3.2: Approve the Warrants Register.

3.4: Adopt Resolution No. 2022-51, Removing Director of Finance and Administrative Services Anna Nicholas, and Adding Community Development Director Carla Jauregui as a Signatory on the City of Hughson Bank Accounts at Bank of the West, Effective November 18, 2022.
3.5: Adopt Resolution No. 2022-52, Approving the Addition of a Second Customer Service Clerk to the Annually Budgeted Positions, Effective Immediately.
3.7: Adopt Resolution No. 2022-53, Approving the Revised Salary Schedules for Fiscal Years 2022-23 and 2023-24.
3.8: Adopt Resolution No. 2022-54, Approving the Position Title Change and Job Description Revision from Assistant to the City Manager/City Clerk to Executive Assistant/City Clerk; the Amended Salary Range for Said Position From Range 134 to Range 143; and the ReclassiTication or the Current Management Analyst to the Executive AssistanUCity Clerk Position.
3.9: Adopt Resolution No. 2022-55, Supporting the Approval of the First Amendment to the Intergovernmental Cooperation Agreement for the Stanislaus Urban County Community Development Block Grant Program and an Update on the Stanislaus Urban County Requalification Process and the Formation of a New HOME Consortium, and Authorize the City Manager to Sign the First Amendment to Intergovernmental Cooperation Agreement for the Stanislaus Urban County Community Development Block Grant Program.
Councilmember Rush requested that Consent Calendar item 3.6 be pulled for special consideration.

6.1: Adopt Resolution No. 2022-56, Awarding the Driveway Improvements to Starn Park to Dirt Dynasty in the not to Exceed Amount of $42,000, and Authorizing a 10% Construction Contingency, and Authorize the City Manager to Execute the Construction Contract with the Lowest Responsible Bidder, Inclusive of any Final Edits by the City Attorney.

8.1: Staff Reports and Comments: (Information Only - No Action) City Manager:
City Manager Mayhew provided an update regarding ARPA Projects, the Well 7 Replacement Project, and the Tully Road Sewer Project. She also informed the City Council that the Hughson Volunteer Fire Association 2022 Santa Route is available.
City Clerk:
City Clerk Gose provided an update regarding the 2022 Trunk, or Tent and Treat. She also informed the City Council that the 2022 Election results will be on the December 12, 2022 agenda for certification.

Director of Finance and Administrative Services:
Director Nicholas provided an update regarding the internal Safety Committee, the FY 2021-2022 Financial Audit, the Measure L Audit, and the current open employment recruitments. She thanked the Mayor, Council, staff and Hughson community, and said her goodbyes.
Police Services:
Chief Landeros provided the City Council with the latest Crime Statistic Report.
8.2: Council Comments: (Information Only - No Action)
Councilmember Bawanan volunteered at the Modesto Sunrise Rotaiy Crabfeed. He attended the Dennis Wallace Memorial on November 13, 2022. He thanked all veterans for their service. He thanked Anna for her service with the City of Hughson. He thanked City staff, and Hughson Police Services for their continued hard work.
Councilmember Rush congratulated the newly elected Councilmembers. He attended an active shooter training on November 14, 2022, the Trunk, or Tent and Treat on October 29, 2022, the Dennis Wallace Memorial on November 13, 2022, and the Hughson Arboretum Harvest Festival on November 5, 2022. He also announced that he will be absent at the next regular City Council meeting on November 28, 2022.
Councilmember Buck attended the Hughson Elementary Halloween Parade on October 31, 2022. He also attended a West Turlock Subbasin GSA meeting, and the Dennis Wallace Memorial on November 13, 2022. He thanked City staff for all of their hard work in regard to holiday events. He congratulated Director Nicholas on her new role as City Manager in the City of Gustine.
Mayor Pro Tem Hill congratulated Director Nicholas on her new roe as City Manager in the City of Gustine. He attended a Stanislaus County Economic Development Action Committee meeting. He also attended the Dennis Wallace Memorial on November 13, 2022.
8.3: Mayor's Comments: (Information Only - No Action)
Mayor Carr attended a StanCOG presentation. He thanked City staff and the Sheriff's Department for the successful 2022 Trunk, or Tent and Treat. He congratulated Director Nicholas on her new role as City Manager in the City of Gustine. He attended the Dennis Wallace Memorial on November 13, 2022.
