ANNUAL REPORT
INTRODUCTION
California Government Code Section 65400 requires each municipality to prepare and submit an Annual Progress Report (APR) on its General Plan to its legislative body (City Council), the Governor’s Office of Planning and Research (OPR), and the California Department of Housing and Community Development (HCD) by April 1 of each year.
The APR serves as a key accountability and planning tool by assessing the City's progress in implementing the General Plan, including the effectiveness of its goals, policies, and implementation measures. It also evaluates the City's progress in meeting its share of the Regional Housing Needs Allocation (RHNA) as required by state housing law. Additionally, the report must detail local efforts to remove governmental constraints on housing development, maintenance, and improvement.
To ensure compliance with state planning guidelines, the APR must confirm that the City's General Plan aligns with Government Code Section 65040.2 and documents the date of its last revision. The report should also identify any necessary updates or modifications to enhance local implementation. Furthermore, it must provide a clear correlation between land use decisions made during the reporting period and the goals, policies, and implementation measures outlined in the General Plan.
Beyond tracking progress, the APR plays a crucial role in the state housing element review process, helping to ensure that the City’s planning efforts align with state housing laws and regional planning objectives. It may also highlight major development projects, policy changes, and zoning amendments that impact land use and housing availability.
Failure to submit a timely and compliant APR could affect the City’s eligibility for state funding programs, such as housing and infrastructure grants, which require up-to-date General Plan reporting.

GENERAL PLAN
Hughson’s General Plan was adopted on December 12, 2005, and serves as the City's long-term blueprint for growth and development. The General Plan contains the seven state-required elements, which include land use, circulation, housing, conservation, open space, noise, and safety. The latest housing element, which is in the process of being updated, was adopted by the Hughson City Council on December 14, 2015. While the state allows flexibility in combining elements or adding new elements as long as the seven required elements are addressed, Hughson’s General Plan integrates the conservation and open space elements and includes an additional public services and facilities element. As a result, the Hughson General Plan consists of the following elements:
• Land use
• Circulation
• Conservation and open space
• Public services and facilities
• Safety
• Noise
• Housing
Local governments are required to ensure that their General Plans remain current and internally consistent. While there is no mandated update schedule for the General Plan as a whole, the housing element must be updated every eight years to comply with state housing law. The City committed to updating its housing element by the end of 2025 and anticipates completing the General Plan update process by the end of 2025 as well. The current General Plan covers the years 2005-2025, and the forthcoming update will extend the planning horizon to 2045.
The following section outlines the City’s progress in implementing the goals and guiding policies of the General Plan during this reporting period. The progress report is structured according to the elements of the Hughson General Plan, ensuring a clear and comprehensive assessment of implementation efforts.

LAND USE
Amendments
No Amendments were made to the General Plan during 2024.
Land Use Progress
A. A General Plan Amendment, Rezoning Application, and Tentative Map was approved in 2020 for 299 single family units. 193 of the homes will be courtyard homes on small lots, making a denser, more urban subdivision. The remaining 106 homes will be traditional single-family homes, on smaller lots than the standard R-1 lot size in Hughson. The density of this project is 5.33 DU/acre.
Construction of phase I of the project consisting of the first 150 homes commenced in 2023 and has been progressively moving along. There are currently 106 permitted and 73 completed, with certificates of occupancy.
CIRCULATION
Amendments
The City of Hughson did not approve an amendment to the Circulation Element in 2023.
Progress
In November 2016, Measure L, the countywide transportation sales tax measure passed with nearly 72 percent of the vote by residents in Stanislaus County. 65% of these funds go directly back to cities for local projects. The Measure L Local Streets and Roads tax is currently budgeted to bring $390,000 annually in road tax dollars to the City of Hughson.
The Measure L 3-year plan was approved by Council on September 26, 2022 which consists of surface improvements to city roads including approx. 2,500,00 sf of Type II slurry seal and approx. 52,100 sf of grind and overlay. The project commenced in 2023 but the completion was delayed to spring of 2024 due to weather, which was completed.
Phase II is slated to commence in 2025.
CONSERVATION AND OPEN SPACE
Amendments
23 CITY OF HUGHSON
2024 Annual General Plan Progress Report | March 18, 2025 4 The City of Hughson did not approve an amendment to the Conservation and Open Space Element in 2023.
Progress
A. In November 2018, the City purchased Lebright Fields from the Hughson Unified School District. Lebright Fields is a 7.9 acre ball park that has been used for youth baseball and softball activities for sixty years. The main user of this facility is the non-profit Hughson Youth Baseball Association (HYBA) which utilizes it 9 months out of the year. The facility is also open to the public year around. The City will continue to partner with HYBA and allow this organization and other members of the public a safe and reliable place to play baseball. Improvements to the facility including an ADA walkway and new backstops were completed in 2023, with further improvements completed in 2024 including a newly paved parking lot and storm drain improvements, a new restroom and a new snack bar facility.
PUBLIC SERVICES AND FACILITIES
Amendments
The City of Hughson did not approve an amendment to the Public Services and Facilities Element in 2023.
Progress
The City has made significant progress in addressing the 2018 compliance order issued by the State regarding arsenic levels in the municipal water system. As part of these efforts, on November 9, 2020, the City Council awarded the fourth and final phase of the Well No. 7 Replacement Project to Gateway Pacific. This comprehensive project included the construction of a new water well site with a treatment system, a 1.0-million-gallon concrete storage and blending tank, the re-drilling of an out-of-service well at a new location, and the installation of a new water distribution pipeline to connect the well sites.
The project was funded through the California Safe Drinking Water State Revolving Fund and was completed in March 2024. The City has continued to submit quarterly progress reports to the State Water Resources Control Board, detailing its ongoing efforts to 24 CITY OF HUGHSON
2024 Annual General Plan Progress Report | March 18, 2025 5 meet compliance requirements. While some technical challenges initially affected system performance, these issues have since been addressed. The facility is expected to be fully operational and in compliance by the spring of 2025.
A.
In response to the 2018 compliance order issued by the State Water Board regarding the presence of 1,2,3-Trichloropropane (TCP) in the City's water system, the City has been actively working on long-term solutions to ensure water quality and regulatory compliance. The primary focus has been on the design phase of a project to mitigate TCP at the Well 8 facility.
As part of this effort, the City has conducted assessments to determine the most effective treatment solutions for removing TCP contamination and ensuring the well's long-term reliability. The project has also highlighted the need to address deferred maintenance issues that have accumulated over the years, which could impact overall system performance and sustainability. In addition to TCP treatment, the City is evaluating infrastructure upgrades that will improve operational efficiency and resilience.
The City is also considering broader long-term reliability measures, including integrating Well 8 improvements into the overall water system to enhance redundancy and ensure a consistent and compliant water supply. This includes assessing potential funding sources, optimizing treatment technologies, and aligning the project with other ongoing water system improvements.
By proactively addressing TCP contamination, deferred maintenance, and longterm system reliability, the City aims to provide a sustainable and high-quality drinking water supply that meets both current and future regulatory standards.
SAFETY

2024 Annual General Plan Progress Report | March 18, 2025 6 There were no amendments to the Noise Element in 2023.
Progress
A. The Planning Commission or City Council did not approve a project in calendar year 2024, which would constitute implementation of the Noise Element of the General Plan.
HOUSING
Amendments
The City of Hughson did not approve an amendment to the Housing Element in 2023.
Hughson City Council continues to implement the 2015-2023 Housing Element adopted by the City Council on December 14, 2015 by Resolution No. 2015-34.
Progress
The City of Hughson has submitted a draft of its updated Housing Element (HE) to the California Department of Housing and Community Development (HCD) and is working on revisions for approval. The adopted RHNA Plan for the 2023-2031 cycle allocates 881 total housing units for the City, with 480 for lower-income households and 401 for moderate- and above-moderate-income households. While progress has been made in meeting the higher-income housing goals, the City is actively exploring strategies within the Housing Element to address lower-income needs, such as revising land use policies and pursuing state and federal programs. However, no specific projects are planned to meet the remaining very low- to moderate-income housing requirements at this time. 26 Jurisdiction Hughson ANNUAL ELEMENT PROGRESS REPORT Note: "+" indicates an optional field Reporting Year 2024

Subject: Adoption of a Resolution Accepting the Small Public Park Located in the Parkwood Subdivision and Waiving the 90-Day Maintenance Period
Presented By: Carla C. Jauregui Community Development Director Approved By: ___________________________
City Manager
Recommendation:
Adopt Resolution No. 2025-07, accepting the small public park located in the Parkwood Subdivision, and waiving the 90-day maintenance period.
Background:
On November 9, 2020, the Hughson City Council approved the Parkwood Hughson Development Project, which included the subdivision of a 56.04-acre property into 299 residential lots and three parks through the adoption of the following resolutions:
1. Resolution No. 2020-55 – Approving a Mitigated Negative Declaration for the Parkwood Hughson Development Project, APNs 018-017-002, -010, -014.
2. Resolution No. 2020-56 – Approving a General Plan Amendment 20-01 to change the Land Use diagram from Low Density Residential, Medium Density Residential, and Service Commercial to Medium Density Residential on a 56.04-acre site.
3. Resolution No. 2020-57 – Approving a change in the Zoning District designation from R-1 Single Family Residential, R-2 Medium Density Residential, and C-2 General Commercial to R-2 Medium Density Residential on a 56.04-acre site.
4. Resolution No. 2020-58 – Approving a Vesting Tentative Map for the subdivision of a 56.04-acre property into 299 residential lots and three parks.
5. Resolution No. 2020-59 – Approving a Conditional Use Permit to allow a Planned Development Overlay for the proposed Parkwood Hughson Residential Subdivision.
Discussion:
The smallest of the three parks planned in the Parkwood Subdivision has been completed and is now ready for acceptance by the City. The other two parks, a dog park and a basin park, will come before the Council for acceptance at a later date and as a separate item.
CITY COUNCIL AGENDA ITEM NO. 3.4
SECTION 3: CONSENT CALENDAR
36 The acceptance of this park will provide much-needed recreational amenities to existing residents, many of whom have already expressed interest in utilizing the facility. The park offers a valuable open space for community engagement and outdoor activities, enhancing the quality of life for current and future residents.
As an additional amenity, the developer has striped three Pickleball courts within the basketball and volleyball courts at no extra cost. This feature has been met with significant enthusiasm from the community, and residents have expressed appreciation for the added recreational opportunity that Pickleball will bring to the community.
The developer has requested that the city waive the standard 90-day maintenance period due to residents already using the park. In exchange KB will continue to cover the cost of electrical and water services for the park until the adoption of the remaining two parks, due to them all sharing one meter. Waiving this requirement means the City will assume maintenance responsibilities immediately upon acceptance rather than after the 90-day maintenance period.
By agreeing to waive the 90-day maintenance condition, the City will take on maintenance costs sooner than usual as well as the liability. However, the financial burden will be partially offset by the developer’s commitment to continue paying for electrical and water services until the adoption of the remaining two parks.
Accepting this park will provide immediate recreational benefits to the community, addressing resident demand for park space. The addition of Pickleball courts enhances the park’s value, and the agreement with the developer ensures that the City’s fiscal impact is mitigated through the continued coverage of electrical and water costs.
Fiscal Impact:
Waiving the 90-day maintenance condition means the City will take on maintenance responsibilities for the park immediately upon acceptance. In return, the developer will continue to cover the cost of electrical and water services for the park until the remaining two parks are adopted.
The development is part of a Community Facilities District (CFD), which helps fund public services, including park maintenance. As more homes are built and assessments are collected, the CFD will offset the ongoing maintenance costs for parks and overall maintenance within the subdivision. While the City may bear some initial maintenance costs, the CFD is designed to provide a growing revenue stream to cover these expenses over time. Currently, the Parkwood CFD Fund has a balance of $15,646.00, which will be utilized for staff time and maintenance costs.

CITY COUNCIL
RESOLUTION NO. 2025-07
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUGHSON ACCEPTING THE SMALL PUBLIC PARK LOCATED IN THE PARKWOOD SUBDIVISION AND WAIVING THE 90-DAY MAINTENANCE PERIOD
WHEREAS, on November 9, 2020, the Hughson City Council adopted the following resolutions approving the Parkwood Subdivision:
1. Resolution No. 2020-55, approving a Mitigated Negative Declaration for the Parkwood Hughson Development Project, APNs 018-017-002, -010, -014.
2. Resolution No. 2020-56, approving General Plan Amendment 20-01 to change the Land Use diagram from Low-Density Residential, Medium-Density Residential, and Service Commercial to Medium-Density Residential on a 56.04-acre site.
3. Resolution No. 2020-57, approving a change in the Zoning District Designation from R-1 Single-Family Residential, R-2 Medium-Density Residential, and C-2 General Commercial to R-2 Medium-Density Residential on a 56.04-acre site.
4. Resolution No. 2020-58, approving a Vesting Tentative Map for the subdivision of a 56.04- acre property into 299 residential lots and three parks.
5. Resolution No. 2020-59, approving a Conditional Use Permit to allow a Planned Development Overlay for the Parkwood Hughson Residential Subdivision, APNs 018-017- 002, -010, -014.; and
WHEREAS, the smallest park in the Parkwood Subdivision has been completed, providing new recreational amenities to the community, including a basketball court, volleyball court, open space, and three newly installed pickleball courts, which have been added by the developer at no additional cost; and
WHEREAS, the acceptance of this park will benefit existing residents who have requested access to the facility and will enhance the overall recreational opportunities within the subdivision; and
WHEREAS, the developer has requested the waiver of the standard 90-day maintenance period, agreeing instead to continue covering the cost of electrical and water services for the park until the adoption of the remaining two parks; and
WHEREAS, the City has determined that waiving the 90-day maintenance period will require the City to assume maintenance responsibilities for the park immediately upon acceptance but will offset costs related to electrical and water service in the interim; and WHEREAS, the Parkwood Subdivision is part of a Community Facilities District (CFD), which funds public services, including park maintenance, and as additional homes are developed and assessments collected, the CFD is expected to offset ongoing maintenance costs; and WHEREAS, the current balance in the Parkwood CFD Fund is $15,646.00, and future contributions will further support park maintenance as the development builds out. 38 NOW, THEREFORE IT IS HEREBY RESOLVED, ORDERED AND FOUND by the City Council of the City of Hughson, State of California as follows:
1. Accept the public park located within the Parkwood Subdivision.
2. Waive the standard 90-day maintenance period, requiring the City to assume maintenance and liability responsibilities immediately upon acceptance with the agreement that the developer will continue to pay for water service to the park until the adoption of the remaining two parks.
