3. CONSENT CALENDAR:
All items listed on the Consent Calendar are to be acted upon by a single action of the City Council unless othenuise requested by an individual Councilmember for special consideration. Otherwise, the recommendation of staff will be accepted and acted upon by roll call vote.
3.1: Approve the Minutes of the Regular Meeting of September 26, 2022.
3.2: Approve the Warrants Register.
3.3: Authorize the closure of City Hall from December 27, 2022 through December 30, 2022.
3.4: Appoint Jeff Montgomery to the Parks, Recreation and Entertainment Commission.
3.6: Adopt Resolution No. 2022-49, Approving the Professional Services Agreement with MCR Engineering For Contract City Engineer Services and Authorize the City Manager to Execute the Professional Services Agreement with MCR Engineering Inclusive of Any Final Edits by the City Attorney.
Councilmember Bawanan requested that Consent Calendar item 3.5 be pulled for special consideration.

3.5: Adopt the Revised Travel Policy for City of Hughson Officials and Employees.
Councilmember Bawanan requested that an amendment be made to the revised Travel Policy to include an increase in per diem meal amounts to breakfast $'l5.00, lunch $20.00, and dinner $25.00.

6.1: Adopt Resolution No. 2022-50, Awarding the Replacement of Existing Backstops, Dugouts, Benches, and Concrete at Lebright Fields at the Northeast Corner and at the Southeast Field to All Commercial Fence, Inc., in the Not to Exceed Amount of $268,000.00 with a I 0% Contingency and Authorize the City Manager to Execute the Construction Contract Inclusive or any Final Edits by the City Attorney.
Director Jauregui presented the staff report on this item.

8.1: Staff Reports and Comments: (Information Only - No Action) City Manager:
City Manager Mayhew informed the City Council that the City has received donations for the Christmas Tree replacement. She informed the Council that the Senior Center would be closed for renovations from November 14 - December 2, 2022. She announced that the Dennis Wallace Memorial Service will be held on November 13, 2022 at Hughson City Hall.
Community Development Director:
Director Jauregui provided an update regarding the Tully Road & 2nd Street Sewer Project.

Police Services:
Chief Landeros provided the City Council with the latest Crime Statistic Report.
City Attorney:
City Attorney Schroeder announced that the State of California State of Emergency will be repealed in February 2023.

Councilmember Bawanan attended a Chamber of Commerce meeting. He also attended City staff briefings prior to the City Council meeting.
Councilmember Rush attended City staff briefings prior to the City Council meeting.
Councilmember Buck attended City staff briefings prior to the City Council meeting. He also attended an Economic Development Committee meeting on October 24, 2022.
Mayor Pro Tem Hill attended an Economic Development Committee meeting on October 24, 2022.
8.3: Mayor's Comments: (Information Only - No Action)
Mayor Carr attended a Stanislaus Council of Governments meeting. He provided a reminder regarding Trunk, or Tent and Treat and the Dennis Wallace Memorial Service on November 13, 2022.
