Subject: Mayor Carr’s Attendance at the U.S. Conference of Mayors 94th Winter Meeting in Washington, DC. January 28-30, 2026, and Reimbursement of Costs Associated with Attending the Conference Presented By: Dominique Romo, City Manager
Approved By: ______________________________
City Manager
Recommended Council Action:

Consider approving Mayor Carr’s attendance at the U.S. Conference of Mayors 94th Winter Meeting in Washington, DC, scheduled for January 28–30, 2026, and authorize reimbursement of associated costs in accordance with the City’s Travel and Reimbursement Policy.

Background and Overview:

The United States Conference of Mayors (USCM) is a non-partisan organization representing cities across the country. While many member cities have populations of 30,000 or more, smaller cities are also represented. The organization provides a unified voice on national urban policy and offers opportunities for mayors to contribute to policy development through standing committees, task forces, and leadership boards.

USCM hosts two annual meetings – a Winter Meeting in Washington, DC, and an Annual Meeting in June in Kansas City, Missouri.

The Winter Meeting focuses on federal engagement, including dialogue with the White House, Congress, and federal agencies. It also provides sessions on key municipal priorities such as:
• Economic development

Discussion:

Mayor Carr has attended previous USCM conferences in Washington, DC; Kansas City, Missouri; and Reno, Nevada. He has found these events to be valuable for networking, learning best practices, and promoting the City of Hughson.

The estimated cost to attend the 2026 Winter Meeting is approximately $5,600, broken down as follows:

Expense Estimated Cost
Airfare $517.99
Conference Registration $2,818.75
Hotel (3 nights @ $350/night) $1,400.00
Local Transportation (3 days @ $150/day) $450.00
Meals (4 days @ $45/day per diem) $180.00
Mileage to Airport $20.00
Total $5,386.74*
*Rounded to $5,600 to account for incidental fees and surcharges.

The Hughson Municipal Code Section 2.24.020 states that council members shall be reimbursed for actual and necessary expenses incurred in the performance of official duties. The costs associated with attending the conference will be reimbursed to Mayor Carr in accordance with the City’s Travel and Reimbursement Policy. As such, the submitted travel request and expense report may be updated by Finance staff and processed in alignment with the City’s adopted policy.

Fiscal Impact:

The cost of attending the Winter Meeting will be funded through the City Council’s General Fund budget for trainings and meetings, which currently has an unencumbered balance of $11,355.00 for FY 2025–2026. Should additional appropriations be necessary, adjustments can be considered during the mid-year budget review.
