2.1:. Proclaim May 19-25, 2024, as Public Works Week.

CONSENT CALENDAR:
3.1: Approval of the Minutes of the Regular Meeting of April 22, 2024.
3.2: Approval of the Warrants Register.
3.3: Adoption of Resolution No. 2024-14, Declaring the City Council's Intent to Cancel the November 5, 2024, Election, only if at the Close of the Nomination Period There are no More Candidates than Offices to be Elected.
3.4: A. Adoption of Resolution No. 2024-15, Directing the Filing of the Annual Reports for Fiscal Year 2024-25 for the Special Assessment Districts (Landscaping and Lighting Districts, Benefit Assessment Districts, and Community Facilities Districts) in the City of Hughson.
B. Adoption of Resolution No. 2024-16, Declaring the City Council's Intent to Levy and Collect Assessments for Fiscal Year 2024-25 for the City of Hughson Landscaping and Lighting Districts, Benefit Assessment Districts, and Community Facilities Districts; and Set the Public Hearing for the June 10, 2024, City Council Meeting.
Councilmember Rush pulled Item 3.2 from the Consent Calendar for special consideration.

6. NEW BUSINESS:
6.1: Consider a Budget Adjustment to the 2023-24 Fiscal Year Budget in an Amount Not to Exceed $245,700 for the Migration to a New SCADA Platform and Authorize the City Manager to Execute Said Work with Quality Service Inc. Through a Task Order as Part of their Existing Contract for Services.
Director Jauregui presented the staff report on this item.
Mayor Carr opened public comment at 6:17 PM. There was no public comment. Mayor Carr closed public comment at 6:17 PM.
CARR/MCFADON 5-0-0-0 motion passes to approve a budget adjustment to the 2023-24 Fiscal Year Budget in an amount not to exceed $245,700 for the migration to a new SCADA Platform and authorize the City Manager to execute said work with Quality Service Inc.

8. COMMENTS:
8.1: Staff Reports and/or Comments:
City Manager Romo informed the Council that the April Monthly Report was emailed to each of them. She provided a reminder regarding the next scheduled City Council meeting, and also announced that the next office hours for Congressman Tom McClintock will be on Thursday, May 16, 2024. She also informed the Council that the Hughson Historical Society would like to proclaim June 4th as Hiram and Luella Hughson Appreciation Day.
City Clerk Gose provided an update regarding the Hughson Has Heart event.
Director Weimer provided information regarding the approved development of a cost allocation plan and informed the Council that the Fiscal Year 2024-2025 Preliminary Budget is scheduled to be presented in June.
Director Jauregui informed the Council that the draft Housing Element will be presented in the near future.
Chief MacKinnon provided the most recent Hughson Police Service Statistical Report. 3 City Council Minutes May 13, 2024
8.2: Council Member/Mayor Comments:
Councilmember McFadon attended a tour of the Wastewater Treatment Plant. He attended Hughson has Heart, the Household Hazardous Waste event, and the Hughson Volunteer Fire Association Annual Chicken BBQ.
Councilmember Strain attended the State of City of Ceres Address, the State of Stanislaus County Address, and the Hughson Fruit and Nut Festival. She participated in the Hughson has Heart event. She also attended a Hughson Ministerial Breakfast.
Mayor Pro Tem Crooker attended a tour of the Wastewater Treatment Plant, the Hughson Fruit and Nut Festival, and a West Turlock Subbasin GSA meeting.
Mayar Carr participated in the Hughson has Heart event. He attended the Household Hazardous Waste event, and the Hughson Volunteer Fire Association Annual Chicken BBQ.
Mayor Carr adjourned the meeting into Closed Session at 6:41 PM.

All Councilmembers were present for the duration of the closed session. The Council returned from Closed Session at 8:22 PM. No reportable action was taken.
