Subject: Approval of City Hall Closure During the Holiday Period of December 24, 2025, through January 2, 2026
Presented By: Ashton Gose, Executive Assistant/City Clerk Approved By:
_____________________________
City Manager
Staff Recommendation:

Approve the closure of City Hall during the holiday period between December 24, 2025, through January 2, 2026.

Background:

The City traditionally observes December 25 and January 1 as official holidays. During the month of December, the City (and local government offices in general) have historically experienced a slowdown in business activity, including office operations and building permit activities. Additionally, extended holiday closure provides City employees with a valuable break to reset, and start off the new year with fresh energy, with minimal impact on city services and operations.

Discussion:

With this proposal, City Hall will be closed Monday, December 24, 2025, through Friday, January 2, 2026. City Hall will reopen for business on Monday, January 5, 2026.

Employees, as practiced with past closures during the holiday season, may use their accrued leave time for the additional days for this closure, except for December 24, which has historically been given as another holiday by the City Manager. The City Manager will allow employees who do not have enough accrued leave time to supplement the closure, the opportunity to work or take part in the scheduled closure without pay. Vacation time used by employees during this period helps to lower vacation accrual liability.

Select Public Works, Utilities, and office staff may be working and performing critical tasks.

Additionally, normal on-call procedures will be followed to handle any emergencies that CITY COUNCIL AGENDA ITEM NO. 3.3
SECTION 3: CONSENT CALENDAR
may occur during this time. There will be management available as needed to address any issues that warrant an immediate response.

Following approval of the closure for the upcoming holiday season, the City will provide advance notification to inform the community that City Hall will be closed during this time.

City staff will post an announcement of the closure in the November and December newsletter that is mailed to every utility customer, as well as post signs at City Hall and provide notifications on social media. With adequate notice and outreach, community members will be made aware that the city will be closed and can plan to take care of City business either before or after the closure.

City utility bills are due on the last business day of the month; but in accordance with this office closure, the deadline for utility bills will be extended to after the holidays, on Monday, January 5, 2026, by 5:00pm.

Fiscal Impact:

The recommended holiday closure is expected to result in a decrease in employee accrued vacation balances, which will result in a decrease in the City’s overall accrued liability. In addition, there will be nominal savings in fuel costs, utilities, and other supplies used during the normal course of business due to reduced City operations.

Subject: Reject Claim for Damages
Enclosure: Initial Claim Form
Presented By: Ashton Gose, Executive Assistant/City Clerk Approved By: ____________________________
City Manager
Recommended Council Action:

Reject the Claim for Damages filed by Kathy Baba (Date of Occurrence: 7/21/2025).

Background and Discussion:

The Claimant has filed a claim for damages for an incident that occurred on April 22, 2025.

AIMS, the City’s risk management and insurance adjustor, recommends that the City reject the claim. If Council wishes to discuss this matter, a member of the City Council can pull the item from the Consent Calendar for special consideration. The item will then be discussed in closed session.

Fiscal Impact:

There are no fiscal impacts associated with the denial of this claim.

CITY COUNCIL AGENDA ITEM NO. 3.4
SECTION 3: CONSENT CALENDAR

Meeting Date: October 13, 2025
Subject: Authorize City Staff to Release Updated and Expanded Bid Documents in Accordance with the Approved Scope of Work for the Well 8 TCP Mitigation Project, Incorporating Additional Site Repairs and System Upgrades.

Presented By: Carla C. Jauregui, Community Development Director Approved By: ____________________________
City Manager
Recommended Council Action:

Authorize City staff to release updated and expanded bid documents in accordance with the approved scope of work for the Well 8 Facility TCP Improvement Project, incorporating additional site repairs and system upgrades.

Background:

The Well 8 Facility plays an essential role in providing treated groundwater for domestic use and fire protection throughout the City.

In 2017, the State Water Resources Control Board established a new Maximum Contaminant Level (MCL) of 5 parts per trillion (ppt) for 1,2,3-Trichloropropane (1,2,3-TCP) a man-made chemical historically used in agricultural and industrial applications. This contaminant has been detected in groundwater throughout the Central Valley, including several of the City’s municipal wells.

Testing of the City’s wells confirmed that Wells 3, 4, and 8 exceed the MCL, requiring mitigation measures to ensure continued compliance with drinking water standards. In response, the City completed the 2018 City of Hughson 1,2,3-TCP Mitigation Feasibility Study, which identified granular activated carbon (GAC) as the most effective and practical method for removing 1,2,3-TCP from groundwater.

Discussion:

In 2020, the City Council approved a Professional Services Agreement with Provost & Pritchard Consulting Group to prepare plans and specifications for the installation of GAC CITY COUNCIL AGENDA ITEM NO. 4.1
SECTION 4: UNFINISHED BUSINESS
treatment at Well 8. Subsequently, in April 2024, City Council authorized staff to release bid documents for the installation of GAC treatment.

As staff continued with pre-bid preparations, a series of significant system deficiencies and maintenance issues with the facility were discovered. Subsequently, a thorough inspection of the facility was conducted by QSI (Quality Service Inc.). The findings of the inspection included well performance concerns, electrical system deterioration, coating and filter deficiencies, corrosion within the treatment components, and backwash tank repairs that had not been previously identified.

Addressing these deficiencies now is critical to ensure that the new 1,2,3-TCP treatment system performs as intended and that the City’s investment in this facility will provide lasting value. Accordingly, staff worked closely with City Engineers & QSI to expand and refine the project scope to include the necessary upgrades and repairs.

The resulting Well 8 1,2,3-TCP Project now represents a comprehensive plan, that integrates both the mandated GAC treatment and the infrastructure improvements needed for reliable, long-term operation. The project scope includes:

Work Item Scope Summary
A. Well Rehabilitation Work includes, but is not limited to, remove well pump and motor, inspect condition of pump and column,
inspect well screens (video), clean well screens, install temporary pump for post-cleaning purge, development,
and test pumping. Following test pumping, determine if
existing equipment should be replaced. Address
wellhead, discharge pipe, instrument, and control valve deficiencies. Rebuild pump and bearings (if necessary), replace pump and motor.

B. Electrical System
Upgrades
Work includes, but is not limited to, preparing existing electrical control systems and components for proposed
water treatment upgrades, replacing electrical
components that are near or past useful life, addressing miscellaneous issues as needed.

C. Water Treatment System
Rehabilitation
Work includes, but is not limited to, filter media
replacement, filter and contact chamber coatings,
address valve, fitting, and instrument system
deficiencies.

D. Backwash Tank
Improvements
Work includes, but is not limited to, coating, pump, and piping deficiencies, adding additional control features to prevent overflow to storm drain.

E. GAC System Installation Work includes, but is not limited to, add GAC treatment systems for 1,2,3-TCP removal, in addition to
previously approved scope, expand area, modify site
piping to allow improvements to treatment process,
modify control building for chemical storage and
delivery systems, chemical dosing pumps and
appurtenances, provide chemical containment
systems, and other miscellaneous improvements as
needed.

These improvements ensure that all aspects of the Well 8 Facility function cohesively, efficiently, and safely. The work schedule and sequence are partly dictated by the need to allow full function of the well to meet high water demands (i.e. late April through midOctober). During this period, some work can proceed if it does not interfere with normal operations. However, a large portion of the work must be completed between November and May, requiring separation of work (contracts) for proper sequencing. The following table defines the general work proposed, associated schedules and cost estimates, which may be refined as contract documents are developed.

Work Item Schedule Cost Estimate
A. Well Rehabilitation Jan 1, 2026 – Feb 1, 2026 $100,000 B. Electrical Systems Feb 1, 2026 – Feb 28, 2026 $250,000 C. Water Treatment Feb 15, 2026 – Apr 1, 2026 $300,000
D. Backwash Tank Feb 15, 2026 – Apr 1, 2026 $200,000
E. GAC System Mar 1, 2026 – Nov 1, 2026 $2,750,000
Total Project $3,600,000
Construction costs do not include engineering and administration.

Fiscal Impact:

Funding for the Well 8 Facility 1,2,3-TCP Improvement Project was established in 2022 through settlement proceeds specifically allocated for mitigation of 1,2,3-TCP contamination. The engineer’s estimates remain consistent and well within the available funding. Once the public bidding process is complete for each of the outlined portions of the overall project, staff will present bid results and contract award recommendations to City Council for approval prior to construction.

Meeting Date: October 13, 2025
Subject: USE25-0164: Consider Resolution Approving USE25-0164 (1519 Tully Road)

Adopt Resolution No. 2025-35, authorizing approval of Tentative Parcel Map No. USE25- 0164 for Mr. Nathan House, property located on Tully Road, APN No. 018-018-020.

Background and Overview:

The Applicant, Mr. Nathan House, is requesting a Tentative Parcel Map to split one (1)

14.19-acre parcel into two (2) parcels within property zoned and designated for residential uses (hereinafter referred to as the “Proposed Project”).

The parcels will be 7.39 acres and 6.80 acres in size respectively and allow for future residential development consistent with Table 17.02.032 (Allowed Uses in Zoning Districts) of the City’s Zoning Ordinance. Access to the Proposed Parcels will be provided via Tully Road and Bishop Avenue.

Location 1519 Tully Road
Assessor Parcel No. 018-018-020
Acreage 14.19-acres
The Project site is located at 1519 Tully Road. The Project site is bound by agricultural uses to the north and residential uses to the west, south, and east.

A Location Map of Proposed Project is provided below.

CITY COUNCIL AGENDA ITEM NO. 5.1
SECTION 5: PUBLIC HEARING
Discussion:

Parcel 1 would contain the existing development, which currently is a private single-family residence, church, and private school. These uses will continue unchanged. Parcel 2 would contain the undeveloped portion of the subject property. Lot specific development is not proposed at this time and future development of the Proposed Project’s lots will be reviewed and considered by the City as specific applications are filed. Primary access to Parcel 1 is provided via Tully Road, while primary access to Parcel 2 will be provided via Bishop Avenue. Domestic utilities will be provided by the City of Hughson. Parcel 1 is currently being served by City water and sewer, while Parcel 2 will be served by City water and sewer via Bishop Avenue. No improvements are proposed at this time. Refer to the Tentative Parcel Map provided below:

The Hughson General Plan
Existing Land Use Designation
The Project site is designated for Medium Density Residential land uses per the City’s General Plan. Refer to the General Plan Land Use Diagram provided below:

Based on staff’s review of the Proposed Project, it has been determined that the Proposed Project is consistent with the Medium Density Residential land use designation and the following General Plan Policy:

LU-3.1 New development should be compatible with physical site characteristics, surrounding land uses, and available public infrastructure.

Title 17 (Zoning) of Hughson Municipal Code
Existing Zoning
As noted previously, the Proposed Project is located within the R-2, Medium Density Residential, Zone District. The Proposed Project does not directly result in any development, as it proposes to split the parcel only. Future development within the Proposed Project will be required to comply with Section 17.02.008 (Residential zones) of the City’s Zoning Ordinance.

The Proposed Project is consistent with Title 17 of the City’s Municipal Code.

Planning Commission Public Hearing
On September 16, 2025, the Hughson Planning Commission held a duly noticed public hearing to consider this application. There were no public hearing comments or concerns expressed to the Planning Commission.

Due to the existing uses on Parcel 1, the Commission brought up the issue of the uses being legal nonconforming due to the Medium Density Residential Zoning District. The existing uses on the parcel include a single-family residence, church, and private school. According to Section 17.04.032 of the Hughson Zoning Code, single-family dwellings are permitted by right in the R-2, Medium Density Residential Zoning District. Private schools and churches (defined as a meeting facility) are permitted in the R-2 Zoning District with a conditional use permit. These existing uses will be permitted to continue, provided that the uses are not enlarged, extended, or abandoned. Any changes to the existing use will require the Planning Commission’s approval of a Conditional Use Permit.

Upon conducting the public hearing, the Planning Commission, by vote of 4-0, approved Resolution 2025-05, thereby recommending to the City Council approval of the Proposed Project.

California Environmental Quality Act (CEQA)
The Proposed Project is considered a “Project” subject to review and compliance with CEQA. City staff have evaluated the Proposed Project and recommend that the City Council determine that the Proposed Project is exempt from further environmental review in accordance with Section 15315 (Minor Land Divisions) of the CEQA Guidelines.

Public Hearing Notice
In accordance with Chapter 17.04.004(F) of the Hughson Municipal Code, a public hearing notice was published in the Hughson Chronicle and mailed to properties within a 300-foot radius. At the time of writing this Staff Report, no comments (written or verbal) were received.

Revised 2011
Meeting Date: October 13, 2025
Subject: Approval of an Expenditure of Public Facilities Development Impact Fees for Audio/Visual Upgrades to the City Council Chambers
Enclosures: Project Scope and Quote
Pacific Coast AV Reference List
Presented By: Ashton Gose, Executive Assistant/City Clerk Approved By: __________________________
City Manager
Recommended Council Action:

1. Adopt Resolution No. 2025-36, approving an expenditure of Public Facilities Development Impact Fee Funds in the amount not to exceed $41,384.42, for the audio and visual upgrades to the City Council Chambers.

2. Authorize the City Manager to execute a contract for service with Pacific Coast AV.

Background and Discussion:

In April of 2016, the Hughson City Council approved a City Hall Remodel Project, including an upgrade to the City Council Chambers for audio and visual recording, with a TriCaster System.

Years afterthe original upgrade, staff started to experience operational disruptions, compatibility issues, declining customer support, and eventually the TriCaster equipment became obsolete.

In 2021, at the height of remote meetings, and social distancing, and with the recommendation of Hughson Unified School District, staff purchased Meeting Owl Cameras. The “Owls” were being used for remote classrooms at the time, providing a one-stop-shop for audio and visual needs.

Although the owls served a short-term, “quick fix” purpose of recording and streaming the City’s public meetings, they have proven to be a better solution for small group settings, and not a room as large as the City Council Chambers. Owl technology is not adequate to meet the needs of our meetings. Staff want to improve the efficiency of meeting processes and use some of the existing equipment (i.e. monitors, mics, and cameras) that is currently not being utilized.

CITY COUNCIL AGENDA ITEM NO. 6.1
SECTION 6: NEW BUSINESS
In June of 2025, staff solicited bids from several Audio/Visual Companies for an upgrade to the City Council Chambers. Only one company responded, Pacific Coast AV. Staff met with Pacific Coast AV, on site, and explained the need for innovative technology capable of providing a robust product, but still easy enough to use by the staff members who will be clerking the meetings.

Pacific Coast AV has provided a formal quote that includes the use of existing equipment, system design, product procurement, installation, system programming, end-user training and service warranty.

Hughson Municipal Code (HMC) Section 3.24.070 specifies informal bidding procedures and authorizes the purchasing officer (City Manager, or her designee) to purchase the supplies or equipment equal to or greater than $15,000, but less than $50,000. However, the consent of the City Council shall be obtained prior to awarding any contract.

The proposed upgrades will enhance the functionality of the Council Chambers for public meetings including City Council, Planning Commission, and Parks, Recreation and Entertainment Commission. supporting transparency and improving public access to City actions and decisions.

Fiscal Impact:

Enclosures: Street Sweeping Agreement
Presented By: Dominique Romo, City Manager
Approved By: ___________________________
City Manager
Staff Recommendation:

1. Adopt Resolution No. 2025-37, authorizing the City Managerto execute a three-year agreement for street sweeping maintenance services with Autrey’s Sweeping Services, Inc., at an annual cost of $32,400, inclusive of any final edits by the City Attorney; and

2. Approve a budget amendment in the amount of $9,659.22 to account for the increase in annual street sweeping service costs for FY 2025-2026.

Background and Overview:

Earlier this year, Gilton Solid Waste Management notified the City of its intent to discontinue street sweeping services, while offering to continue temporarily until a replacement provider was secured. Gilton’s current rate is $1,895.07/month, totaling $22,740.84 annually.

Staff contacted multiple agencies and vendors to obtain quotes for comparable service levels, which included bi-weekly sweeping citywide (2nd and 4th weeks of each month) and weekly sweeping along Hughson Avenue.

Four proposals were received:

CITY COUNCIL AGENDA ITEM NO. 6.2
SECTION 6: NEW BUSINESS
Agency/Firm Monthly Rate Annual Rate___

Stanislaus County $ 13,429.17 $ 161,150.04

Fiscal Impact:

The new agreement with Autrey’s Sweeping Services reflects an annual increase of $9,659.22 over the previous contract. The FY 2025–2026 budget included anticipated street sweeping costs and will be updated to reflect the approved agreement’s updated costs for services.
