Subject: Approving the Professional Services Agreement with Quality Service Inc., for Water and Wastewater Consulting Services Enclosure: Professional Services Agreement
Presented By: Carla C. Jauregui, Community Development Director Approved By: ___________________________
City Manager
Staff Recommendation:

Approve the Professional Services Agreement with Quality Service Inc., for Water and Wastewater Consulting Services and Authorize the City Managerto execute the Agreement, inclusive of any final edits by the City Attorney.

Background:

In 2014, the City of Hughson entered a contract with JSWWC Water and Wastewater Management to address a critical lack of certified personnel to operate its Wastewater Treatment Plant (WWTP) and public water systems. This partnership ensured the city met regulatory compliance and maintained uninterrupted services. However, in December 2023, JSWWC was unable to fulfill their contract by providing necessary emergency coverage due to unforeseen circumstances, leading to the termination of their contract.

To address this urgent need, the City contracted with Quality Service Inc. (QSI) to assume Chief Plant Operator (CPO) responsibilities for the Water and Wastewater Systems. Since then, QSI has been instrumental in stabilizing operations, addressing deficiencies, and ensuring regulatory compliance. Their expertise has significantly improved the efficiency and reliability of the City’s utility systems.

Discussion:

During the contract term, QSI has made substantial progress in managing the City’s Water and Wastewater Systems. For the water system, QSI focused on achieving regulatory compliance, improving operational efficiency, and addressing key deficiencies such as arsenic and 1,2,3-TCP levels. Their efforts included optimizing well operations, upgrading CITY COUNCIL AGENDA ITEM NO. 2.3

SCADA systems, and ensuring accurate regulatory reporting. Additionally, QSI modernized historical recordkeeping and established compliant sampling and monitoring schedules.

In the wastewater system, QSI took on Chief Plant Operator responsibilities, ensuring compliance with state requirements and improving operational processes. Key advancements included enhancing treatment performance, optimizing system configurations, and addressing deferred maintenance issues and outdated infrastructure.

They also developed preventative maintenance plans, submitted essential compliance reports, and digitized operational records.

QSI has demonstrated a high level of expertise and commitment to improving the City’s utility operations. Their efforts have resolved longstanding compliance issues, modernized outdated systems, and implemented sustainable operational practices. Renewal of QSI’s contract for a three-year term will ensure continued progress, operational stability, and compliance with regulatory requirements.

Fiscal Impact:

The contract renewal will have an associated fiscal impact as outlined in the approved FY 2024-2025 Budget under Water and Wastewater Operations. Costs include operational activities, ongoing maintenance as well as deferred maintenance, compliance activities, and SCADA upgrades.

Enclosure: Commission Application: Rick Bussell
Presented By: Ashton Gose, City Clerk
Approved By: __________________________
City Manager
Staff Recommendation:

Appoint Rick Bussell to the Parks, Recreation and Entertainment Commission.

Discussion:

The Hughson Parks, Recreation and Entertainment Commission provides recommendations to the City Council regarding policies for the acquisition, development, maintenance, and improvement of park facilities. The Commission is also responsible for formulating and recommending appropriate fee schedules, policies, rules and regulations for park sites and other recreation facilities.

The Hughson Parks, Recreation and Entertainment Commission has had one vacancy that has been advertised as “until filled” in the local paper, social media, and the city website/newsletter since December 2023. Staff received one (1) application on December 18, 2024, and conferred with Mayor George Carr regarding the recommendation to appoint an applicant to the Commission. Mayor Carr agreed with the recommendation and asked staff to present the item to the City Council.

Fiscal Impact:

Per the Hughson Municipal Code, Parks, Recreation and Entertainment Commissioners are not compensated.
