Milt Trieweiler provided comments on farmland preservation needed in Stanislaus County.

3.1: Approval of the Minutes of the Regular Meeting of October 13, 2025.
3.2: Approval of the Warrants.

3.3: Approval of Deed Restriction for Lebright Park Pursuant to Proposition 68 Per Capita Grant Requirements.
3.4: Approval of a Professional Services Agreement with Condor Earth Technologies, Inc. for Groundwater Monitoring and Reporting.

6. NEW BUSINESS:
6.1: Provide Direction to Conduct Traffic Studies and Engineering Reports regarding Potential Improvements at the Intersections of Fox Road & Euclid Avenue and Euclid Avenue & Whitmore Avenue.
VASQUEZ/CARR 5-0-0-0 motion passes to direct staff to proceed with appropriate traffic studies and engineering reports at both intersections to ensure any future modifications are compliant with CA MUTCD standards and supported by documented findings with the following roll call vote:

8.1: Staff Reports and/or Comments:
City Manager Romo attended the Hughson Chamber of Commerce Board meeting, a Hughson Economic Development Committee meeting.
Director Weimer provided an update regarding the financial audit.
Director Jauregui provided updates regarding community development projects. 2 City Council Minutes October 27, 2025
Chief Dias provided the latest Hughson Police Services statistical report. He also provided reminders for upcoming Hughson Police Services events.
8.2: Council Member/Mayor Comments
Councilmember McFadon commented on a Stanislaus Animal Services Agency focus group.
Councilmember Strain attended a Hughson Economic Development Committee meeting. She will be attending the Hughson Arboretum Fall Festival. She attended a Hughson Unified School District Bond Oversight Committee meeting.
Mayor Pro Tem Crooker attended a Hughson Economic Development Committee meeting.
Mayor Carr attended the Hughson Odd Fellows Sausage Cook-off. He provided a reminder regarding the Annual Trunk, or Tent and Treat, and the Veteran's Day Memorial at the Dennis Wallace Soccer Fields on November 11, 2025.
