1. PUBLIC BUSINESS FROM THE FLOOR (No Action Can Be Taken):

Pursuant to California Government Code Section 54954.2(a)(3), no action or discussion may be undertaken on any item not appearing on the posted agenda, except that the City Council, or its staff, may briefly respond to comments or questions from members of the public, provide a reference to staff or other resources for factual information, or direct staff to place the issue on a future agenda.

3. CONSENT CALENDAR:
All items listed on the Consent Calendar are to be acted upon by a single action of the City Council unless otherwise requested by an audience member, or individual Councilmember for special consideration. Otherwise, the recommendation of staff will be accepted and acted upon by roll call vote.
3.1: Approve the Minutes of the Special Meeting of May 28, 2024.
3.2: Approve the Warrants Register for Expenditures paid from May 20, 2024, through June 3, 2024, in the amount of $93,621.67.
3.3: Approve Resolution No. 2024-19, Adopting a List of Projects for Fiscal Year 2024-2025 Funded by Senate Bill 1 (SB1): The Road Repair and Accountability Act of 2017.
3.4: Authorize the City Manager to execute an Agreement with Denise Schiefer to provide Planning and Building Program Services.
4. UNFINISHED BUSINESS:
4.1: Waive the Second Reading and Adopt Ordinance No. 2024-02, Adding Chapter
17.03.082 and Amending Sections 17.01.090 and 17.02.032 of the Hughson Municipal Code Relating to Smoke Shop Uses.
5. PUBLIC HEARING:
5.1: A. Adoption of Resolution No. 2024-20, Confirming Diagrams, Assessments and Reports and Levying Assessments for Fiscal Year 2024-25 for All Landscape and Lighting Districts (LLDs) and All Benefit Assessment Districts (BADs) within the City of Hughson.
B. Adoption of Resolution No. 2024-21, Establishing the Annual Special Tax for the City of Hughson Citywide Community Facilities District (Parkwood), for Fiscal Year 2024-25.
6. NEW BUSINESS:
6.1: Review and Accept the City of Hughson’s Fiscal Year 2022-23 Audited Financial Report.

In accordance with California Government Code Section 54957.5, any writing or document that is a public record, relates to an open session agenda item, and is distributed less than 72 hours prior to a regular meeting will be made available for public inspection in the office of the City Clerk at Hughson City Hall during normal business hours. If, however, the document or writing is not distributed until the regular meeting to which it relates, then the document or writing will be made available to the public at the location of the meeting, as listed on the agenda.
Notice Regarding Non-English Speakers:
Pursuant to California Constitution Article III, Section IV, establishing English as the official language for the State of California, and in accordance with California Code of Civil Procedures Section 185, which requires proceedings before any State Court to be in English, notice is hereby given that all proceedings before the City of Hughson City Council shall be in English and anyone wishing to address the Council is required to have a translator present who will take an oath to make an accurate translation from any language not English into the English language.
