A member of the public expressed concerns regarding the City of Hughson Use Permit process.

3. CONSENT CALENDAR:
3.1: Approval of the Minutes of the Regular Meeting of April 8, 2024.
3.2: Approval of the Warrants Register.
3.3: Adoption of Resolution No. 2024-11, Calling and Giving Notice of the Holding of a General Municipal Election on Tuesday, November 5, 2024, for the Election of Certain Officers as Required by the Provisions of the Laws of the State of California Relating to General Law Cities and Requesting Consolidation of the Election with Stanislaus County.
3.4: Adoption of Resolution No. 2024-12, Performing the Biennial Review of the City of Hughson's Conflict of Interest Code.
3.5: Adoption of Resolution No. 2024-13, Supporting the Approval of the Fiscal Year 2024-2025 Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) Annual Action Plan (AAP).
Mayor Pro Tem Crooker pulled Item 3.2 from the Consent Calendar for further discussion and clarification.

6.1: Authorize City Staff to Release Bid Documents for the Well 8 TCP Mitigation Project.
Director Jauregui presented the staff report on this item.
Mayor Carr opened public comment at 6:16 PM. There was no public comment. Mayor Carr closed public comment at 6:16 PM.
CARR/MCFADON 5-0-0-0 motion passes to authorize City staff to release bid documents for the Well 8 TCP Mitigation project, with the following roll call vote:

City Manager Romo informed the City Council that she will begi sending out a monthly report.
Director Weimer provided an update regarding the Fiscal Year 22/23 Financial Audit.
Director Jauregui provided an update regarding the Measure L Surface Improvement Project.
8.2: Council Member/Mayor Comments:
Councilmember McFadon attended the City of Ceres State of the City Address on April 18, 2024.
Councilmember Strain attended the City of Ceres State of the City Address on April 18, 2024.
She also attended an Economic Development Committee meeting on April 22, 2024.
Mayor Pro Tem Crooker attended a City/Fire 2+2 Committee meeting on April 9, 2024. He also attended an Economic Development Committee meeting on April 22, 2024.
Mayar Carr announced that he will be attending the Hughson Unified State of the District on April 23, 2024, and the State of Stanislaus County on April 25, 2024. 3 City Council Minutes April 22, 2024
Mayor Carr adjourned the meeting into Closed Session at 6:25 PM.
CLOSED SESSION TO DISCUSS THE FOLLOWING:
9.1: CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION (Paragraph (1) of subdivision (d) of Section 54956.9) Name of case: Souza et al. v.
CaPERS; Court of Appeal Case No. C099861
All Councilmembers were present for the duration of the closed session. The Council returned from Closed Session at 6:54 PM. No reportable action was taken.
