1. PUBLIC BUSINESS FROM THE FLOOR (No Action Taken):
Cindy Spiro addressed the City Council on the Hughson Historical Society's 22nd Annual Appreciation Dinner on August 20, 2024, honoring the Arnoldo and Mary Chiesa and Ham and Lorraine Cunningham Families.

2. PRESENTATIONS: NONE.
CONSENT CALENDAR:
3.1: Approval of the Minutes of the Regular Meeting of June 10, 2024.
3.2: Approval of the Warrants.
3.3: Adopt Resolution No. 2024-22, Establishing the Annual Special Tax for the City of Hughson, Province Place Community Facilities District, 2017 for Fiscal Year 2024/25; Adopt Resolution No. 2024-23, Amending Resolution No. 2024-21, and Establishing the Annual Special Tax for the City of Hughson Community Facilities District (Parkwood), for Fiscal Year 2024/25, and Direct the Harris & Associates Assessment Engineer to file, or cause to be filed, a certified copy of said Resolutions and the reports with the Stanislaus County Tax Collector.
3.4: Adopt Resolution No. 2024-24, Approving an Agreement with Stanislaus County to perform Law Enforcement Services for the City of Hughson, Authorize the Mayor to Execute the Agreement Inclusive of any Final Edits by the City Attorney, and Authorize the City Manager to Execute the General Law Enforcement Service Level Request for Fiscal Year 2024-2025, and Annually Thereafter, and any Other Documents Required by the Agreement.
Councilmember Rush pulled Item 3.3 from the Consent Calendar for special consideration.
CROOKER/MCFADON 4-0-0-1 motion passes to approve the Consent Calendar Items 3.1, 3.2, and 3.4, with the following roll call vote:

City Manager Romo announced an amendment to Resolution No. 2024-23 of Item 3.3. The amendment included an update to the number of parcels listed in Exhibit A.
Councilmember Rush expressed his concerns regarding Item 3.3.

3.3 as amended, with the following roll call vote:

Director Weimer presented the staff report on this item.

City Manager Romo provided an update regarding the monthly report.
City Clerk Gose informed the City Council that there will be a Candidate Information Meeting for the 2024 General Municipal Election on July 10, 2024. She also thanked local businesses for National Night Out donations.

Chief MacKinnon updated Council on the Ice Cream with a Cop event.
8.2: Council Member/Mayor Comments:
Councilmember Strain updated Council on her attendance at the Ice Cream with a Cop event on June 24, 2024.
Mayor Pro Tem Crooker updated Council on his attendance at the City/Fire 2+2 Committee meeting on June 11, 2024 and the Economic Development Committee meeting on June 24, 2024.
Mayor Pro Tem Crooker adjourned the meeting into Closed Session at 6:54 PM.
CLOSED SESSION TO DISCUSS THE FOLLOWING:
9.1: CONFERENCE WITH LABOR NEGOTIATORS
Agency designated representatives: Dominique Romo, City Manager Employee Organization: Operating Engineers Local Union 3 The Council returned from Closed Session at 8:35 PM. All councilmembers were present for the duration of the session, except Mayor George Carr who was absent. No reportable action was taken.
