AGENDA ITEM: SAN BENITO STREET TRAFFIC CALMING FINAL REPORT
DEPARTMENT: Public Works
DEPARTMENT HEAD: William Via, Public Works Director
STAFF CONTACT: Cristian Builes, Associate Engineer
RECOMMENDED ACTION: Receive the San Benito Street Traffic Calming Final Report (prepared by Kimley-Horn, dated August 2025); and take no action at this time pending the completion of the City’s Complete Streets Plan.
DISCUSSION: On December 4, 2023, City Council requested a traffic study be performed on San Benito Street from Hawkins Street to Nash Road to address complaints related to speeding and traffic.
The City contracted with Kimley-Horn to evaluate traffic calming needs and potential design options. The evaluation included: Collection of traffic data, two community workshops and an online survey to gather public input and development and presentation of three traffic calming alternatives.
The study identified excessive vehicle speeds and pedestrian safety concerns as key issues along the corridor. The Final Report recommends Alternative 3 with Center Lane Median, which includes narrowing vehicle lanes to 11 feet, adding a continuous two-way left turn lane, installing raised medians and curb extensions at some intersections and pedestrian crossings and preserving driveway and parking access while providing pedestrian refuge areas.
While the Final Report provides feasible near-term concepts for improving traffic safety, the City is in the process of initiating a Complete Streets Plan, through a Safe Streets For All Grant (SS4A), which will provide a citywide framework and ensure consistency with related corridor improvements. Public Works intends to award a contract to a consultant from the RFP process for the Complete Streets Plan next month.

San Benito Street
Traffic Calming Report
3 EXECUTIVE SUMMARY
San Benito Street between Nash Road and Hawkins Street in Hollister, California was evaluated in this study to determine if traffic calming measures are needed, and if needed, what measures should be implemented.
To determine the need for traffic calming measures, Kimley-Horn and the City of Hollister collected existing conditions and historical data including traffic counts, speed surveys, and collision history. Based on the data, it was determined that traffic calming measures are recommended.
Kimley-Horn and the City conducted two virtual community meetings and an online survey to poll the community’s concerns and wants. Virtual meeting attendees provided feedback that was used to guide the traffic calming study and develop the proposed traffic calming plan. The online survey was used, in addition to the virtual public workshops, to poll the community’s opinion on the proposed traffic calming measures.
Based on the existing conditions data collection and community feedback, the following key issues were identified along San Benito Street:
• Vehicle speeding
• Pedestrian crossing safety
FHWA’s traffic calming toolbox was utilized to determine cost effective measures that could be implemented along San Benito Street to enhance safety for all users.
Potential traffic calming measures were presented to the local community and meeting attendees provided feedback that guided traffic calming recommendations. The selection of traffic calming measures was based on the effectiveness of the features and input from the community. Ultimately, traffic calming Alternative 3 was selected as the preferred alternative.
Alternative 3 features parking on both sides of the street, one travel lane in each direction and a center two-way left turn lane. At intersections, raised curb extensions are recommended as well as raised pedestrian refuge medians at select pedestrian crossings.

7 1.2 Existing and Cumulative Traffic Data
Existing tube count data along San Benito Street was collected by All Traffic Data Services on August 27, 2024. The collected tube data includes a variety of vehicle classifications including motorcycles, passenger cars, buses, and trucks. In addition to vehicle counts and classifications, vehicle speeds were also collected as part of the tube count data collection efforts. Tube data on San Benito Street was collected at the following locations:
South of Haydon Street
North of Palm Street
Traffic volumes for existing conditions are summarized in Figure 4. The raw traffic count is provided in the Appendix.
Figure 4 – Existing ADT Volumes
As indicated in Figure 4, the existing average daily traffic (ADT) along San Benito Street north of Palm Street is approximately 3,656 vehicles northbound and 4,626 vehicles southbound. At south of Haydon Street, the ADT is approximately 4,042 vehicles northbound and 4,834 vehicles southbound.
San Benito Street
Traffic Calming Report
8 1.3 Existing Speed Data
In addition, the 85th-percentile speed was reviewed for the same roadway segments evaluated for the ADT volume. The 85th-percentile speed represents the speed at which 85 percent of traffic does not exceed and is commonly used to determine a roadway speed limit. Figure 5 summarizes the speed limit and 85th-percentile speeds along San Benito Street.
Figure 5 – Speed Data Summary
Along San Benito Street north of Palm Street, the 85th-percentile speeds are 35.0 mph in the northbound direction and 34.7 mph in the southbound direction. The northbound and southbound speed exceeds the 30-mph posted speed limit by about 5 mph.
Along San Benito Street south of Haydon Street, the 85th-percentile speeds are 34.8 mph in the northbound direction and 35.4 mph in the southbound direction. These speeds exceed the 30- mph posted speed limit by about 5 mph.
In assessing the need for traffic calming measures, the primary focus is safety with excessive speeds being the main issue to address. Based on Table 2, unsafe speeds are the most frequent historical primary collision factor along the study corridor. The FHWA Traffic Calming ePrimer guidelines and its associated studies show a direct correlation between speeds and injury severity. Therefore, decreasing speeds is a key factor to improving safety along San Benito Street. Although there is no industry standard speed exceedance threshold for applying various traffic calming measures, an 85th-percentile speed that exceeds the speed limit by 5 miles per hour or more is considered excessive speeding by engineering judgment. Therefore, traffic calming measures are recommended to address the excessive speeding. A summary of the speed survey conducted at San Benito Street is shown in the Appendix.

10 2. TRAFFIC CALMING TOOLBOX
Traffic Calming improvement options are considered in this study to improve conditions along San Benito Street for all road users. The following sections describe the goals and objectives of implementing traffic calming measures, as well as a toolbox of potential treatments considered in this study.
2.1 What is Traffic Calming?
The Institute of Transportation Engineers (ITE) defines traffic calming as the combination of mainly physical measures that can reduce the negative effects of motor vehicle use, alter driver behavior, and improve conditions for non-motorized street users (Lockwood, Ian. ITE Traffic Calming Definition. ITE Journal, July 1997, pg. 22).
From ITE, the following describes traffic calming goals:
• Increase the quality of life
• Incorporate the preferences and requirements of the people using the area (e.g., working, playing, residing) along the street(s), or at intersection(s) • Create safe and attractive streets
• Help to reduce the negative effects of motor vehicles on the environment (e.g., pollution, sprawl)
• Promote pedestrian, bicycle, and transit use
Furthermore, traffic calming objectives described by ITE include:
• Achieving slow speeds for motor vehicles
• Reducing collision frequency and severity
• Increasing the safety and the perception of safety for non-motorized users of the street(s)
• Reducing the need for police enforcement
• Enhancing the street environment (e.g., street scaping) • Encouraging water infiltration into the ground
• Increasing access for all modes of transportation
• Reducing cut-through motor vehicle traffic.
2.2 Traffic Calming Toolbox
Things to consider when selecting traffic calming devices:
• Appropriateness (volume and speed limit)
• Effectiveness
• Bicycle and Pedestrian Activity
• Vehicle Parking
• Emergency vehicle and transit access
• Construction Cost and Feasibility (Low less than $10k, Medium $10k-20k, High more than $20k)
• Community Impact
• Noise

12 3. PUBLIC OUTREACH AND FEEDBACK
Two virtual public meetings were hosted by the City of Hollister and Kimley-Horn in May and June of 2025 to share information and gather feedback from the local community. Meeting materials were presented in both English and Spanish. Public meeting dates were May 1, 2025, and June 12, 2025, which were advertised via standard City procedures. Both the public meetings were held online via Zoom video conference, and between 5 to 8 members of the community attended each meeting. The objective of the public workshops was to present the draft traffic calming recommendations to the community, gather community feedback on the draft plan (Workshop #1), and present the updated traffic calming plan to the community based on public feedback (Workshop #2).
An online survey (SurveyMonkey) was also prepared and distributed to the community to poll their opinions on the draft traffic calming plan. The public meetings and SurveyMonkey results are described in the following sections.
3.1 Workshop #1 Summary
Workshop #1 was held on May 1, 2025. Kimley-Horn and City of Hollister staff presented draft concept layouts showing potential traffic calming improvements to the community for feedback.
Kimley-Horn and the City developed draft layouts based on existing conditions data, a field review of the study area, and engineering best practices. Alternative 1 consisted of 11-feet driving lanes with a 4-feet striped buffer and 8.5-feet parking lanes. Alternative 2 consisted of 11-feet driving lanes with a 5-feet unprotected bike lane with 7.5-feet parking lanes. Cross sections for the two alternatives are shown in Figure 6 and Figure 7. Curb extensions were also proposed for both alternatives at each intersection along the study corridor. High-level improvement options were presented for discussion and are described below. The meeting also allowed attendees to share their concerns and comment on the draft traffic calming layouts presented. In general, the community’s comments and feedback can be summarized in Table 4.

distance along the corridor.
5 How do the proposed traffic calming
measures impact traffic congestion?
The proposed vehicle lane and speed reductions from
the proposed traffic calming measures are not
anticipated to create an adverse impact to existing
and future traffic operations along the corridor.
6 Can speed cushions be installed on San
Benito Street?
Per ITE guidelines, speed cushions are a feasible
measure if a street is classified as a collector or local street, has a posted speed limit of 30-mph or less,
and has 1 travel lane in each direction. The section of San Benito Street between Nash and Hawkins would
not satisfy the feasibility criteria to implement speed cushions due to its classification as an arterial street. 7 Can stop signs be installed on San Benito
Street?
Stop signs are not a traffic calming solution and will
need to go through a warrant process before
installation.
8 Why does the crash data not match what I
personally see on San Benito Street?
The crash data was obtained using the State
Integrated Traffic Records System (SWITRS) which is
sourced from a public database. If the crashes are not
reported to the police, then the crash will not be
documented in the database.

Traffic Calming Report
15 Of the community responses collected, there is a majority disapproval for the Alternative 1 and Alternative 2 traffic calming layouts. Around 55% of responses indicated that neither traffic calming option would be their preferred choice. The online survey also had Questions #10 and #11 which gave participants the option to add their input for the project and any specific concerns or ideas. In general, the community requested more police enforcement and to remove the one-way street and parklets in Downtown Hollister. Other comments included speeding, parking spot concerns, and requests to install more safe crossings. Overall, the community output had mixed support for the proposed traffic calming layouts. However, the community responses still show a desire for some type of improvement to be implemented to improve safety and reduce speeding on San Benito Street. Therefore, new and updated traffic calming layouts were prepared for Workshop #2.
3.3 Workshop #2 Summary
Workshop #2 was held on June 12, 2025. Kimley-Horn and the City of Hollister presented refined concept layouts based on community feedback provided in Workshop #1 and additional collaboration between Kimley-Horn and the City. Meetings with Kimley-Horn and the City led to updated alternatives to address the mixed response from the community about the previous two alternatives in Workshop #1. Alternative 1 was updated to include raised medians at each crosswalk across San Benito Street. The travel lanes begin to shift horizontally as vehicles approach the intersection to direct drivers around the medians. Alternative 3 was also introduced with 11-feet driving lanes with a 10-feet center turn lane and 7-feet wide parking lanes. Alternative 3 also includes raised medians at each crosswalk across San Benito Street.
Both alternatives propose curb extensions at each intersection along the study corridor. Cross sections for the two alternatives shown in Workshop #2 are shown in Figure 8 and Figure 9.
General refinements of the traffic calming plan presented and public comments discussed in Workshop #2 are summarized in Table 6.

17 4. TRAFFIC CALMING RECOMMENDATIONS
As discussed previously, potential traffic calming measures were presented to the local community and meeting attendees provided feedback that guided traffic calming recommendations. The selection of traffic calming measures was based on the effectiveness of the features and input from the community. The recommended traffic calming plan resulted in feedback from the City incorporating ideas made from Public Workshops, internal discussion, and establishing consistency with other restriping projects in the City of Hollister. Based on all of the data, public feedback and discussions with City staff, the recommended traffic calming plan is Alternative 3.
4.1 Traffic Calming Alternative 3 – Center Lane Median
Alternative 3 consists of restriping San Benito Street to include raised medians at the crosswalks. Existing vehicle lanes are narrowed from 16.5 feet to 11 feet wide and include a 10 feet wide center two-way left turn lane. This alternative consists of raised curb extensions at every intersection. Several intersections along the study corridor may be enhanced with raised median islands, which shorten the crossing distance for pedestrians, act as a refuge between assessing gaps in vehicles one direction at a time and encourage vehicles to approach the crosswalk at slower speeds. Currently, raised medians are planned at Palmtag Drive, Park Avenue, Haydon Street, and Hawkins Street. The pedestrian crossing and raised median locations will be finalized during the design phase. The center turn lane layout also establishes consistency with nearby restriping projects such as Memorial Drive.
The proposed improvements would be designed to not impact driveway access and to limit changes to on-street parking. One advantage of the center two-way left turn lane is that it provides space for left turning vehicles to access driveways and some side streets without blocking through traffic on San Benito Street. The proposed improvements could be supplemented by installing retroreflective striping and installing a rectangular rapid-flashing beacon (RRFB) at each uncontrolled crosswalk to further enhance pedestrian safety.
An overview of the Alternative 3 traffic calming layout is summarized in Figure 10, Figure 11, and in the Appendix. While Figure 11 only shows the proposed improvements at Park Street and Haydon Street, the cross section and intent of these improvements will be applied to the entire project corridor, Nash Road to Hawkins Street, during the design phase.

Traffic Calming Concepts
Multimodal Traffic Calming Approach
•Reallocate roadway space
to accommodate all modes
of transportation
•Narrower vehicle travel
lanes allows inclusion of
pedestrian, bike, and
transit facilities
•Promote walking, biking,
and transit activity
Curb Extension
•A lateral horizontal extension of the raised curb or sidewalk into the street, resulting in a narrower roadway section
•Shorter ped crossing distances and increased visibility •Reduction in vehicle speeds
Central Ave Page 558 of 651
Mid-Block Crosswalk
•Raised curb sections into roadway provide pedestrian refuge and protection •High-visibility crosswalk markings and signs improve pedestrian visibility •Optional RRFB signing system

Comments from Community
John Wrobel: Accident data is incorrect and does not fully report all crashes. Is in favor of traffic calming and wants to see something done to affect the traffic and noise control with motorcycles on the street.
Suggests that speed cameras can help catch people speed. Memorial Street is noted as a good example of what he likes in a street. Believes traffic circles don't have much purpose and are a burden.
John would like a system in place where speeding vehicles are automatically ticketed using speed cameras.
Susie: Mainly concerned about the safety of children
Adriana Lopez: At least 5 accidents since 2022 that are not shown in the TIMS crash data. Questioned where the data from TIMS came from.
Torqu: Prefers stop signs and speed bumps as traffic calming measures rather than lane narrowing.
Questions answered by staff
1.Why are stop signs not a traffic calming measure?
2.Where did the TIMS data come from and why doesn't it match what I see on San Benito St?
Unresolved issues
Which alternative does the public prefer?

6 Yes, there is not enough police enforcement of exis ting s peed limits , espec ially in evening hours. Also, the numbers of accidents shown at Hay don and San Benito are s ignificantly inc orrect. We probably have at least one ac c ident there a month. During the period noted I have had to replac e 5 cars mos tly due to hit and run act ivity. I know of at leas t 2 injuries from accidents , one severe, and quite a few have been transport ed to the hos pital by ambulanc e. 5/1/2025 10:20 AM

To add, our s ide of s an benit o s treet all homes have no driveway s with the exception of one.
My family v ehicles have been hit 3 times and two were totaled. Yes we need safty measures but also park ing.

12 Park in San Benito Street c orner is the mos t critical it's exactly in the middle between Nash and South. It's where all kids going from junior high school and the high sc hool cros s. I t's where all parents try to get on and off of San Benit o Street. It would backup tremendously if you put a stop s ign at Hayden. The problem is how fas t everyone is driv ing and k ids try ing to get ac ross. The highes t impac t is on Park s treet. Mornings in the afternoons when s c hool is in and out is the biggest problem and crosswalks and s top signs are needed at San Benit o and Park Street. It makes t he mos t sense. Giv e ev ery body a chanc e up and down both streets to get in and out orderly.

4 I live on the 1100 block. There is only one house that has a drive way. The rest of us have to park on t he s treet along with san benito apartment residents? This c urb ex tension would be a burden because it would take away parking. Some of us are ADA and don't have the lux ury of a driveway or a driv eway in t heir back yard. I am not f or t he bike lane bec ause I believe it would c ause more conges tion es pecially on the 1100 block between park and olive. I am concerned about the construction and time frame of this project. Being that Smith Alley has a high crown and is in dire need of water drainage, regrading and repaving. 5/1/2025 4:43 PM
5 Bic ycles at haydon and San Benit o are very minimal, likely less than 1 every 2 hours during the day and none after dark . The biggest problem is folk s not paying attent ion while driv ing, and the most ac c idents are probably due to parents moving c hildren to and from sc hool, both the high s chool and Rancho San Justo.

○Reiterates that residents have bad feedback for traffic circles (Cristan Builes) ○One of the speed cameras got hit by a car
Dillon Albert
○Sent chief of police about requests for cameras and more reinforcement. Did not receive a response from police.
○The city has installed speed cameras at east approach of Park St and San Benito St.
Cristan Builes
○Good feedback for raised medians from community for providing shorter crossing for students and kids ○Concerned about material type of island: rubber or concrete Vignesh Swaminathan
○Needs to know what type of streetsweeper the city uses for radius of bulb out ○Proposed floating island for bulb out does not affect drainage Alternative Discussion
Alt 1:
•CB: concerned about type of island, rubber or concrete •VS: need to know streetsweeper, add firetruck truck turning templates ○Dashed lines to be implemented for parking
•WV: bulb outs work well, wants to improve ped and bike safety
Alt 2:
•WV: sees conflicts when bikes get off bulb out onto the road ○Hollister not a bike community, drivers may not understand how bikers bike ○Thinks it's too advanced since they haven't seen this type of protected bike lane ○Too advanced for public to comment on, shouldn't present Alt 2
•DA: wouldn’t hurt to present this, but is advanced
Alt 3:
•CB: Likes Alt 3 the best, believes there is less thermoplastic to worry about over time •WV: Traffic can possibly move better because of center turn lanes ○In favor of this alternative but recognizes there is less traffic calming for this alternative •WV: Thinking about adding left turn pockets to get into side streets. Likes this option.
Attendees: Derek Wu, Vignesh Swaminathan, Mark Falgout, Bryant Ma, Dillon Albert, William Via, Cristian Builes

Multimodal Traffic Calming Approach
•Reallocate roadway space
to accommodate all modes
of transportation
•Narrower vehicle travel
lanes allows inclusion of
pedestrian, bike, and
transit facilities
•Promote walking, biking,
and transit activity
Curb Extension
•A lateral horizontal extension of the raised curb or sidewalk into the street, resulting in a narrower roadway section
•Shorter ped crossing distances and increased visibility •Reduction in vehicle speeds

San Benito Street Traffic Calming Public Workshop #2
Date: June 12, 2025
Time Start: 6:06 PM PST
Staff: Dillon Albert, Derek Wu, Frederik Venter, Vignesh Swaminathan, Bryant Ma Community Attendees: Sherry, Joel Sarabia, Jane Dabo Cruz (returning), Adriana Lopez (returning), Elizabeth Lopez LCSW (dropped off immediately)
Comments from Community
Adriana Lopez: Pedestrian visibility is important to them. Brought up concerns at the corner at Nash/San Benito. Vehicles that turn right turn on Nash Road cannot see pedestrians. Utility box at the corner contributes to poor sightline.
Joel Sarabia: Agrees that the corner at Nash is extremely dangerous. Notices that people do not slow down on San Benito Street. Concerns about being rear ended when exiting driveway because of speeding. Concerned about center turn lane and people suing it to speed past. Likes planting strips with actual planting in them.
In favor of bulbouts but concerned about fiooding.
Prefers Alternative 1 but would be more inclined about Alternative 3 if there were medians across the center turn lane to prevent vehicles from speeding through them.
Jane Dabo Cruz: Had comments to share but had audio issues.
Sherry: South Street to Hawkins Street has severe speeding issues. Notices vehicles going 40-50 mph when drivers reach Hawkins Street. There is no police protection to slow people down. Sherry almost got hit when crossing at the 7-Eleven at Hawkins St. They have a shop on San Benito Street and notice reckless driving behavior.
Comments from staff
Dillon Albert: The police acknowledge the concept of speed cameras and have done research. However, speed cameras are not a viable option at this time.
Frederik Venter: A leading pedestrian phase at Nash Road can help with pedestrian safety.
Adding refiectors at crosswalks can help with visibility. Clarifles that Hawkins St to South St will transition to downtown area.

STAFF REPORT
HOLLISTER CITY COUNCIL
MEETING DATE: September 15, 2025
REPORT # Public Works-2025-50
AGENDA ITEM: WATER RATE STUDY PRESENTATION
DEPARTMENT: Public Works
DEPARTMENT HEAD: William Via, Public Works Director
STAFF CONTACT: William Via, Public Works Director
RECOMMENDED ACTION: Receive the presentation and provide direction to staff.
DISCUSSION: Raftelis Financial Consultants, Inc. (RFC) is in the process of completing a study of the City's water rates. The study recommends a phased increase in water rates and charges over the next 5-year period beginning on or about January 1, 2026. The proposed water rates are necessary to meet the cost of operation and maintenance of the City's water enterprise program, and to provide adequate revenue to finance Capital Improvement Projects.
The last rate study was completed in 2013 with the last rate increase taking effect on January 1, 2019. Since that time, the cost of operating the water system and delivering potable water to the City’s customers has increased and the revenue collected is not keeping pace with the expenses.
The presentation will briefly discuss the process, the financial position of the Water Enterprise Fund, the proposed rates, the next steps in the process, and will include a comparison of the City’s current rates and proposed rates with other surrounding jurisdictions.
FISCAL IMPACT: Neutral. The proposed rate increase is sufficient to address increased costs to the City's water enterprise program.
PREVIOUS COUNCIL OR COMMISSION ACTION: Last rate study and rate adoption on August 19, 2013, Resolution No. 2013-122.
CEQA: This activity is not a project pursuant to California Environmental Quality Act Statute Section 21065 and Guidelines Section 15378(b)(5), as it is an administrative activity of government that will not result in direct or a reasonably foreseeable indirect physical change in the environment.

HOLLISTER CITY COUNCIL
MEETING DATE: September 15, 2025
REPORT # City Manager-2025-48
AGENDA ITEM: A RESOLUTION APPROVING A FIVE-YEAR LOAN FROM THE SEWER EXPANSION FUND (FUND 661) TO THE GENERAL FUND (FUND 101) TO REPAY HISTORIC NEGATIVE FUND BALANCES IN FUNDS 206, 229, 241, 249, AND 709
DEPARTMENT: City Manager
DEPARTMENT HEAD: David Mirrione, City Manager
STAFF CONTACT: David Mirrione
RECOMMENDED ACTION: Adopt a resolution approving a five-year interfund loan from the Sewer Expansion Fund (Fund 661) to the General Fund in the amount of $2,040,356.46. The General Fund (Fund 101) will repay the Sewer Expansion Fund with interest at the August 2025 LAIF rate of 4.258% over a five-year term, with annual payments of approximately $461,646.30.
DISCUSSION: Over several years, multiple City funds have incurred and sustained negative fund balances due to historical operational deficits and one -time expenditures.
These negative balances have accumulated and remain unresolved. G overnmental accounting standards require that negative fund balances be eliminated in a reasonable timeframe.
At the FY2025-26 Budget Hearing, staff discussed the need to address longstanding negative fund balances and received Council direction to retur n with a repayment plan.
Several funds (206, 229, 241, 249, and 709) have carried negative balances since 2017–2022. The balance depicted for Fund 229 is for Rally expenses that were not reimbursed by the General Fund prior to the approval of the 2025 Hollister Independence Rally.
The General Fund cannot eliminate these balances in one year without significantly disrupting services throughout the City. An interfund loan will provide the mechanism to bring these funds into compliance while spreading repayment obligations over five years. An interfund loan structure provides the most responsible and feasible path to resolution.
The funds requiring repayment are:
Fund 206 (Local Transportation) $96,705.27 (negative since 2022) Fund 229 (Fourth of July Rally) $262,941.16 (negative since 2017) Fund 241 (FEMA: SAFER) $548,513.25 (negative since 2021) Fund 249 (FEMA: COVID-19) $522,899.49 (negative since 2021) Fund 709 (Landscape and Lighting Dist.) $609,297.29 (negative since 2022)
Total Loan Amount: $2,040,356.46
The Sewer Expansion Fund (Fund 661) has adequate fund balance to support this loan without compromising its ability to meet future obligations. By formalizing this loan, the City will:
• Eliminate historic negative balances across five funds. • Ensure compliance with state and local financial reporting requirements. • Establish a clear repayment plan supported by the General Fund. • Avoid significant service delivery disruptions
The proposed loan will accrue interest at the August 2025 LAIF rate of 4.258%.
Repayment will occur annually over a five-year term with the first payment due on September 1, 2026. Based on the standard loan amortization formula, the annual repayment obligation will be $461,646.30, inclusive of principal and interest.
Approval of the interfund loan from the Sewer Expansion Fund will allow the City to address longstanding negative fund balances, implement the repayment direction provided during the FY2025-26 Budget Hearing, minimize disruption of service delivery, and maintain the City’s fiscal health. The proposed repayment schedule also ensures accountability and compliance with governmental accounting requirements. It should be noted that the City of Hollister’s auditing firm, MUN CPAS LLC, is finalized the Fiscal Year 2021-22 audit in late September. As the City works to bring its outstanding audits up to date, it is important to note that the balances of funds remain unaudited since FY 2021-22. While the City is preparing a loan to address the negative balances currently reflected in several funds (including Funds 206, 229, 241, 249, and 709), future audit adjustments may result in changes to these reported balances if adjusting entries are required. Accordingly, the amounts identified today may be subject to revision once the audits are completed.
The Sewer Expansion Fund (Fund 661) has an estimated balance of $28,721,204, sufficient to provide the $2M loan.

The City’s Fiscal and Budget Policies are included in the City’s annual budgets and sets forth the City’s requirements for interfund loans (“Interfund Loan Policy.”) In short, the Interfund Loan Policy permits interfund loan s with City Council approval and with the caveat that the loan is properly accounted for.
FISCAL IMPACT: The General Fund (Fund 101) will incur an annual repayment cost of $461,646.30 for five years. Total repayments, including interest, will equal $2,308,231.50
resulting in $267,875.04 of interest for Fund 661. This repayment schedule allows the City to responsibly address negative fund balances while avoiding an unsustainable one - time burden on the General Fund.
PREVIOUS COUNCIL OR COMMISSION ACTION: Staff received direction at the Fiscal Year 2025-26 Budget Hearings to return to the City Council with a plan to address historic negative fund balances.
