1. PUBLIC BUSINESS FROM THE FLOOR (No Action Can Be Taken):
Milt Trieweiler provided comments on farmland preservation needed in Stanislaus County.

3. CONSENT CALENDAR:

3.2: Approval of the Warrants.
3.3: Approval of Mayor Carr's attendance at the u.s. Conference of Mayors 94th Winter Meeting in Washington, DC, scheduled for January 28 - 30, 2026, and authorization to reimburse associated costs in accordance with the City's Travel and Reimbursement Policy.
Councilmember Strain pulled Item 3.3 for special consideration.
CROOKER/MCFADON 4-0-0-1 motion passes to approve the Consent Calendar Item 3.1 and 3.2 as presented with the following roll call vote:

Councilmember Strain, Vasquez and McFadon provided comments against approving item 3.3.
Public Comment opened at 6:10PM. Danielle Perez provided written comments. Public Comment closed at 6:10PM.
No action was taken on item 3.3. The item will come back for further discussion at the December 8, 2025, regular meeting.

COMMENTS:
8.1: Staff Reports and Comments:
City Manager Romo provided an update regarding Street Sweeping. She attended a Chamber of Commerce meeting, a 5454 Board meeting, and a Faith Based Workshop.
City Clerk Gose provided the Council with an update regarding the audio/visual upgrades to the City Council Chambers.
Chief Dias hosted a Faith Based Workshop and the Dennis Wallace Memorial HERO Workout. 3 City Council Minutes November 24, 2025
8.2: Council Comments:
Councilmember McFadon attended Veteran's Day events in Hughson on November 11, 2025.
Councilmember Vasquez attended Veteran's Day events in Hughson on November 11, 2025. She attended the Dennis Wallace Memorial HERO Workout on November 13, 2025. The Grinch movie night on November 14, 2025, and a Disaster Council meeting on November 19, 2025. She thanked staff for all their hard work.
Councilmember Strain attended a Faith Based Workshop on November 18, 2025.
9. CLOSED SESSION: Mayor Pro Tem Crooker adjourned into Closed Session at 6:22 PM.

The Council returned from Closed Session at 7:46 p.m. All Councilmembers were present for the entire duration of the session, with the exception of Mayor Carr, who was absent. City Attorney Pinasco reported that the Council approved disclosure of the Closed Session discussion to Mayor Carr, who was not present during the session.
