Subject: Authorization of the Submittal of Individual Grant Applications for Funding of Parks and Recreation Initiatives for all Grant Programs for which the City of Hughson is Eligible
Presented By: Ashton Gose, City Clerk
Approved By: __________________________
City Manager
Recommended Council Action:

Adopt Resolution No. 2025-30, authorizing the submittal of individual grant applications for funding of parks and recreation initiatives for all grant programs for which the City of Hughson is eligible.

Background and Overview:

The Hughson City Council adopted Strategic Priorities on May 22, 2023. Out of the five adopted Priorities, Infrastructure and Promoting Quality of Life, include an emphasis on park infrastructure and developing recreational programs.

Staff have $5,500 budgeted in a Parks and Recreation Events account, for Fiscal Year 25/26.

This amount will only cover the cost of scheduled free movie nights, the purchase of a new projector, and Fiscal Year 2025/2026 Park After Dark events.

However, parks and recreation are more than just events. They are essential to community life, playing a critical role in promoting public health, building stronger communities, boosting local economies, providing educational and enrichment programs, and enhancing environmental sustainability.

Some of the current hopes, outside of events, for the Parks and Recreation Department include Adult Recreation Leagues, classes for all ages, Downtown Scavenger Hunts, opendoor game nights at the Senior Center, new lighting at Lebright Fields, a modular bike pump track, and a city-wide walking trail.

CITY COUNCIL AGENDA ITEM NO. 3.3
SECTION 3: CONSENT CALENDAR
14 There are grant programs available that support park, recreation, and resource related needs. Staff are requesting approval from the City Council to apply for Parks and Recreation Grant Programs which support the Strategic Priorities, and would help to provide essential diverse recreational programs, support new and existing community events and classes, and/or park and facility infrastructure restoration. The approval of this resolution will give staff more flexibility and access to resources toward expanding Parks and Recreation initiatives.

Staff will provide updates to the City Council if, and when grant funds are awarded to the City.

Fiscal Impact:

If this item is approved, staff will apply when Parks and Recreation Grant Program funds become available. All awarded funding will be appropriated into the City’s budget. 15 CITY OF HUGHSON

While such requests are heartfelt and meaningful, the naming or renaming of public spaces can be complex and emotionally charged, as names often carry deep cultural and historical significance.

To ensure consistency, transparency, and fairness in evaluating all future requests, it is recommended that the development of a formal policy be completed and approved by the City Council, to guide the naming and renaming of City parks and facilities.

This policy would provide:
• Clear criteria and procedures for submitting and evaluating naming requests • Guidance for honoring individuals, including eligibility and community impact • Standards to preserve local heritage and avoid duplication or confusion • Encouragement of inclusive naming practices, such as incorporating “Hughson” for city-wide parks
• Discouragement of renaming unless justified by compelling reasons • Defined roles for community input, Commission review, and Council oversight The proposed policy will help both Commissioners and Councilmembers evaluate requests in a consistent and objective manner, while honoring the values and character of the Hughson community.

CITY COUNCIL AGENDA ITEM NO. 3.4
SECTION 3: CONSENT CALENDAR
18 This policy was presented and reviewed by the Parks, Recreation and Entertainment Commission at their August meeting for potential recommendations to Council. will be incorporated into the draft policy and brought forward for City Council review and consideration.

The Commission unanimously approved providing the following recommendations:

1. To remove language with the encouragement of inclusive naming practices, such as incorporating “Hughson” for city-wide parks.

Discussion:

At its meeting on August 25, 2025, the City Council reviewed and accepted the recommendations presented by the Parks, Recreation, and Entertainment Commission. In addition to accepting the recommendations, the Council made minor language edits to improve clarity and interpretation of the policy. The Council directed that the revised amd final policy be brought forward for formal adoption at the September 8, 2025, regular City Council meeting.

Upon adoption, the policy will become effective immediately. All related requests will be subject to the review process outlined in the approved policy and must comply with its provisions moving forward.

Fiscal Impact:

The development and implementation of the Parks & Facilities Naming/Re-Naming Policy is expected to have minimal financial impact. Staff time will be required to process requests, facilitate Commission and Council review, and maintain records.

Should a naming or renaming request be approved, any associated costs—such as signage updates, public outreach, or ceremonial events—will be evaluated on a case-by-case basis and brought forward for Council consideration as part of the approval process. 19 “EXHIBIT A”
Parks & Facilities Naming/Re-Naming Policy
Introduction
The naming or renaming of parks and facilities is complex and sometimes emotional since assigning a name is a powerful and permanent identity for a public place and/or facility. The naming and renaming of parks and/or facilities often requires significant resources in terms of changing names on signs, maps, and literature. In addition, excessive and constant name changing can be the source of confusion to the public. The purpose of this policy is to provide clear and consistent guidance to those that have an interest in the naming and/or renaming of the City’s parks and/or facilities.

The City values tradition, community heritage, respect for local history, and seeks to ensure names reflect these priorities.

Purpose
The purpose of this policy is to provide clear and consistent guidance to those that have an interest in the naming and/or renaming of the City’s parks and/or facilities. This ensures the names:
a. Reflect the geographic, historical, cultural, and environmental heritage of the City. b. Provide opportunities to honor individuals, organizations, or events that have made significant, lasting contributions to the City.
c. Prevent duplicate or confusing names.
d. Maintain a transparent, community-based process for considering naming proposals.

Honoring Our Heroes
The City of Hughson deeply values the sacrifices of fallen law enforcement officers, soldiers, and veterans. Due to the limited number of parks and facilities, the City acknowledges the challenge of honoring one life over another and strives to approach naming decisions with respect and equity.

Naming Process Overview
Submission: Requests must be submitted to the to the Community Development Director. Requests should clearly state the proposed name and reasoning, including how it reflects the City’s local history, geography, or values. 20 “EXHIBIT A”
Review Process
Commission Review: The Parks, Recreation and Entertainment Commission will review requests. The Commission may seek public input and will provide a recommendation in accordance with the naming criteria in this policy to the City Council.

City Council Review: The City Council will review the Commission’s recommendations at a public meeting. The City Council’s decision is final.

Family Notification: Prior to final approval, city staff shall contact family members of any potential namesakes to ensure their support of the
recommendation.

Conclusion: The naming process concludes upon City Council’s final approval.

Naming Criteria
The naming of a park or facility is a permanent and meaningful act. Names should reflect the history, geography, and community values of Hughson. Final selection of names is subject to the sole discretion of the City Council, with strong consideration for consistency with this Policy.

Names proposed for City parks and facilities should:

1. Reflect historical or cultural significance of the area (demonstrated through research and documentation).

2. Include prominent geographical locations (e.g., nearby streets, subdivisions, schools).

3. Not duplicate or closely resemble names of other parks or public facilities in the City or immediate area.

4. Avoid names that could be deemed controversial, divisive, or inconsistent with the community’s values and character.

5. Only be considered for individuals when honoring those with exceptional, long-term service or contributions to the City or the surrounding area. o Individuals currently holding public office, current City employees, or living persons will not be considered except in truly exceptional cases as determined by City Council with clear community support.

6. Not commemorate companies, commercial entities, organizations, or causes for the purpose of advertising or publicity, except as authorized by an approved naming rights/sponsorship agreement.
21 “EXHIBIT A”
Renaming of Existing Parks or Facilities
Proposals to rename parks and/or facilities whether for a major gift or community request are generally discouraged, due to significant costs, potential disruption of neighborhood identity, and other practical considerations. Names that have become well-established and embraced by the community will be retained except in cases where compelling reasons exist, supported by strong and clear public sentiment from the broader community. Wherever possible, historical or commonly recognized place names will be preserved.

The City Council may add to an existing name, rather than replacing it outright, in special circumstances to recognize new contributions or historical developments.

Community contributions toward signage costs may be considered during the approval process. 22 CITY OF HUGHSON

Recommended Council Action:

1. Adopt Resolution No. 2025-32, Awarding the Second Street Surface Improvement Project to Unite Pavement Maintenance, Inc., in the Amount of $477,008.86, and authorizing a 10% Construction Contingency as well as a 10% set aside for construction testing and inspections.

2. Authorize the City Manager to execute the final construction contract with the responsible low bidder, inclusive of any final edits by the City Attorney.

Background and Overview:

The Second Street Surface Improvement Project was approved to go out to bid at the regularly scheduled July 14, 2025, City Council meeting. This project includes the installation of new sidewalks and various infrastructure enhancements along Second Street between Locust Street and Santa Fe Avenue. This phase follows Phase I, which previously improved the segment from Fox Road to Walker Lane, and will complete much-needed pedestrian connectivity along this corridor.

As part of this project, the scope of work includes removal of two (2) existing trees, concrete, and pavement sections, followed by the installation of new pavement consisting of 3-inch asphalt concrete over 6-inch aggregate base. The improvements also include the construction of new vertical curb and gutter, 4-inch sidewalks, 6-inch concrete driveways, and retaining curbs. Eight (8) ADA-compliant pedestrian ramps will be installed to improve accessibility at intersections.

CITY COUNCIL AGENDA ITEM NO. 3.5
SECTION 3: CONSENT
24 Additional work includes a Type II slurry seal to preserve and extend the life of the roadway surface, storm drain upgrades including the removal and replacement of catch basins, and adjustment of existing manholes to match the new finished grade. Utility improvements include the replacement of a fire hydrant assembly and four water meter boxes. The project also includes traffic signage and striping, temporary traffic control for public safety during construction, and erosion control measures to protect environmental quality throughout the construction period.

This is a comprehensive improvement effort, funded through the Community Development Block Grant (CDBG) Program, and is part of the City’s 2025–2026 Annual Action Plan (AAP), prepared in collaboration with Stanislaus County. These improvements reflect the City's continued investment in infrastructure that supports safe, accessible, and inclusive transportation options for all residents.

Sidewalks are a foundational part of building a connected and healthy community. They allow children to walk safely to school, enable seniors and those with mobility challenges to navigate public spaces independently, and encourage walking and biking as sustainable alternatives to vehicle use. Enhancing these routes not only increases public safety and mobility but also boosts neighborhood pride and property values. This project is one more step toward the City’s vision of complete streets and a walkable future for all of Hughson.

Discussion:

At the August 20, 2025, bid opening seven (7) sealed bids were received:

1. R Sutton Enterprises $ 729,385.00

2. Rolfe Construction $ 545,723.80

3. Consolidated Engineering, Inc. $ 503,172.20

6. George Reed, Inc. $ 610,609.52

7. United Pavement Maintenance, Inc. $ 477,008.86
The apparent low bid presented by United Pavement Maintenance, has been analyzed by the City’s contracted engineer and has been determined to meet the City of Hughson’s request for the project and has thus been considered “responsible”.

Environmental:

The project is exempt under the California Environmental Quality Act (CEQA) Guidelines (§ 15301(c), repair or minor alteration of existing streets, sidewalks, gutters, etc., with no expansion in capacity, and § 15301(d), restoration or rehabilitation of damaged structures or facilities…to meet current standards of public health and safety), additionally it falls under a Categorical Exclusion from the National Environmental Policy Act (NEPA) under the regulations of the U.S. Department of Housing and Urban Development (HUD) (24 CFR 58.35(a), rehabilitation, repair and improvements to public facilities and non‐residential buildings with no change in land use, and changes in facility 25 size or capacity not exceeding20% of existing facility).

Fiscal Impact:

The City has been collecting CDBG funds to be able to complete this project. With a 10% construction contingency and a 10% construction management contingency, the total cost of the project is estimated to be $572,410.63. Recommended Council Action:

1. Adopt Resolution No. 2025-33, Awarding the 2025 Ramp Replacement Project to FBD Vanguard Construction, Inc., in the amount of $418,470 and Authorizing a 20% Construction Contingency, as well as 10% Set-aside for Construction Testing and Inspections

2. Authorize the City Manager to execute the final construction contract with the responsible low bidder, inclusive of any final edits by the City Attorney.

Background and Overview:

The 2025 Ramp Replacement Project was approved to go out to bid at the regularly scheduled July 14, 2025, City Council meeting. This project is Phase II of the City of Hughson’s ongoing initiative to preserve and enhance its roadway infrastructure and pedestrian accessibility. Phase I, completed in 2024, involved surface preservation through slurry seal treatments on priority streets identified in the 2021 Pavement Management Program (PMP) update.

Phase II focuses on the installation and replacement of 58 ADA compliant pedestrian curb ramps at key locations throughout the city. These ramps will improve safety, accessibility, and connectivity for all pedestrians, especially those with disabilities, and are a necessary step ahead of future pavement preservation efforts. Ramps will be constructed in compliance with current Americans with Disabilities Act (ADA) standards and City specifications.

CITY COUNCIL AGENDA ITEM NO. 3.6
SECTION 3: CONSENT
86 This work aligns with the City’s long-term pavement strategy developed in partnership with the Stanislaus Council of Governments (StanCOG). As part of the regional PMP update, Hughson’s 28.1 centerline miles of roadway were evaluated and assigned Pavement Condition Index (PCI) scores. The City’s network at that time had an average PCI of 79, the highest among all jurisdictions in Stanislaus County and 13 points above the statewide average. The PMP emphasizes that preserving good pavement conditions through timely rehabilitation is far more cost-effective than allowing streets to deteriorate and require full reconstruction.

The ramp replacement project is funded through Measure L, the countywide 25-year, halfcent transportation sales tax approved by Stanislaus County voters in November 2016.

Garnering nearly 72% voter support, Measure L was created to provide dedicated funding for transportation infrastructure through 2042. Of the funds collected, 65% is returned directly to local jurisdictions for projects that enhance roadways, improve traffic flow and promote active transportation. The City of Hughson receives an annual allocation and has used these funds to complete significant improvements while also reserving revenue for strategic long-term projects like this one. The ramp work prepares the street network for future resurfacing efforts and reflects the City’s commitment to transparent and effective use of taxpayer-approved funds.

Discussion:

At the August 13, 2025, bid opening, seven (7) sealed bids were received:

1. F. Loduca Co. $ 790,772.00

2. R. Sutton Enterprises, LLC $ 435,000.00

3. FBD Vanguard Construction, Inc. $ 418,470.00

4. RF General Engineering, Inc. $ 452,400.00

5. George Reed, Inc. $ 706,440.00

6. United Pavement Maintenance, Inc. $ 506,398.00

7. New Century Construction & Consulting, Inc. $ 255,200.00 The apparent low bid presented by New Century Construction & Consulting, Inc. was retracted. The next low bid presented by FBD Vanguard Construction, Inc. has been analyzed by the City’s contracted Engineer and has been determined to meet the City of Hughson’s request for the project and has thus been considered “responsible”.

The total Engineer’s estimated project cost for this project at the time of bid authorization was estimated to be approximately $840,000. Given the low-cost unit pricing for each ramp replacement, staff have secured the pricing to add more ramps to the replacement project.

Staff have identified a list of ramps and are working to list them in priority order. In doing so, staff are prioritizing locations that will provide the greatest community benefit, particularly around the school campuses, where pedestrian activity is most concentrated.

By focusing on improvements in these high-use areas, the City is ensuring that students, families, and residents have safer and more accessible routes, while also stretching available resources to maximize the overall impact of the project. To support this approach, 87 an additional 10% construction contingency has been included, above the standard 10%, to provide flexibility for incorporating more ramps into the project.

Environmental:

The project is exempt under the California Environmental Quality Act (CEQA) Guidelines (§ 15301(c), repair or minor alteration of existing streets, sidewalks, gutters, etc., with no expansion in capacity, and § 15301(d), restoration or rehabilitation of damaged structures or facilities…to meet current standards of public health and safety).

Fiscal Impact:

The 2025 Ramp Replacement Project will be funded using Measure L Transportation Sales Tax revenue. With a 20% construction contingency and a 10% construction management contingency, the total cost of the project is estimated to be $544,011.00, well under the Engineer’s estimate. If approved, Finance will adjust budget appropriations for the 2025/2026 FY Budget.
