Subject: Approval of City Hall Closure during the Holiday Period of December 24, 2024, through January 1, 2025
Presented By: Ashton Gose, Executive Assistant/City Clerk Approved By:
_____________________________
City Manager
Staff Recommendation:
Approve the closure of City Hall during the holiday period between December 24, 2024, through January 1, 2025.
Background:
The City annually observes December 25 and January 1 as regular holidays. During the month of December, the City (and local government offices in general) have historically experienced a slowdown in business activity, including office operations and building permit activities. Additionally, the extended holiday closure provides City employees with an opportunity to spend time with their families with minimal impact on City-services and operations.
Discussion:
With this proposal, City Hall will be closed Tuesday, December 24, 2024, through Wednesday, January 1, 2025. City Hall will reopen for business on Thursday, January 2, 2025.
Employees, as practiced with past closures during the holiday season, may use their accrued leave time for the additional days for this closure, except for December 24, which has historically been given as another holiday by the City Manager. The City Manager will allow employees who do not have enough accrued leave time to supplement the closure, the opportunity to work or take part in the scheduled closure without pay. Vacation time used by employees during this period helps to lower vacation accrual liability.
Select Public Works, Utilities, and office staff will be working and performing critical tasks.
Additionally, normal on-call procedures will be followed to handle any emergencies that CITY COUNCIL AGENDA ITEM NO. 3.3
SECTION 3: CONSENT CALENDAR
may occur during this time. There will be management available as needed to address any issues that warrant an immediate response.
Following approval of the closure for the upcoming holiday season, the City will provide advance notification to inform the community that City Hall will be closed during this time.
City staff will post an announcement of the closure in the November and December newsletter that is mailed to every utility customer, as well as post signs at City Hall and provide notifications on the city website and social media. With adequate notice and outreach, community members will be made aware that the city will be closed and can plan to take care of City business either before or after the closure.
City utility bills are due on the last business day of the month; but in accordance with this office closure, the deadline for utility bills will be extended to after the holidays, on Friday, January 3, 2025.
Fiscal Impact:
The recommended holiday closure is expected to result in a decrease in employee accrued vacation balances, which will result in a decrease in the City’s overall accrued liability. In addition, there will be nominal savings in fuel costs, utilities, and other supplies used during the normal course of business due to reduced City operations.

Subject: Amending the Publicly Available Salary Schedule Enclosure: Exhibit A – Amended Salary Schedules
Presented By: Dominique Romo, City Manager
Approved By: _______________________________
Staff Recommendation:
Adopt Resolution No. 2024-39, approving the Amended Salary Schedules for Fiscal Year 2024-25, 2025-26, and 2026-27.
Background and Overview:
The FY 24/25, 25/26, and 26/27 Salary Schedules were reviewed and approved by the City Council at their September 9 meeting. The City Council adopted the Final Budget for FY 2024-2025 on September 23, 2024.
These salary schedules have been amended to reflect the adoption of the Final Budget for FY 2024-2025, which approved maintaining the Public Works Superintendent as the direct manager of both the Public Works (streets, buildings, and grounds) and Utilities (water and wastewater) staff.
Currently the Public Works Superintendent is being paid at a base rate of $45.42 plus an Interim 25% rate of $11.35 for a total hourly rate of $56.77. The salary modification uses the Council approved 25% Interim pay and made it the base pay at Step E (Hourly rate of $57.10). The Public Works Superintendent pay was revised as follows:
Range A B C D E
Current 148 $37.36 $39.23 $41.19 $43.25 $45.42 (+$11.35) = $56.77 Revised 171 $46.97 $49.32 $51.79 $54.38 $57.10
Fiscal Impact:
The Final Fiscal Year 2024-2025 Budget reflects the salary update as proposed. The Salary Schedule will become a publicly available document with an effective date of October 8, 2024.

Staff Recommendation (October 28, 2024):
Introduce and waive the first reading of Uncodified Ordinance No. 2024-04, approving ANNX24-0130 for the St. Anthony’s Catholic Church, property located at 2020 Euclid Avenue, APN No. 018-024-006.
Planning Commission Recommendation (November 12, 2024):
The Hughson Planning Commission recommends to the City Council the following:
1. Motion to adopt an Ordinance approving Annexation and Pre-Zone 2024-0130, Authorize staff to submit an Annexation Application to the Stanislaus LAFCo, and authorization for City staff to file a Notice of Exemption in accordance with Sections 15061 and 15183 of the CEQA Guidelines.
Background:
The Applicant, Pastor Luis Cordeiro co St. Anthony’s Catholic Church, is requesting to annex and pre-zone approximately 6.6-acres into the City of Hughson to allow for connection to City services including water, sewer, and storm drainage. The Project site is bounded by Fox Road to the north, agricultural lands to the south and east, and Euclid Avenue to the west. The Figure below further illustrates the proposed annexation boundary.
CITY COUNCIL AGENDA ITEM NO. 5.1
SECTION 5: PUBLIC HEARING
Annexation Boundary
Discussion:
The Hughson General Plan
The Hughson General Plan was adopted on December 12, 2005. The land use designation for the Project site is Urban Reserve, which is a land use designation set aside for future urban expansion.
Page LU-27 provides a discussion of the Urban Reserve land use designation, and notesthat in order for new development to occur within the Urban Reserve land use designation, a Specific Plan and associated environmental review will need to be prepared, in addition to a plan for annexation. However, in the case of the Proposed Project, the request isto annex the Subject Property was filed by the Applicant to allow connection to City services including water, sewer, stormwater, and frontage improvements per an approved Out of Boundary Service Agreement.
In 2001, the Project Applicant obtained approval for an Out of Boundary Service Agreement to allow for the City to provide domestic water services to the Project site. This Out of Boundary Service Agreement requires the Applicant to install various improvements, including a four (4) inch water service, a twelve (12) inch storm drain lateral, and curb, gutter, and sidewalk improvements along the frontage of the Property on Fox Road and Euclid Avenue. The Applicant has informed staff that these improvements will be installed as part of this annexation proposal.
While the General Plan indicates that a Specific Plan is needed for lands within the Urban Reserve designation, in the case of the Proposed Project, there is no new development proposed in terms of new residential or commercial development. The request to annex allows for the Project site to connect to City services and implement the obligations of the 2001 Out-of-Boundary Service Agreement.
Title 17 (Zoning) of Hughson Municipal Code
As discussed previously, the Applicant is requesting to annex property into the City of Hughson and apply a zoning designation of P-F to the Project site, otherwise known as prezoning. Section 17.04.048 (Zone changes, prezoning, and amendments) defines the processfor the prezoning of properties. To allow for an annexation and prezoning to occur, the area must be logical for annexation, and there are sufficient public utilities with the capacity to serve the Project site.
The Project site is located immediately adjacent to the existing city limits and within the City’s currently adopted Sphere of Influence. The annexation of the Project site would not create any unincorporated islands. This allows the Project site to be a logical expansion of the City limits.
The Proposed Project’s application was distributed for review and referral on February 21, 2024. This process allows City Departments and outside Agencies such as the Turlock Irrigation District (TID) to review the proposal and provide Planning staff comments, concerns, and/or questions.
In addition, in order to approve a proposed prezoning, the City Council must make the following findings:
1. The action is consistent with the general plan or any applicable specific plan; The Proposed Project is consistent with the City’s General Plan in that the Urban Reserve land use designation consists of lands recognized by the General Plan as suitable for urban development. It is important to note that the Proposed Project does not include any form of new development beyond the improvement obligations set forth in the approved Out of Boundary Service Agreement.
2. The action will not be detrimental to the public interest, health, safety, convenience, or welfare of the city; and,
The Project proposes to annex approximately 6.60-acres into the City of Hughson, and no new development is proposed at this time. The Project site has been previously developed and operates as the St. Anthony’s Catholic Church. The Proposed Project will initiate improvements along the Project site’s frontage that will allow for safer conditions for pedestrians utilizing Fox Road or Euclid Avenue.
The Project as proposed will not be detrimental to the public interest, health, safety, convenience, or welfare of the City of Hughson.
3. The site is suitable for the requested land uses, if applicable.
The entire Project site comprises the St. Anthony’s Catholic Church, and the existing use will remain as part of the proposed annexation. The Project site is suitable for religious facilities.
4. The prezoning is for an area that is logical for annexation.
The Project site is immediately adjacent to the Hughson city limits and represents a logical expansion of the City’s boundary and is considered a future growth area by the City’s General Plan. The Project also does not create any County islands.
5. Sufficient public utilities with the capacity to serve new development exist in the vicinity or the applicant can demonstrate how sufficient public utilities will be provided if they do not exist at the time of approval.
The intent of the Project is to allow for connection to City public utilities, including water, sewer, and storm water. The City Engineer has reviewed the Project and has determined there is sufficient capacity to provide public utilities to the Project.
Based on staff’s review of the Proposed Project, the findings noted above can be met to support the Applicant’s request.
Planning Commission Public Hearing
On October 1, 2024, the Hughson Planning Commission held a duly noticed public hearing to consider this application. There were no public hearing comments or concerns expressed to the Planning Commission. Upon conducting the public hearing, the Planning Commission, by vote of 5-0, approved PC Resolution No. 2024-06 (Attachment A), recommending the City Council approve ANNX24-0130.
California Environmental Quality Act (CEQA)
The Proposed Project is considered a “Project” subject to review and compliance with CEQA. City staff has evaluated the Proposed Project and the Planning Commission determined that the Proposed Project is exempt from further environmental review in accordance with Sections 15061 and 15183 of the CEQA Guidelines. Attached is a Memorandum provided by the Applicant relative to the CEQA (Attachment B).
Public Hearing Notice
In accordance with Chapter 17.04.004(F) of the Hughson Municipal Code, a public hearing notice was published in the Hughson Chronicle and mailed to properties within a 300-foot radius. At the time of writing this Staff Report, no comments (written or verbal) were received.

INTRODUCTION
The purpose of this memorandum documents compliance with the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15183 for the St. Anthony’s Catholic Church Annexation (Application File No. ANNX24-0130) to the City of Hughson.
PROJECT DESCRIPTION
The proposed Project is an annexation boundary change (political boundary change) that would include annexing an existing church facility into the City of Hughson. The church has existed in the unincorporated Stanislaus County since 1967. There are no new buildings or on-site improvements proposed, but the annexation of the Project site into the city limits would include the initiation of improvements to Fox Road and Euclid Avenue along the north and west boundary of the site, as well as city service connections.
These improvements are required per an Out of Boundary Service Agreement that was approved separately in 2001. The church is located within the City’s Sphere of Influence and has a current land use designation of Urban Reserve. Because the land is currently outside the City limits it does not have city zoning. Typical zoning for churches in Hughson falls under the Public and Quasi-Public Uses, which includes parks, public facilities, and religious facilities. Existing City right of way and services are located within the immediately adjacent roadways.
REVIEW OF PROJECT FOR EXEMPTION
FINDINGS FOR GENERAL RULE EXEMPTION
1. The project does not fit within a statutory or categorical exemption, but it can be clearly demonstrated that the project has no potential to have significant environmental effects.
The proposed Project would not have an environment impact because it is a political boundary change that causes no physical environmental changes to the Project site. Considering CEQA Guidelines section 15061 (Review of Exemption), the proposed Project meets the “common sense rule” exemption in that it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment (CEQA Guidelines section 15061 (b)(3). This conclusion is supported by the fact that the 5.86 acres proposed for annexation has a church that was built over 57 years ago and there is proposal for any new development of buildings or on-site improvements. The initiation of improvements to Fox Road and Euclid Avenue along the north and west boundary of the site, as well as city service connections, are required per an Out of Boundary Service Agreement that was approved separately in 2001. Such improvements have been anticipated under existing approvals, and all are in existing right of Attachment B
DE NOVO PLANNING GROUP
1020 SUNCAST LANE, SUITE 106, EL DORADO HILLS, CA 95762 2 way immediately adjacent to the church. For these reasons, the project qualifies as exempt from CEQA under common sense rule defined in Section 15061.
FINDINGS FOR 15183 EXEMPTION
CEQA Guidelines Section 15183 mandates that projects, which are consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects, which are peculiar to the project or its site. This process allows for streamlining CEQA compliance for qualifying projects and reduces the need to prepare repetitive environmental studies. In fact, evaluation under CEQA Guidelines Section 15183 is compelled by subsection (i) which states,
"Where the prior EIR relied upon by the lead agency was prepared for a general plan or community plan that meets the requirements of this section, any rezoning action consistent with the general plan or community plan shall be treated as a project subject to this section." In accordance with CEQA Guidelines Section 15183, the Project qualifies for an exemption because the following findings can be made:
1. The Project is consistent with the development density established by existing zoning, community plan or general plan policies for which an EIR was certified.
The proposed Project consists of the annexation of 5.86 acres located at the southeast corner of Fox Road and Euclid Avenue, into the City of Hughson city limits. The site is located within the City’s Sphere of Influence and is designated for Urban Reserve, and has been recognized as a public-quasi public facility serving the religious needs of citizens from the City of Hughson for 57 years. A more specific land use and zoning designation, such as Public-Quasi Public, if approved with the annexation, would reflect the existing condition (a religious use), and does not present a conflict with the development densities in the General Plan, Zoning Ordinance, or a community plan.
2. There are no project specific effects which are peculiar to the project or its site, and which the general plan update EIR failed to analyze as significant impacts.
The annexation represents a political boundary change only and no physical modifications to the existing 57-year-old church is proposed. The annexation will include the initiation of improvements to Fox Road and Euclid Avenue along the north and west boundary of the site, as well as city service connections, that are required per an Out of Boundary Service Agreement that was approved separately in 2001. Such improvements have been anticipated under existing approvals, and do not present an environmental impact not already anticipated under the City’s General Plan and certified EIR.
3. There are no environmental effects related to the Project that result in potentially significant off site and/or cumulative impacts, which the general plan update EIR failed to evaluate.
Such
DE NOVO PLANNING GROUP
1020 SUNCAST LANE, SUITE 106, EL DORADO HILLS, CA 95762 3 improvements have been anticipated under existing approvals, and do not present an environmental impact not already anticipated under the City’s General Plan and certified EIR.
4. There is no substantial new information which was not known at the time the General Plan EIR was certified that indicates more severe impacts than discussed in the prior EIR.
There is no new information that has been identified which would result in a determination of a more severe impact than had been anticipated by the GP EIR. The annexation represents a political boundary change only and no physical impacts would occur to the existing church facility. The initiation of improvements to Fox Road and Euclid Avenue along the north and west boundary of the site, as well as city service connections, that are required per an Out of Boundary Service Agreement that was approved separately in 2001, do not present a severe environmental impact, nor it is something that is not already anticipated under the City’s General Plan and certified EIR.
5. The project will undertake feasible mitigation measures specified in the general plan update EIR.
Because there is no physical development to the existing church facility, there are no impacts that warrant mitigation. Any improvements to Fox Road and Euclid Avenue along the north and west boundary of the site, as well as city service connections, that are required per an Out of Boundary Service Agreement would be performed following all city standards and requirements, including adopted mitigation measures, that are already in place for such activities.
CONCLUSION
The proposed Project has been reviewed for compliance with CEQA guidelines and requirements.
Pursuant to CEQA Guidelines Section 15061, the proposed Project meets the “common sense rule” exemption in that it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. In addition, pursuant to CEQA Guidelines Section 15183, the proposed Project is consistent is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified, and there are no project-specific significant effects, which are peculiar to the project or its site. The Project, as is, would not require further documentation to be cleared under CEQA pursuant to the statutory exemptions defined under both Section 15061 and 15183.

WHEREAS, the Planning Commission held a duly noticed public hearing on October 1, 2024, recommended to the City Council approval of ANNX24-0130, and found said annexation and prezoning to be consistent with the City’s General Plan and all other applicable plans, policies and regulations of the City; and
WHEREAS, the City Council held duly noticed public hearings on October 28, 2024, and November 11, 2024 in order to conduct a first reading of and to adopt this Ordinance; and, WHEREAS, after consideration and evaluation of the record before them, including any and all comments received during the noticed public hearing, the City Council has authorized approval of ANNX24-0130 and prezoning of the Project site as a “Public Facility” (P-F) zone, subject to the Conditions of Approval provided in Exhibit A; and,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF HUGHSON DOES ORDAIN AS FOLLOWS: and finds that ANNX24-0130 meets the following criteria set forth in Section
17.04.048(D)(3) of the Hughson Municipal Code:
Section 1. FINDINGS. After a public hearing on November 11, 2024, at the Hughson City Council Chambers located at 7018 Pine Street Hughson, California, the Hughson City Council finds and determines as follows:
1830771-1
A. The Project is consistent with the City’s General Plan in that the Urban Reserve land use designation consists of lands recognized by the General Plan as suitable for urban development, and because the Project does not include any form of new development beyond the improvement obligations set forth in the approved Out of Boundary Service Agreement.
B. The Project as proposed will not be detrimental to the public interest, health, safety, convenience, or welfare of the City of Hughson because no new development is proposed at this time. The Project proposes to annex a 6.6-acre site that has been previously developed and is operating as the St. Anthony’s Catholic Church. The Project will initiate improvements along the Project site’s frontage that will allow for safer conditions for pedestrians utilizing Fox Road or Euclid Avenue.
C. The Project site is suitable for religious facilities, the applicant’s requested use.
The entire Project site comprises the St. Anthony’s Catholic Church, and the existing use will remain as part of the proposed annexation.
D. The prezoning is for an area that is logical for annexation. The Project site is immediately adjacent to the Hughson city limits and represents a logical expansion of the City’s boundary and is considered a future growth area by the City’s General Plan. The Project also does not create any County islands.
E. The City Engineer has reviewed the Project and has determined there is sufficient capacity to provide public utilities to the Project. Upon annexation, St. Anthony’s Catholic Church will connect to City public utilities, including water, sewer, and storm water.
Section 2. ADOPTION. The Hughson City Council hereby adopts Ordinance No. 2024-04 authorizing approval of ANNX24-0130 and authorizing staff to submit an Annexation Application to the Stanislaus LAFCo for the subject property.
Section 3. PREZONING. The City of Hughson Zoning Map is hereby amended to classify the property as described in “Exhibit B”, to “Public Facility” (P-F) upon the completion of the property’s annexation into the City, and subject to the Conditions of Approval attached hereto as “Exhibit A.” Section 4. CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA). A Notice of Exemption has been prepared and adopted by the City of Hughson on November 11, 2024 in accordance with Sections 15061 and 15183 of the CEQA Guidelines.
Section 5. SEVERABILITY. If any provision of this ordinance or application thereof to any person or circumstances is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are severable. The city council hereby declares that it would have adopted this ordinance irrespective of the validity of any particular portion thereof.
Section 6. PUBLICATION AND EFFECTIVE DATE. Within fifteen (15) days after its final passage, the City Clerk shall cause this ordinance to be posted in full accordance with Section 36933 of the Government Code. This ordinance shall become effective thirty (30) days after its final passage. 1830771-1
By motion of Councilmember ____, and seconded by Councilmember ___, the foregoing ordinance was introduced, and the title thereof read at the regular meeting of the City Council of the City of Hughson held on October 28, 2024, and by a unanimous vote of the council members present, further reading was waived.

Staff Recommendation:
Adopt Resolution No. 2024-40, approving the October 2024 – December 2026 American Rescue Plan Act Funds Spending Plan.
Background:
Signed into law on March 11, 2021, the American Rescue Plan Act of 2021 (“ARPA”) provides $1.9 trillion worth of federal COVID-19 relief. The relief package includes $350 billion in additional funding for state and local governments, more commonly designated as the Coronavirus State and Local Fiscal Recovery Funds (“SLFRF”). The local funding portion is approximately $130 billion, allocated to cities and counties.
The City of Hughson’s funding allocation of SLFRF funds was $1,809,708 and on June 27, 2022, the City Council adopted Resolution No. 2022-31, American Rescue Plan Act (ARPA) Spending Plan (Exhibit A). On August 14, 2023, the City Council adopted Resolution No. 2023-43, American Rescue Plan Act (ARPA) Spending Plan (Exhibit B).
Throughout the last year, staff have worked on the projects listed in the ARPA Spending Plan and have completed many of the projects under the amount originally estimated. It should be noted that without going out for bids, staff are simply estimating a dollar amount that they think a project may cost and the actual costs often come below or above what was originally estimated. This leaves funding that can be reallocated for additional projects.
CITY COUNCIL AGENDA ITEM NO. 6.1
SECTION 6: NEW BUSINESS
Approximately $1,196,690 funds have been spent. There are projects on the ARPA Project List totaling $198,440 that have been approved but have not yet been completed including:
Hughson Civic Center - $78,223 (approved August 14, 2023) One-time historical document scanning - $65,296 (City Operations Investment approved 2022)
Master Fee Schedule - $50,921 (City Operations Investment approved 2022) Generator - $4,000 (Public Works Corporate Yard approved 2022) Discussion:
The total of ARPA funds spent along with the approved projects above leaves $414,578 in monies that need to be obligated by December 31, 2024, and spent by December 31, 2026.
To be clear, per the US Code of Regulations obligation is “an order placed for property & services and entering contracts, subawards, and similar transactions that require payment.
The definition of obligation is not only budgeting the money but taking steps to create a contract, subaward or similar transaction that requires payment.” The additional projects identified by city staff and believed will be obligated by the end of the year are included and detailed on the revised project list. (Exhibit C) It includes the following added/recommended new projects that total $414,578:
Lighting & Speakers for Downtown - $145,000
Downtown Sidewalk Repairs - $102,746
Master Plan Updates - $100,000
City Building Updates - $28,832
Pickleball Court Fence - $15,000
Downtown Seasonal Decorations - $15,000
New Cubicles for City Hall & Ergonomic chairs $8,000
In analyzing opportunities for the best use of ARPA funds, City staff reviewed the eligible and ineligible uses and maintained the following guiding principles in bringing the projects forward to the City Council for approval:
• SLFRF funds are one-time funds and as such, their use should be applied primarily to nonrecurring expenditures.
• Care should be taken to avoid creating new programs and add-ons to existing programs that require an ongoing financial commitment and/or staffing to manage the programming.
• Assist the City residents by maintaining vital public services and improving the City of Hughson as a whole.
• Fund projects that improve the business climate in Hughson and assist businesses within the City limits by ensuring a strong, resilient, and equitable recovery. • Fund projects that have no other funding source and/or are one-time purchases/projects that are sustainable and will not place a greater strain on the City’s General Fund budget in future years.
• Fund projects that will improve efficiency in City operations. • Fund projects that improve the work environment and improve the health and wellbeing of City staff.
One of the stipulations for being a recipient of the SLFRF funds is to submit the required Project and Expenditure Reports. The City of Hughson is a non-entitlement unit (NEU), which is the term applied to local governments typically serving less than 50,000 in population. The reporting requirement for NEUs is on an annual basis. Reports are submitted through the Treasury’s Reporting Portal. The first, second, and third Project and Expenditure Reports have been submitted in 2022, 2023, and 2024.
In general, a recipient may only use funds to cover costs incurred during the period beginning March 3, 2021, and ending December 31, 2026. A recipient must return any funds not obligated by December 31, 2024, and any funds not expended to cover such obligations by December 31, 2026. The definition of obligation is not only budgeting money but taking steps to create a contract, subaward, or similar transaction that requires payment.
The City’s SLFRF disbursement has been reported as a revenue loss. This gives the City the maximum flexibility in utilizing the funds for general governmental services, allowing the City to prioritize and address a variety of projects and objectives citywide without being subject to the more restrictive requirements of categorical spending.
Fiscal Impact:
The City of Hughson’s funding allocation of local fiscal recovery funds is $1,809,708.
Approximately $1,196,690 in funds have been spent and there are several long-term projects on the ARPA Project List, totaling approximately $198,440 that have not yet been completed, leaving approximately $414,578 to be allocated to the 2024-2026 ARPA Project List.
The attached ARPA Project lists $414,578 in estimated costs for the projects identified. This amount is an estimate, as City staff need to acquire bids and formal estimates for items subject to the informal and formal bidding procedures set forth in the Purchasing Policy.
The City’s Purchasing Policy requires items that are equal to or greater than $15,000 to be brought back to Council for consent, and then Finance will make subsequent budget adjustments as the project costs are finalized. For items less than $15,000 staff will make budget adjustments and proceed.
