CITY ATTORNEY
DATE ISSUED:

FROM: Nick Wells, City Manager
SUBJECT: Resolution No. 26-19 Amending the Fiscal Year 2026-27 Budget Approving Additional Personnel Expenditures in the Finance Department ISSUE:

Shall the City Council adopt Resolution No. 26-19, augmenting the 2026-27 Budget to add additional funding for the Finance Department, funding the position of Accounting Manager in lieu of funding previously approved for the Finance Supervisor position? DISCUSSION:

The City of Holtville annually adopts a Salary Schedule listing all positions described under the Personnel Manual issued to employees. All listed positions are not filled, however, with only those currently deemed necessary funded and manned. As part of the annual adoption of the budget, a roster of positions to be filled is listed and consequently funded with its passage by the Council.

One position that has remained on the Salary Schedule, but unfilled for over a decade has been the Finance Manager (FM) slot. Due to hiring individuals earlier in their professional careers and/or otherwise having less experience, the City has staffed the top accounting position with a Finance Supervisor level (or lower) employee since late 2014. As the current City Manger previously held the FM position, he has served as a backstop and fill-in for the position over various trainings of new personnel and vacancies. Due in part to a software change in recent years, the CM's ability to effectively cover that position has been less effective.

After the recent departure of the last Finance Supervisor, staff became aware of the availability of a higher level local individual who had inquired about the opening. After some discussion, he was brought in on a temporary consulting basis to help bridge the gap to a new employee. After a few days working on tasks, he asked if there were a scenario wherein we could keep him on long-term.

As he has been a high-level accountant, holding various Controller and/or CFO roles, the higher position on the schedule would be the fair place to start. See below for a comparison of the slot previously budgeted and the higher level that would need to be funded. Of course, salary is only one piece of the equation. Taxes and benefits add a substantial sum to the compensation of each employee, so a more complete "all-in" comparison of what is now on the Budget and what that would become are listed below:

Finance Finance Additional
Supervisor Manager Expenditures
$32.57
$68,433
$253
$5,235
$8,400
$360
Dental $840
Retirement $6,843
Life $90
Total Salary & Benefits $90,454
FISCAL IMPACT:

The change would result in an additional expenditure from the General Fund of approximately $13,430 in the current fiscal year. That amount would grow annually, assuming the position remains filled, as additional Steps are reached on the Salary Schedule.

CITY MANAGER RECOMMENDATION:

It is recommended that the City Council authorize the resolution, thereby augmenting the 2026-27 General Fund budget for the Finance Department, allowing for the full-time hire of a Finance Manager.

ALTERNATIVES:
1 - Adopt the resolution as presented.
2 - Give staff direction to amend the Salary Schedule for alternate compensation. 3 - Take no action, foregoing any personnel change.
4 - Give staff alternate direction.

SUBJECT: Resolution No. 26-20 Approving a Water Enterprise Expenditure to Replace the Industrial Air Compressor Unit at the Water Treatment Plant ISSUE:

Shall the City Council adopt Resolution No. 26-20, approving the purchase of a new industrial-grade air compressor unit to replace obsolete equipment?
DISCUSSION:

A request from Water Treatment Plant Supervisor Josh Osuna to purchase a new air compressor was discussed with the City Manager early this week. Josh submitted a report formally requesting the equipment, which is attached.

Research on the procurement cost of the equipment revealed that other suppliers quoted prices in the range of 10-30% more than the included quote.

Further discussion with Josh revealed that delivery of the equipment should run no more than $500 for freight. There is no projected additional cost for installation - WTP staff will be doing the work themselves with assistance from Public Works.

FISCAL IMPACT:

Purchase of the equipment will result in a Water Enterprise expenditure of $15,778.59, with freight to be added to the cost (estimated to be no more than $500). Total expenditures should then be less than $16,500.

CITY MANAGER RECOMMENDATION:

It is recommended that the City Council authorize the resolution and expenditure.

ALTERNATIVES:
1 - Adopt the resolution as presented.
2 - Take no action, foregoing the expenditure.
3 - Give staff alternate direction.

‘THE CARROT CAPITAL OF THE WORLD’
July 22nd, 2026
Attn: Mr. Nick Wells,
This letter is to request for the immediate upgrade of our air compressor unit at the Holtville Water Treatment Plant.

Air is the most essential part of this treatment plant, as it needs to actuate seventy-five percent of the valves located throughout the plant.

These valves are as followed; 4 solenoids located within the filters that are needed for opening and closing air scour blower lines, 4 solenoids for opening and closing sludge valves located in our clarifiers, and lastly the most essential portion of our treatment, our mixer unit that blends our chemicals for coagulation and flocculation. The mixer was required by the state in our last permit amendment and runs solely on-air pressure to turn the shaft. As of right now, our air compressor units can no longer keep up with the required air pressure for all of this and have become very costly to keep them running smoothly.

We currently have one Ingersoll Rand air compressor unit that is located on top of our Clearwell. (see attached picture) This unit is the original compressor that was brought in during the initial startup back in 1989 making it over 30 years old. It is the only unit permitted on site and has had head and belts replacements over the years. This unit can no longer keep up with the mixer that was installed in 2020 and to upgrade to bigger motors would require major electrical upgrades that could cost more than the unit itself.

Our second compressor on site is an even older unit that was brought to us back in 2018 from the wastewater treatment plant after the new plant was built. (see attached) This unit is located on the north side of our operations building. This unit was built by both past supervisor Frank Cornejo and I.

This unit is not an industrial air compressor and was built with aftermarket parts that are no longer suitable for our specific use. We have over the years been replacing both the motor and air compressor heads costing thousands of dollars on repairs yearly. This unit no longer passes inspection and cannot be permitted under DOSH Pressure Unit Vessel. The tank has been welded at the bottom and over the years regulations have become more stringent, thus the tank is too thin to pass regulations.

The plan would be to keep our Ingersoll Rand unit up and running as a backup and run it primarily for all the solenoids that are located around that unit. We will take down the unit that is on the north side of the operations building and lay down a bigger slab of concrete to accommodate the new unit that is being requested. This area has all the electricity needed for it and requires no upgrades at the time to get it running.

I am requesting the use of the same brand, Ingersoll Rand, as it is a trusted brand of industrial air compressors. Please see attached PDF file for the quote.

Respectfully Submitted,
Joshua Osuna

Company rejects any terms and conditions inconsistent with these Terms and to any other terms proposed by Buyer in accepting Company’s proposal. No agreement, oral or written, in any way claiming to modify these Terms and Conditions will be binding on Company unless agreed to in writing by an authorized representative of Company.

2. Taxes Prices do not include any present or future Federal, State, or local property, license, privilege, sales, use, excise, gross receipts or other like taxes or assessments applicable to this order (“Taxes”). All Taxes will be itemized separately. Buyer will be responsible for the payment of any Taxes to Company unless Buyer provides a valid exemption certificate. If the exemption certificate is not recognized by the governmental taxing authority, Buyer will reimburse Company for any Taxes, including any interest or penalty assessed against Company.

3. Title and Risk of Loss Title and risk of loss or damage to equipment will pass to Buyer upon tender of delivery FOB Company facility, except that Buyer grants Company a lien on and a purchase money security interest in and to all of the right, title, and interest of Buyer in the equipment purchased hereunder until full payment has been made.

4. Credit Terms
a. Payment. Buyer shall pay the amounts due and owing to Company identified on each invoice in full and in accordance with the terms specified on each invoice. b. Invoice Disputes. Buyer shall notify Company in writing of any dispute with any invoice (along with substantiating documentation) prior to the invoice due date. Invoices for which no such timely notification is received shall be deemed accepted by Buyer as true and correct. The parties shall seek to resolve all such disputes expeditiously and in good faith. Should any dispute arise with respect to any goods delivered by Company to Buyer, Buyer shall nevertheless pay all invoices covering goods not in dispute, without setoff, defense or counter-claim. c. Late Payments. On any invoice not paid when due, Buyer shall pay a late charge from the due date to the date of actual payment at the lesser of the simple interest rate of 12% per annum calculated monthly or the highest rate permissible under applicable law. Buyer shall reimburse Company for all costs incurred in collecting any late payments, including, without limitation, attorneys' fees. In addition to all other remedies available under these Terms and Conditions or at law (which Company does not waive by the exercise of any rights hereunder), Company shall be entitled to suspend the delivery of any goods if Buyer fails to pay any amounts when due. d. No Partial Payments. Buyer irrevocably agrees that it will not, without Company's prior written consent in each instance, tender any payments for less than the full amount of the invoices to which said payment applies (“Partial Payments”). Any Partial Payments tendered by or for the account of Buyer shall not extinguish or otherwise affect any unpaid portion of the subject invoices, despite any notation on or accompanying said payment such as “in full payment,” “in full satisfaction,” or words of similar effect. f. Sufficient Funds. Buyer represents that all checks issued to Company will be honored by the drawee bank, and that no checks will be so issued unless Buyer then has funds on deposit in an amount sufficient to cover all checks issued by Buyer. Buyer acknowledges that this representation will be materially relied upon by Company in extending credit to Buyer. g. Right to Set Off. Any payment received by Company from Buyer may be applied by Company against any obligation owing by Buyer to Company, regardless of any statement appearing on or referring to such payment, without discharging Buyer's liability for any additional amounts owing by Buyer to Company. The acceptance by Company of such payment shall not constitute a waiver of Company's right to pursue any remaining balance. With respect to any monetary obligations of Company to Buyer, including without limitation, volume rebates and advertising rebates, Company may, at any time, setoff and appropriate and apply such amounts against any sums that are, or will become, owing, due or payable to Company by Buyer under these Terms and Conditions or any other agreement.

5. Financial Condition of Buyer
a. Receipt of Goods While Insolvent In the event that Buyer receives any goods from Company while Buyer is insolvent (as such term is used in §2- 702 of the Uniform Commercial Code, United-States of America), this writing and the invoices received from Company relating to such goods shall constitute Company's demand for reclamation of such goods. b. Withdraw of Credit Approval Company reserves the right before shipment of any goods ordered by Buyer from Company, to require that all or a portion of the purchase price relating thereto be paid to Company, in good funds, prior to shipment.
c. Material Adverse Change in Financial Condition Not withstanding the stated due date of any obligations, all Obligations shall become immediately due and payable, without notice, in the event that Company determines there to have been a material adverse change in the financial condition or business affairs of Buyer so that in Company's reasonable judgment Buyer's ability to pay the Obligations has become impaired.
d. Verification of Credit References. Company is authorized to contact any credit references provided by Buyer, and to disclose any information reasonably necessary to determine Buyer's credit worthiness. Company is also authorized to obtain personal credit reports on any partner, principal, officer, or potential guarantor in determining Buyer’s creditworthiness. Company may also disclose any information concerning its relationship with Buyer which is requested by anyone identifying themselves as an existing or potential creditor of Buyer. e. Disclosure of Buyer’s Right to a Statement of Reasons for Action. If this application is not approved in full or if any other adverse action is taken with respect to Buyer’s credit, Buyer has the right to request within 60 days of Company’s notification of such adverse action, a statement of specific reasons for such action, which statement will be provided within 30 days of said request.

6. Delivery Company will deliver goods within a reasonable time after receipt of Buyer’s order and in no event will delivery dates be construed as falling within the meaning of “time is of the essence.”

7. Force Majeure Company will not be liable for any loss or damage due to delays arising from causes beyond the reasonable control of Company, including but not limited to any acts of God, fire, flood, earthquake or explosion, strikes or other labor difficulties, wars, riots, terrorist threats, national emergencies, or acts of governments. In such events, Company will have additional time within which to deliver or perform as may be reasonably necessary under the circumstances. If Buyer requires drawings, procedures, standards or similar material for approval, delivery schedules will be calculated from the time such approvals are received by Company. Any hold points, witness points, or Buyer inspection requirements must be identified by Buyer at the time of quotation and/or order placement. Additional inspection or testing required by Buyer will extend delivery dates accordingly.

8. Storage Fee If Buyer is not able to accept delivery on the date agreed to by the parties, Buyer will pay Company a storage fee equivalent to one and one half percent (1.5%) of the total order value per calendar month or fraction thereof (calculated and charged on a per day basis) until the date of delivery (“Storage Fee”). Additionally, if Company is performing installation services and at the time of delivery Buyer’s location is not ready or is unsafe for installation, Company reserves the right to postpone or to discontinue work. In such event, Company may charge Buyer an amount equivalent to the Storage Fee until such time that the location is ready and safe for installation, as determined by Company.

9. Warranty Company warrants, to purchasers from a Company authorized seller (each a “Buyer”), that the equipment manufactured by it and services provided by it will be free from defects in material and workmanship, for the duration of the specified Warranty Period. For new equipment, a period of twelve (12) months from the date of initial operation not to exceed eighteen (18) months from shipment, whichever first occurs, except for the Airend of new oil-flooded rotary screw air compressors, which is for the duration as detailed in the 5 Year Airend Parts Warranty below; for parts and services, six (6) months from the date of shipment; for services, six (6) months from the date of installation, inclusive of transportation and installation costs if installed by Company or six (6) months from the date of delivery exclusive of transportation and installation costs if not installed by Company (each a “Warranty Period”). Equipment or parts manufactured by others are warranted only to the extent of the original manufacturer’s warranty to Company.
5 Year Airend Parts Warranty: Company Warrants , to a Buyer, that the Airend, as defined below, of new oil-flooded rotary screw air compressors manufactured by Company, will be free from defects in material and workmanship for a period of five (5) years from the date of initial operation not to exceed sixty-six (66) months from shipment, whichever occurs first. This Airend warranty is strictly contingent on the Buyer’s demonstration that Buyer used only genuine Company replacement parts and lubricant in maintaining the defective compressor, according to Company’s recommendations, for the duration of the Warranty Period. Use of non-genuine Company replacement parts or lubricants will void this Airend warranty. Company reserves the right to request a coolant sample from Buyer, or to perform coolant sample analysis, upon Buyer’s Airend warranty claim. If Buyer makes a compliant Airend warranty claim during the Warranty Period, Company will only be responsible for, at its option, providing a new or remanufactured replacement Airend part and standard freight charges. Buyer will be required to provide Company with the defective Airend in exchange for the replacement Airend. For the purposes of this Airend warranty, the “Airend” is defined as the set of two rotors (one male and one female), the housing, and the bearings for a single-stage compressor and two (2) sets of two rotors (one male and one female), the housing and the bearings for a two-stage compressor. This Airend warranty specifically excludes other parts like the Airend shaft seal, gears, and pulleys, as well as expedited freight, labor, and any other costs associated with repair or replacement of Airend.

10. Order Cancellation If Buyer cancels an order, Buyer will pay a cancellation fee to Company in an amount equal to Company’s direct out of pocket costs incurred plus a percentage of the order value to cover sales and administrative expenses. The percentage is based on the proportion of time which has elapsed from the date the order is placed to the originally scheduled shipment date as follows:

Percent of time elapsed from PO date to scheduled ship date Cancellation fee % of PO Value 0-10% 5%

REPORT TO COUNCIL
DATE ISSUED: July 24, 2026
FROM: Nick Wells, City Manager
SUBJECT: City Manager Update
INFORMATION ONLY – NO ACTION REQUIRED AT THIS TIME

ADMINISTRATION
Public Safety Lot/New Construction – Rubio Medina of Irvine, California was engaged in April, 2023, to perform Architecture services to design Phase I (Fire Apparatus Bay) and Phase II (PS Administration & Fire Dormitories) of this project. Staff met with Mr. Medina multiple times in early May, wherein iterative documents were discussed and revised. Pursuant to discussions between Council, Chief Silva, the CM, and Mr. Medina regarding configuration, direction solidified for constructing a 3-bay apparatus section and a 2- story administration/residence area. Further discussion also clarified the placement of the building on the site and the external motif design. Due to an increase in the size of the project over that which was called out in the RFP, the architect approached the City about augmented funding. More solid delineation of cost estimates for the phasing of the project were presented in August, 2024, and approved by Council.

A status update meeting with Mr. Medina, Chief Silva, and the CM was held via Zoom in late January, 2025, wherein Medina estimated submission of plans for first plan check to be middle to late February. Chief Silva continued to meet virtually with the architect and subconsultants on various issues over the spring months.

The full set of drawings were finally submitted to the plan check firm in late April. This process was expected to be iterative with the architect, with multiple redlines and resubmissions, with staff expecting the entire process to be less than 60 days. However, the architect was once again very slow to turn the documents back around to the plan checkers, subsequently saying that he was “waiting on” some information from the City to move forward. That was then sent to him. Chief Silva spoke with Mr. Medina in early November and although he continued to want to hold the project up for minor issue like landscaping and color schemes, he resubmitted the process for a second plan review. Chief Silva checked in with Mr. Medina in early January and he admitted not much work had been done of late, but would be getting back on it. At one point in early 2026, although the plans were resubmitted for plan check, the submission was incomplete, so review had not begun. Chief Silva continues to check in with Mr. Medina to resolve any issues. Medina currently has multiple plan check items that need response. Some work on offsite issues need to be finalized. A web conference with staff and consultants to discuss grading issues was held last week. There was a bit of a holdup with the local subconsultant engineers for this function. Staff helped to apply pressure and plans were resubmitted last week. The City Engineer turned around comments for more revisions within a few days and Mr. Medina has said he will stay on top of it.

Multiple conversations regarding augmented funding have taken place with staff, Council, and various entities. In late April, 2025, the CM and Mayor Goodsell flew to Sacramento in association with a League of Cities event and had an opportunity to meet with our state legislators regarding directed funding for the project. We were also able to dovetail into ongoing conversations between ICSO and these representatives for funding their own Imperial County project. Budget funding will be tight, due to state shortfalls, but this Meeting Date 07/27/26

work, along with assistance from CrisCom, put the City in a very favorable position to capture any potential windfalls. Chuck Jilloian, the President and CEO of CrisCom, addressed the Council at a June meeting, reiterating that our project stands a good chance of getting directed funding. The CM met with a CrisCom representative in August to get an update on the legislative process and discuss additional grant opportunities. The CM compiled information from various sources and submitted an application for directed Congressional funding to Raul Ruiz’s office in early May. It was revealed to our group at the League of Cities Conference that the City’s $2 million request to Congress made it out of committee and was still on track to be funded if/when a federal budget was passed. The City received word that the project was selected by the Congressman and recommended to the Congressional budget committee. Although we were notified in March that the Congressman’s projects were not funded, his office subsequently resubmitted in the next round of funding. City officials hosted both Congressman Ruiz and Assemblyman Jeff Gonzalez at the Veteran’s Day Parade in November, 2025. We took the opportunity to escort both to the site of the upcoming construction to provide a visualization of the building concept. Recently, the City received word that the $2 million Congressional allocation had been approved. Officially, President Trump signed the Continuing Resolution that funds the project in early February! Congressman Ruiz was in town in early April to make an official presentation of the award of funds. In late April, Mr. Goodsell and the CM travelled to Sacramento to once again meet with State legislators to solicit additional assistance.

Staff continues to pursue additional funding sources. At the 2024 League of Cities Annual Conference, Councilmen Anderson and Goodsell joined the CM in multiple conversations with firms and organizations that show promise as potential funding sources. One salient proposal was received on which Council requested further research. The contact led to a two-year agreement in February, 2025, with the CrisCom Company to represent the City in pursuing funding. The CM is working with CrisCom on the upcoming budget “asks” for all of our elected representatives. A CrisCom rep was on hand for the Carrot Festival Parade in early February. The CM and a few Council members had a dinner meeting the night of the parade to further discuss ongoing work with CrisCom and potential additional funding. CrisCom reps will be in town for this Council meeting and have proposed going to dinner afterwards to discuss current needs of the City.

Staff is working to procure additional funding through HCD via a CDBG Block Grant. Although these grants are very competitive, it is hoped that the utility of our project will reflect well on fundability. The application was officially submitted in early April. Awards are expected to be announced in the Fall.

PUBLIC WORKS

TRANSPORTATION PROJECTS
Pine Avenue Sidewalks –Holtville was awarded CMAQ dollars through ICTC in 2023 to add sidewalks to both sides of Pine Avenue between Fourth and Fifth Streets. A Task Order for The Holt Group to prepare Design plans was approved in September, 2025. Staff met with the City Engineer on some issues for this project in late October. THG met with adjacent property owners to discuss issues and preferences in early February. Design is now complete, so staff has been working with Caltrans to get authorization for construction soon. A holdup with IID regarding power pole relocation resulted in much discussion. To avoid the conflict, THG revised the plans to take the sidewalk around the subject poles. The E76 for this project (authorization to proceed) was issued by Caltrans last week, so this project should be moving forward soon.
2025 Call for Projects – two projects suggested by staff in late April, 2025, were approved by Council for application. Pursuant to conversations at the SCAG Conference, the CM requested that planning staff work up and submit two additional projects by the due date. The 4 projects (Cedar Avenue from Fourth to Fifth, as well as Melon Avenue from Eighth to Ninth, Seventh to Eighth, and Sixth to Seventh) were submitted.

ICTC went through the scoring process and the Holtville projects all scored toward the middle of the pack, however, especially given the palatable funding levels, all were proposed to be funded. All were subsequently approved by the SCAG Transportation Committee and General Assembly. For the Melon Road projects, funding will require ownership, so the process has begun to annex all of that section from the County. Staff met with County Public Works in April to discuss this and potential other street/RoW annexations which was met with positive feedback. Ongoing work has now involved the County surveyor to approve the proposed annexation. Planning staff is currently working on moving the East Ninth Street and Melon Avenue annexations forward.

Capital Improvements Project Listing – a meeting was held in November, 2023, with staff, including the City Manager, City Engineer, City Planner and Water/Wastewater Lead Operator to discuss long term capital improvements needed in the City. Water system improvements, sewer system upgrades, streets projects and other issues were discussed. Staff reinitialized discussions with Council and had some preliminary information on the late-April, 2025 agenda. Discussion will continue on subsequent agendas.

The folks from the Institute for Local Government conducted a training on goal setting relevant to this process in May, 2026.. Subsequent to that training session, we will develop this further after Budget season.

ILG forwarded their notes from the session in early July, which will be reviewed and brought back for further discussion.

PARKS
Railroad Trestle Repair – A grant was secured from the California Natural Resources Agency (CNRA) to repair the railroad trestle burned in a river bottom fire several years ago. This is necessary to connect the Trail to east side of the river and eventually the Wetlands. After over a decade and a half of being somewhat unsightly and unusable, the trestle will soon be fixed cosmetically and usable for pedestrian and nonmotorized traffic. Documentation was finally signed for this grant in late October, 2021. Kleinfelder, Inc., was selected for Design services in April, 2024, and a meeting with the design team was held to discuss various facets of the project. Multiple ideas to control costs and stretch the project dollars were decided upon. The decision was made to proceed with the general direction of keeping the original character of the structure, while making concessions to keep costs under control.

Pursuant to a periodic plan check, reprioritization of the elements to be completed vis a vis available funding was amended in May. Kleinfelder provided 90% plans in late September, which included construction estimates. THG reviewed the plans and sent them back to Kleinfelder for clarification and/or correction. The revised plans were resubmitted and further comments were sent back by THG. 95% plans were received in February and final plans soon after. A site visit with the design engineer, staff and The Holt Group was held in early January to iron out some issues. Bids were opened in February, with the low bid significantly over the amount of funding available for the project. Staff met with representatives of CNRA to discuss options.

Requested additional funding is not available, so staff is working to truncate the project to fit within the available funds. This will require approval from CRNA, but they seemed receptive to most discussed options. Staff has been working on a reduction in scope submission to CNRA for approval. Council authorized THG staff to work on the scope reduction in early May.

As a separate potential funding source, staff worked with THG and CrisCom on a grant application to CNRA under the Urban Greening Program. We should find out something by late summer. Staff also worked on a submission for this project under SCAG’s Active Transportation Project funding. Finally, Planning staff prepared an application for the IID FLOW program, as it specifically calls out bridge funding as a possible use. Staff was recently notified that the Urban Greening grant application was unsuccessful.

Holtville East Trail Link - The City Manager had multiple discussions in recent years about a Trail extension from the Trestle to the Country Club area, then to the UC Research station and eventually to Hwy 111 for easier access to IVC with active transportation funding options. The idea has been well received by SCAG staff and the head of County Public Works. An application for Active Transportation funding was developed in mid-2024 and a grant application was submitted in June to fund design of the project.

Mellinger Alamo River Trail - A grant was awarded in early 2024 to River Partners, a non-profit that deals in habitat restoration, for a project that would include a Wetlands trail spur. RP met with the City Manager and toured the site, then engaged Nicklaus Engineering to design the project. Staff has worked with NEI and River Partners extensively since March of that year to discuss design elements. River Partners performed multiple physical “scouting” trips to decide the best path for the trail extension. They performed some preliminary exploration and soil sampling to move the project forward. A tentative map was forwarded to the City in early 2024. The original template was aggressive (i.e. “Expensive”), so it was assumed that discussions and concessions would continue. River Partners presented a slightly revised plan to the Council in early October to get feedback on the direction of the project. Staff met virtually with River Partners in mid-December, with some minor adjustments to the plans discussed. A regrouping meeting was held in February with a few outstanding studies to proceed with the next steps in finalizing design and procuring funding. A site visit was held in late October with River Partners and IID to discuss issues. The meeting mainly centered on foliage issues, but next steps were discussed and a side discussion with IID regarding upkeep of the Wetlands was fruitful. A pre-submittal meeting with the County was held recently to start working toward commencing the project. The CM checked in with River Partners staff recently. With the design complete, the current grant is closed out, however, they have committed to help continue to seek funding for the project. The CM had discussions regarding project scope with RP staff in later June to make the permitting more streamlined for the project. Staff received word this week that the proposal through the Urban Greening grant was judged adequate to move on to the next round of consideration. We will be working with River Partners on the necessary additional documentation.

SitelogiQ Energy Savings Project – this project was proposed to add mandated energy efficiency modifications to City facilities was examined in 2025. In order to take advantage of expiring federal incentives, the project was somewhat fast tracked and approved by Council in October. Financing was secured in late November/early December. A project kickoff meeting was held with SitelogiQ representatives and City staff in late December, then staff began meeting with the implementation team for semi-weekly progress meeting. Finance staff worked through the process of making construction payments through the bond funding and the first payment was drawn from the bonds in late March. LED lighting has now been installed at the Samaha Park basketball courts and work on the solar panels at the plants will begin soon. As an offshoot to this project, the City has applied for and received the IID GLOW grant to replace additional field lighting at both Samaha and Mack Parks. The CM has been working with SitelogiQ to procure a soils testing/inspection consultant. Action will be on the next agenda to engage a preferred firm.

BUILDING DEPT - The City has issued 82 building permits thus far in 2026. A list of permits issued by month is available on the City’s website at https://www.holtville.ca.gov/building-planning/buildingandplanning/building-department/ Melon, LLC Housing Project (± 50) – A project has been in the works for some time at the northeast corner of Ninth and Melon, just outside the City limits. After years of confusion regarding the process, the project’s ownership group, led by John Hawk, engaged Development Design & Engineering in 2016 to assist in moving the project along. DD&E completed CEQA compliance, and a Mitigated Negative Declaration was adopted by the Planning Commission and City Council in late 2020.

The project was presented at the Planning Commission in October 2020 and drew a good deal of public opposition. PC action pushed the project forward with a designation of allowing R-1 or R-2 development, with Council accepting the PC recommendation in November, 2020. The denser R-2 zoning designation would allow up to 8 units per acre, or approximately 65 units. The annexation was approved by LAFCo in February, 2021. We await further submission from the project proponent.

Staff has spoken with Mr. Hawk multiple times to remind him that there are still several requirements to move his project forward. He still needs to produce a site plan, building plans, pull permits, etc. The CM has spoken with Mr. Hawk periodically in the past few years and he vacillated between a desire to sell the project and working with a builder to construct the project himself. The CM spoke with Mr. Hawk again in early 2026, wherein he stated that he was planning to come in to meet regarding proposed footprints.

AMG Pine Crossing Apartments (± 64) – This is a mirror image project across from Fern Crossing complex. Building plans were approved in early October, 2024, and site work began shortly thereafter.

Several issues with the underground work (primarily sewer and stormwater) were addressed in the Spring of 2025. An issue with the design of their sewer conveyance to the City system arose and rectified in early 2026, rectifying an elevation miscalculation from their design staff by taking a longer run to a different manhole for connection. They are currently working to be ready for opening in July or August. Staff met in early May to discuss proposed changes to the handling of the stormwater by the developer. Staff is currently working on loan documents to utilize PLHA funds already secured to support this project.

Peri & Sons Ag Labor Housing (66) – this project was introduced to Planning Commission earlier this week. It proposes to construct USDA-approved dormitory style housing for up to 660 H2A Visa Program agriculture laborers working for the applicant firm. PC approved the site plan and density waiver contingent on City Council approval of the land use designation and Conditional Use Permit. A Public Hearing was held at a subsequent City Council meeting and the project was approved. The contractor met with staff in July to inform the City of upcoming submission and to discuss the potential timeline for approval to move forward with building permits. Plans have been submitted for review and the site is currently being cleared.

The first plan check produced several points that Duggins worked to correct. In early March, they resubmitted for second plan check. Issues arose that required staff work, but most have been resolved. Peri & Sons recently notified staff that there is a plan to truncate the project, with full buildout expected at a later date. Subsequently, a back channel source has said the project may be on hold for a year.

WATER ENTERPRISE
Rate Study – The profitability of the Water Enterprise has been problematic in recent years. Coupled with the debt covenant to budget a net revenue of 120% of the annual debt service, a rate adjustment has been explored. A formal Water Rate Study must be completed. The CM discussed this issue with THG early this month. A study is likely to cost in the $30k range. An item will be brought in the next few weeks to procced with procuring a consultant.

IID FLOW Grant – Staff is working to submit multiple applications for the IID’s Funding Local Opportunities for Water (FLOW). One will be attempt to augment funding for the Trestle project, the other will aim to replace non-functional water valves throughout town.

We started out the month with aiding with the Holtville High School graduation; we stood by for the fireworks show. The show lasted 4 minutes, with no injuries or damage. Next day we participated in our annual Ice Cream social.

We started doing company inspections throughout the city. Company inspections are different than business inspections. The on-duty fire crew go to the local businesses and see where the fire suppression, egress, occupancy loads, this allows the crew to get a personal look at the business during normal operating hours. The company inspections will be conducted on Fridays.

We continue to enhance our training; we are incorporating more new technology training into our sessions.

On June 22, 2026, while providing medical assistance to a bee sting patient, I too became a patient as I was stung 62 times by was later identified as Africanized bees. Our patient was stung a lot more than I was, he was flown out to San Diego for evaluation, he developed a heart condition as severe bee stings can lower a person blood pressure.
