be split in the following manner:

 General Fund (Fund 101): 29% or approximately $22,285  Gas Tax (Fund 203): 14% or approximately $11,143
 Water Enterprise (Fund 620): 14% or approximately $11,143  Sewer Enterprise (Fund 660): 29% or approximately $22,285  Street Sweeping (Fund 670: 14% or approximately $11,143

WHEREAS, it is integral for the City to conduct cross-training to plan for a smooth transition when this person retires, including by planning for institutional knowledge to be properly transferred; and

2. Approve and authorize the 2025 Hollister Independence Rally.

3. Authorize the City Manager to negotiate a contract with Roadshows, Inc. and return to the City Council for approval.

DISCUSSION: At the December 17, 2024 meeting of the Hollister City Council, Mayor Stephens requested, and received consensus, that an agenda item be heard at the next City Council meeting regarding the 2025 Hollister Independence Rally. The request included receiving a presentation and a recommended action to approve and authorize the 2025 Hollister Independence Rally.

Staff will provide a presentation regarding the hosting of the 2025 Hollister Independence Rally. Rally promoter, Randy Burke of Roadshows Inc., will be present at the City Council meeting and available to respond to questions from the City Council.

If approved, staff will provide ongoing updates to the City Council regarding the progress of hosting the event. Furthermore, it is recommended that if the City Council approves the hosting of the event, that staff do not continue forward with planning a Fourth of July firework show due to lack of resources and staff availability to host two concurrent events on July 4, 2025.

Receive a Fiscal Year 2024-25 mid-year budget presentation and provide direction and/or feedback to staff.

A comprehensive mid-year budget update is essential for ensuring informed decision-making and fostering transparency. It equips the incoming city council members with a clear understanding of the organization's financial health, including current expenditures, revenue streams, and any existing obligations or deficits.

This knowledge enables the city council to prioritize initiatives effectively, allocate resources efficiently, and identify potential areas for cost savings or investment. Additionally, a detailed budget update helps build trust and accountability with stakeholders by demonstrating a commitment to sound fiscal management and continuity in governance.
