The FAA designated BIL project is Airport Layout Plan (ALP) Update with narrative and Airport Geographic Information System (AGIS) survey.
The previous ALP Update with narrative was completed in 2018, with the last full masterplan effort completed in 2004. The purpose of this ALP Update with narrative and AGIS survey is to document changes that have occurred since the prior planning effort and to support the long‑term operational sustainability of the Airport by establishing an updated framework to guide land use and development decisions on and around the Airport while meeting applicable FAA design standards. This update will provide the City and its stakeholders with a comprehensive, organized plan for developing Airport facilities
over the next 20 years The goals of this process are to ensure that aviation needs are met in a feasible, safe, and fiscally responsible manner.
Specific objectives within this ALP Update Scope of Services include:
Obtain new aerial mapping and FAA AGIS safety‑critical data, including airfield coordinates and elevations, navigation aid locations, and airspace obstacle information.
Prepare an updated, reasonable forecast of aviation activity and user demand that is reviewed and approved by the FAA.
Develop a realistic and comprehensive Airport development plan that considers the Airport environs, satisfies future aviation needs, enhances safety, and conforms to current FAA standards, orders, and advisory criteria to the extent practicable.
The ALP Update will be prepared in close coordination with the FAA and the California Department of Transportation (Caltrans) Division of Aeronautics and will conform to applicable agency guidance available at the time of contract execution . The project will further demonstrate the City/Airport’s continued efforts to meet its federal grant assurance of maintaining a safe and operable airfield.
The Airport’s On-Call Airport and Civil Engineering consultant , Kimley-Horn, will provide professional planning and surveying services to complete the ALP Update with narrative and AGIS survey. This effort includes preparing updated ALP drawings and narrative documentation consistent with FAA requirements, completing the AGIS data collection and submission, and assisting the City with FAA coordination and review throughout the project. The FAA has approved the scope of the planning and surveying services and an Independent Fee Estimate of the consultant costs for this project.
The project for planning services is included in the current Airport Capital Improvement Plan (ACIP) on file with FAA, and in the current Capital Improvement Plan (CIP) on file with Caltrans Division of Aeronautics. FAA BIL funding is ninety-five percent (95%) for eligible airport improvements and planning projects. Caltrans Division of Aeronautics (State) funding, if eligible and available, is five percent (5%) of the federal grant amount up to a maximum match of $150,000.
Staff is requesting Council’s authorization to submit grant applications and accept grant agreements for this project at this time to be responsive to the FAA and State grant processing timelines.
FISCAL IMPACT: If awarded, the total project cost based on the FAA grant application is $450,000 and would be funded by an FAA grant amount request of $427,500 (95%), State match request, if eligible and available, of $21,375 (5%) and a City match of $1,125, with the City’s overall obligation being up to $22,500 in the event Caltrans does not fully participate. Funding for the City match is the Airport Enterprise Fund 601.
Upon acceptance of the FAA grant award, the City Finance Department will make any necessary accounting and budgetary entries in the Airport Enterprise Fund 601 and the Federal Aviation Admin Grant Fund 212 Fiscal Year 2026-27 budgets.

The FAA designated AIP project is design services for Taxiway A Reconstruction, representing over 10,000 linear feet of pavement. Taxiway A is the parallel taxiway to the Airport’s main Runway 13-31.
The project will enhance airfield safety and bring the airport into compliance with FAA standards by: (i) reconstructing the failing pavement of the pa rallel Taxiway A; (ii) the removal of the existing acute angled Taxiway D pavement and replacement with a right - angled connecting taxiway; and (iii) the removal of the existing Taxiway J pavement to eliminate direct access to Runway 6/24 from the apron. The project will demonstrate the City/Airport’s continued efforts to meet its federal grant assurance of maintaining a safe
and operable airfield.
Design services will be performed by the Airport’s On-Call Airport and Civil Engineering Services consultant, Kimley-Horn, and includes preparation of plans and specifications and assisting the City/Airport with bidding the project. The FAA has approved the scope of the design services and an Independent Fee Estimate of the consultant costs for this project.
The project for design services is included in the current Airport Capital Improvement Plan (ACIP) on file with FAA, and in the current Capital Improvement Plan (CIP) on file with Caltrans Division of Aeronautics. FAA AIP funding is ninety-five percent (95%) for eligible airport improvements. Caltrans Division of Aeronautics (State) funding when available is five percent (5%) of the federal grant amount up to a maximum match of $150,000.
Staff is requesting Council’s authorization to submit grant applications and accept grant agreements for this project at this time to be responsive to the FAA and State grant processing timelines.
FISCAL IMPACT: If awarded, the total project cost based on the FAA grant application is $835,881 and would be funded by an FAA grant amount request of $794,087 (95%), State match request of $39,704 (5%) and a City match of $2,090, with the City’s overall obligation being up to $41,794 in the event Caltrans does not fully participate.

MEETING DATE: June 1, 2026
REPORT # Community Development-2026-43
AGENDA ITEM: CONDITIONAL USE PERMIT FOR THE DETERMINATION OF PUBLIC CONVENIENCE OR NECESSITY FOR THE ISSUANCE OF A TYPE 21 OFF-
SALE GENERAL ALCOHOLIC BEVERAGE CONTROL LICENSE AT THE
GROCERY OUTLET LOCATED AT 550 TRES PINOS ROAD
DEPARTMENT: Community Development
DEPARTMENT HEAD: Charles Wall, Parks and Recreation Director
COUNCIL NEXT STEPS: Hold a public hearing and take the following actions:
1. Adopt a Resolution approving CUP 2025-3
2. Adopt a Resolution making a finding and determination that public convenience or necessity will be served by the issuance of a Type 21 Off-Sale General Alcoholic Beverage Control License
DISCUSSION: The applicant has requested approval of Conditional Use Permit 2025 -3 for the determination of Public Convenience or Necessity to apply for a Type 21 Off - Sale General Alcoholic Beverage Control License at the grocery outlet located at 550 Tres Pinos Road.
The location of the project site is shown below
Figure 1: Project Site and Surrounding Area
The Planning Commission reviewed the request for a Conditional Use Permit and the determination of public convenience or necessity during a public hearing on April 23, 2026. The Planning Commission adopted resolutions recommending City Council approve the Conditional Use Permit and make a finding and determination of public convenience or necessity for issuance of an ABC license (3-1-1).
ANALYSIS:
Permit Requirements Generally
The applicant has requested approval of a Conditional Use Permit (CUP) for the expansion of off-site alcohol sales to include beer, wine and spirits. As part of the expanded alcohol sales, the California Department of Alcoholic Beverage Control (ABC) requires the jurisdiction to issue a determination of Public Convenience or Necessity.
The City of Hollister Planning Division defers to Hollister Police Department to make the Public Convenience or Necessity determination.
Conditional Use Permit (CUP)
Per Hollister Municipal Code (HMC) Section 17.22.070 - Alcohol uses, the off-site sales of alcohol is subject to the approval and issuance of a CUP. Off -site and on-site sales of alcoholic beverages are exempt from the requirements of a CUP if the proposed use is a restaurant with on-site dining that has a bar area which does not exceed 30 percent of the gross- floor area of the premises. As the applicant is requesting approval of a CUP for the off-site sale of alcoholic beverages at the Grocery Outlet grocery store, the exemption does not apply.
Alcoholic Beverage Control (ABC) License
As the ABC is the agency responsible for regulating the manufacturing and sale of alcoholic beverages, ABC has the authority to issue licensing appropriate to the specific use and sale of alcoholic beverages. Currently, Grocery Outlet is authorized to sell beer and wine through the issuance of a Type 20 Off -Sale Beer and Wine License. Along with approval of the CUP and the finding of Public Convenience or Necessity, the applicant is seeking issuance by ABC of a Type 21 Off -Sale General License, which will allow for the off-site sale of beer, wine and distilled spirits. The applicant intends to surrender their Type 20 Off -Sale Beer and Wine License in place of the Type 21 Off - Sale General License.
Public Convenience or Necessity
As a requirement for the issuance of the Type 21 Off-Sale General License, ABC requires the local jurisdiction approving the CUP to make a finding of determination whether a Public Convenience or Necessity would be served. Public Convenience or Necessity findings are required when ABC finds that there is an “undue” or over concentration of alcoholic beverage retailers within the subject area. Per California Business and Professions Code – BPC 23958.4(a), an undue concentration means the applicant premises are located in an area where any of the following exist:
1. The applicant premises are located in a crime reporting district that has a 20 percent greater number of reported crimes, as defined in subdivision (c), than the average number of reported crimes as determined from all crime reporting districts within the jurisdiction of the local law enforcement agency.
2. As to on-sale retail license applications, the ratio of on-sale retail licenses to population in the census tract or census division in which the applicant prem ises are located exceeds the ratio of on-sale retail licenses to population in the county in which the applicant premises are located.
3. As to off-sale retail license applications, the ratio of off -sale retail licenses to population in the census tract or census division in which the applicant premises are located exceeds the ratio of off-sale retail licenses to population in the county in which the applicant premises are located.
As such, ABC has found that that applicant’s premises is located in an undue or over concentrated area where the number of existing licenses exceeds the number of licenses allowed in the census tract. Thus, ABC has determined that the governing jurisdiction must show that a public convenience or necessity would be served by the issuance of the Type 21 Off-Sale General License. While ABC finds that the Grocery Outlet located at 550 Tres Pinos Road is in an overly concentrated area, the Hollister Police Department has taken a neutral stance as to whether a public convenience or necessity would be served.
General Plan Consistency
The City of Hollister 2005-2023 General Plan designates the project site as General Commercial. According to the 2005-2023 General Plan, the General Commercial designation allows for a variety of commercial uses and service oriented businesses at scales ranging from large retail stores serving the community and region to smaller businesses oriented towards neighborhood activity.
The applicant, Grocery Outlet is a medium to large retailer providing a variety of grocery related items to the surrounding community including those in commercial and residential zoning districts. As such, Grocery Outlet’s operations are consistent with Land Use Goal, LU10 Diversity of Economic Development: Provide for economic development that assures the availability and diversity of resident-serving goods and services.
CONCLUSION: The applicant is seeking approval of CUP 2025-3 for the determination of Public Convenience or Necessity to apply for a Type 21 Off-Sale General Alcoholic Beverage Control License for the Grocery Outlet located at 550 Tres Pinos Road.
Approval of CUP 2025-3 would allow for the expanded sale of alcoholic beverages to include beer, wine and distilled spirits. The project proposal meets the Goals and Policies of the General Plan and Zoning Ordinance. Conditions of Approval have been included to ensure that the project will continue to comply with City of Hollister regulations and will not negatively impact the surrounding area.
FISCAL IMPACT: $0
PREVIOUS COUNCIL OR COMMISSION ACTION:
On April 23, 2026, the Planning Commission adopted Resolution 2026-10 recommending City Council approval of the Conditional Use Permit to sell alcoholic beverages.
On April 23, 2026, the Planning Commission also adopted Resolution 2026 – 11 recommending to the City Council the determination that Public Convenience or Necessity would be served by the issuance of a Type 21 Off -Sale General ABC license for Grocery Outlet located at 550 Tres Pinos Road.
CEQA: This project is exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15301, Class 1 as the project is located in an existing building and involves a negligible expansion of use.

WHEREAS, a determination of Public Convenience or Necessity must be made by the City Council of the City of Hollister; and

Resolution 2026-XX
WHEREAS, the City Council held a duly noticed public hearing at the regular City Council meeting of June 1, 2026 to consider the applicant’s request, review the City staff report and recommendation of the Planning Commission, and receive written and oral testimony for and against the proposal; and
WHEREAS, after closing the public hearing, the City Council determined that the proposed project is exempt from review under the California Environmental Quality Act pursuant to Section 15301, Class 1, Existing Facilities.
NOW, THEREFORE IT IS RESOLVED, that the City Council of the City of Hollister does hereby make the following findings and determinations regarding the proposed Conditional Use Permit:
A. The proposed project, as conditioned, is consistent with the provisions of Title 17, Zoning, and complies with all the applicable provisions of this Zoning Ordinance:
1. The proposed project is consistent with the requirements for uses in the General Commercial Zoning District. The off-site sale of alcohol at a grocery store in the General Commercial Zoning District requires the approval of a Conditional Use Permit. The applicant is actively applying for a Type 21 Off-Sale General Alcoholic Beverage Control License.
B. The proposed project is consistent with the goals and policies of the General Plan, any applicable Specific Plans and any applicable design guidelines because:
1. The project as proposed is consistent with Goal LU5, “develop a land use pattern and mix of uses that contribute to the financial health and stability of the community.”
2. The project as proposed is consistent with Goal LU10.3. “provide for economic development that assures the availability and diversity of resident-serving goods and services.”
C. The approval of the Conditional Use Permit for the proposed use is in compliance with the California Environmental Quality Act (CEQA):
1. The project as proposed is located in an existing building and wouldn’t require any alterations other than the use of shelving to display beer, wine, and distilled spirits. Therefore, pursuant to Section 15301, Class 1, of the CEQA Guidelines, the project is categorically exempt from review under CEQA.
D. The location, size, design, and operating characteristics of the proposed use are compatible with the existing and future land uses in the vicinity:
1. The project as proposed is located in an area of the City surrounded by
Resolution 2026-XX
commercial uses including similar grocery and retail businesses.
2. The project as proposed does not include an increase to customer traffic and as such is adequately served by existing parking.
3. As conditioned, the proposed project will be operated in such a manner as to limit impacts on the surrounding area.
E. The proposed project will not be detrimental to the health, safety, and welfare of persons residing or working in the neighborhood or to the general welfare of the City.
1. The proposed project has been reviewed by the City of Hollister Development Review Committee (DRC). Given the nature of the business, a general merchandise retailer and grocery store, no evidence has been found to indicate that this use would pose an undue risk to the community.

A. The proposed project, as conditioned, is consistent with the provisions of Title 17, Zoning, and complies with all the applicable provisions of this Zo ning Ordinance:
1. The project as proposed is consistent with the requirements for uses in the General Commercial Zoning District. The off-site sale of alcoholic beverages at a grocery store in the General Commercial Zoning District requires the approval of a Conditional Use Permit.
B. The proposed project is consistent with the goals and policies of the General Plan, any applicable Specific Plans and any applicable design guidelines because:
1. The project as proposed is consistent with Goal LU5, “develop a land use pattern and mix of uses that contribute to the financial health and stability of the community.”
2. The project as proposed is consistent with Goal LU10.3, “provide for economic development that assures the availability and diversity of resident-serving goods and services.”

STAFF REPORT
HOLLISTER CITY COUNCIL
MEETING DATE: June 1, 2026
REPORT # Public Works-2026-29
AGENDA ITEM: A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A SEVENTH AMENDMENT TO THE OPERATIONS AND MAINTENANCE AGREEMENT WITH VEOLIA WATER WEST OPERATING SERVICES, INC.
DEPARTMENT: Public Works
DEPARTMENT HEAD: Javier Hernandez, Public Works Director
COUNCIL NEXT STEPS: Adopt a resolution authorizing the City Manager to execute a Seventh Amendment to the Operations and Maintenance Agreement with Veolia Water West Operating Services, Inc. at the City Domestic Wastewater Treatment Plant (DWWTP).
DISCUSSION: Pursuant to Resolution 2010-108 on August 3, 2010 the City entered into a professional services Agreement (the “Agreement”) with Veolia Water West Operating Services, Inc. (“Veolia”) to provide operation and maintenance services for the DWWTP.
Veolia is responsible for the day-to-day operation, maintenance, and regulatory compliance activities associated with the treatment plant. The term of the Agreement was originally approved for ten (10) years, until August 3, 2020, with options to extend for two (2) successive five-year terms.
On June 2, 2014 the City Council adopted Resolution No. 2014-114 which added a Second Amendment to the Agreement extending its terms to August 2, 2024 with an option for the City, at its discretion, to extend the Agreement for one (1) six-year term until August 2, 2030.
On July 30, 2024 the City Council adopted Resolution No. 2024-109 which added a Fifth Amendment to the Agreement again extending its terms until February 3, 2026 with the option for the City Manager, at their discretion, to further amend the terms of the Agreement with a six-month extension until August 2, 2026.
On January 7, 2026 the City Manager executed a Sixth Amendment to the Agreement which extended Veolia’s operation and maintenance services through August 2, 2026.
The Sixth Amendment also includes a provision allowing the City and Veolia, upon mutual agreement, to exercise one (1) additional four-year contract extension, extending services through August 2, 2030. Staff now would like to break out said additional four-year contract extension into four (4) separate one-year contract extensions.
The Domestic Wastewater Treatment Plant is critical infrastructure that must operate continuously and remain in compliance with state and federal regulatory requirements.
Maintaining operational stability at the facility is essential to ensure uninterrupted wastewater treatment services.
At a future date, staff intends to return to the City Council with a separate report recommending the issuance of a Request for Proposal (RFP) for operation and
maintenance services at the DWWTP. The RFP process will allow the City to solicit competitive proposals to determine the most beneficial long-term operational approach for the facility.
FISCAL IMPACT: Estimated $1.5 million annually to Fund 660.
