1. PUBLIC BUSINESS FROM THE FLOOR (No Action Taken):
Cindy Spiro invited the City Council to the Hughson Historical Society Annual Fundraiser Dinner on August 2, 2025.
2. PRESENTATIONS: NONE.
CONSENT CALENDAR:
1 City Council Minutes June 23, 2025
3.1: Approval of the Minutes of the Special Meeting of May 27, 2025.
3.2: Approval of the Warrants.
3.3: Approval of the Regional Solid Waste Disposal Plan Memorandum of Understanding (MOU) between the City of Hughson and Stanislaus County.
3.4: Approval of the Measure L Master Funding Agreement with the Stanislaus Council of Governments.
3.5: Approval of the Appropriations Limit for Fiscal Year 2025-26.
3.6: Direction to File the Annual Reports for Fiscal Year 2025-26 for the Special Assessment Districts in the City of Hughson, and Declaration of the City's Intent to Levy and Collect Assessments for Fiscal Year 2025-26 for the Special Assessment Districts.

6.1: Appointing One Candidate to the Planning Commission.
City Clerk Gose presented the staff report on this item.
Mayor Carr opened public comment at 6:18PM. There was no public comment. Mayor Carr closed public comment at 6:18PM.
STRAIN/MCFADON 5-0-0-0 motion passes to appoint candidate Mohamed Rashid to the Planning Commission, as presented, with the following roll call vote:

6.2: Approval of the City of Hughson's Fiscal Year 2025-26 Final Budget.
Director Weimer presented the staff report and presentation on this item.
Mayor Carr opened public comment at 6:37PM. There was no public comment. Mayor Carr closed public comment at 6:37PM.
CARR/STRAIN 5-0-0-0 motion passes to adopt Resolution No. 2025-18, approving the City of Hughson's Fiscal Year 2025-26 Final Budget, with the following roll call vote:

COMMENTS:
8.1: Staff Reports and/or Comments:
City Manager Romo attended the Hughson Family Reunion on June 5, 2025, she attended an Economic Development Committee meeting on June 23, 2025. She provided a brief update regarding the SR911 Budget, and thanked all staff for their hard work on all of the City's summer events.
City Clerk Gose provided a reminder regarding a Modesto Nuts ticket giveaway.
Director Jauregui informed the Council that the City Play It Forward initiative will go live at the Sports Night Park After Dark.
Chief Dias provided an update regarding the DUI Checkpoint in Hughson on June 14, 2025.
8.2: Council Member/Mayor Comments
Councilmember McFadon attended the Hughson Family Reunion on June 5, 2025. He thanked staff for the hard work pertaining to City events.
Councilmember Vasquez thanked staff for the hard work pertaining to city events. She also wished everyone a happy fourth of July.
Councilmember Strain attended the Hughson Family Reunion on June 5, 2025. She attended a Hughson Ministerial Association Leadership Breakfast on June 13, 2025. She attended the Hughson Market on June 19, 2025. She also attended an Economic Development Committee meeting on June 23, 2025.

Mayor Pro Tem Crooker thanked staff and Hughson Police Services for their continued hard work.
Mayor Carr attended the Hughson Family Reunion on June 5, 2025. He thanked staff for their hard work pertaining to city events. He wished everyone a happy fourth of July.
CLOSED SESSION:
9.1: CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION (Paragraph (1) of subdivision (d) of Section 54956.9) Name of case: Souza et al. v.
CaPERS; Court of Appeal Case No. C099861
The City Council adjourned into the Closed Session at 6:50 PM. All five members were present for the duration of the meeting.
The City Council returned from the Closed Session at 7:04 PM. No reportable action was taken.
