Name: Ashton Gose Title: City Clerk
Meeting Date: May 12, 2025
Subject: Proclaim May 18-24, 2025, as Public Works Week Presented By: Randy Crooker, Mayor Pro Tem
Recommended Council Action:
Proclaim May 18-24, 2025, as Public Works Week in the City of Hughson.
Discussion:
As the American Public Works Association (APWA) states, “There would be no community without the quality-of-life public works provides. There would be no community to police and protect, no public to lead or represent. Public works allows the world as we know it to be”.
This year's theme is "People, Purpose, Presence". The theme highlights three cornerstone ideals that motivate public works professionals to serve in their communities every day.
Meeting the needs of people is what gives public works its sense of purpose. Many times, public works professionals will never meet those whose lives have been impacted because when things are going right, no one knows that public works is there. Yet, with or without fanfare, public works is ever present, working in the background to advance quality of life for all.
The Public Works, including Utilities staff, includes Jose Vasquez, Eduardo “Lalo” Ruiz, Sam Luna, Robert “Bobby” Delarm, Leeroy Garcia, Javier Ortiz-Hernandez, Sam Fullen, Angel Romero, Adrian Luna, Antonio Gitthens-Tovar, Liam Siegert and Jimi Mejia.
Recognition and appreciation of our Public Works staff is scheduled for the week of May 18-24, 2025. To include a free, family-friendly event in Downtown Hughson hosted by the Hughson Odd Fellows Lodge. The event will provide an opportunity for residents to meet our public works staff and learn about the public infrastructure that makes our city a great place to live, work, and play.
Fiscal Impact:

Subject: Reappointment of Michael J. Day as the Hughson Representative to the Measure L Citizens Oversight Committee
Presented By: Dominique Romo, City Manager
Approved by: __________________ ______
City Manager
Recommended Council Action:
Reappoint Michael J. Day as the Hughson Representative to the Measure L Citizens Oversight Committee.
Background and Overview:
Measure L is a Transportation Sales Tax and Expenditure Plan approved by Stanislaus County voters on November 8, 2016. The measure raises the sales tax in Stanislaus County by one-half percent for a total period of 25 years to improve our local streets and roads, improve connectivity and reduce congestion. This money is administered by the Stanislaus Council of Governments (StanCOG) and pays for specific voter-approved transportation projects for local street and road improvements, and regional projects and transit programs specified in the Plan.
The Measure L Citizens Oversight Committee was established in 2017 and is governed by a ten-member Committee (StanCOG’s 10 member agencies). The responsibilities of the Measure L Citizens Oversight Committee are to:
• Ensure all transportation revenue collected from Measure l is spent in accordance with the measure L Ordinance and Expenditure Plan;
• Hold public meetings as necessary regarding the expenditure and status of funds generated by Measure L;
• Review independent audits of the expenditure of tax and implementation of the programs and projects in the Expenditure Plan; and
• Issue an annual report on its findings regarding compliance with the requirements of the Expenditure Plan and the Ordinance to the StanCOG Board.
CITY COUNCIL AGENDA ITEM NO. 3.3
SECTION 3: CONSENT CALENDAR
The terms for the committee members began on July 1, 2017, and the representatives’ terms were staggered with three-, four-, and five-year terms. As they are renewed, all terms will be three years. The committee meets on a quarterly basis. All Citizens Oversight Committee members are required to complete a Form 700 form when accepting the appointment.
Each member is appointed by the City Council they represent, and the StanCOG Policy Board accepts the appointment.
In 2017, the Hughson City Council appointed Michael J. Day to the Measure L Citizens Oversight Committee for a four-year term. Mr. Day was then re-appointed in 2021 after expressing his interest in continuing to serve. StanCOG staff have indicated that Mr. Day’s current term has expired, he remains interested in serving on this committee, and that Mr.
Day has been a very involved and committed member of this committee.
Both StanCOG and city staff recommend that Mr. Day be reappointed for a term of three years, expiring in May 2027.
Fiscal Impact:
There is no fiscal impact to the City of Hughson associated with this item. This is a volunteer position, and no monetary compensation is paid to committee members.
